2. CONSENT CALENDAR (Continued)
Council asked the last time an aerial photo was taken and how
it would be used. The Director of Public Works indicated the
last one was taken in 1984. Development occurs on a fairly
constant basis, changing the look of the City. The aerials are
used by all departments, particularly Redevelopment, in
reviewing the parcels that might be available. This aerial
w.ould expand to the east, where many areas have been developed
since the last one was done. This area was not included in the
last aerial photo.

Richard and Nola Jackson, and authorize the city Treasurer to
prepare a warrant in the amount of $15,200.00. Loan #187.

2.5 Request authorization to approve First Time Homebuyer Loan, for
Steve and Mary Shears, and authorize the City Treasurer to

CALENDAR 9. ORAL PRESENTATIONS
Carol Walters, 534
N. Shaffer Street, addressed the Council regarding permit parking. She
feels it should be updated and some changes made. She would
like to work with Public Works to suggest some ideas the neighbors have,
such as changing the color of the permit this year. Another suggestion
is registering each name in a household, so the Police would
have a name for each registered vehicle in that home.She has
plans
for a house to go up behind her own.Commission indicated she
had to have three on-site She wondered
if she could count two of them on the Director of
Community Development indicated street be counted.

The Mayor indicated that Mr. Martini was in the process of
surveying the parking in the area. She felt Chapman college did
not show respect at the Planning Commission meeting on March 1st.

need to take action on this item arose after the agenda was posted.
Therefore, the provisions of Government Code section 54954.2(
B)(2) apply.The City Council,
acting as the Orange Redevelopment Agency Board of Directors, will recess
into Executive Session in order to meet with its Legal Counsel
pursuant to Government Code Section 54956.9(A) to discuss possible legal
action concerning newly-enacted Senate Bill 2557.The
