of the Orange Redevelopment Agency,Marilyn J. Jensen, declaring posting
of Orange Redevelopment Agency Agenda of regular meeting
of January 22, 1991, at the City of Orange, Main Library,
the New Police Facility at 1107 N. Batavia and the Eisenhower
Park Bulletin Board; all of said locations being in the City
of Orange and freely accessible to members of the public at
least 72 hours before commencement of said regular meeting.ACTION: Accepted

4.1 Request authorization
for Executive Chairman and Agency Clerk
to execute contract
with David Paul Rosen & Associates, with sub-
consultants Williams-Kuebelbeck & Associates and Goldfarb &Lipman to provide a
Housing Needs Assessment and Implementation strategy to the Orange
Redevelopment Agency in an amount
not to exceed $98,000. (Continued from 1/8/
91) (A2100.0.A.1728)The Economic Development Administrator reported that
the purpose of the study was to assess housing needs of the
city at all levels,which is part of a
larger needs assessment for housing. LegiSlation now requires cities to be more precise
in their needs assessment.This is the first time a study
of this extent has been performed for the city. Staff expects
the study to be completed within 90 days.Director Coontz stated that this item
came before the Economic Development Committee. The staff report (on file in
city Clerk's office) includes a field inventory of selected
neighborhoods, looking at overcrowding, which has become quite a problem in
the City of Orange in a number of the
neighborhoods, and also addresses the question of the use of the 20%
set-aside funds. The use of these funds is being closely
scrutinized by Community Legal Agencies throughout the state of California, so it is
imperative that whatever is done be according to the
law. This study will help the agency in decisions on future
housing needs and new redevelopment areas for specific needs.MOTION - Coontz SECOND - Beyer AYES -
