(Continued from 1/8/ 91) (A2100.0.A.1728)The Economic Development Administrator reported that the purpose of the study was to assess housing needs of the city at all levels, which is part of a larger needs assessment for housing. LegiSlation now requires cities to be more precise in their needs assessment. This is the first time a study of this extent has been performed for the city. Staff expects the study to be completed within 90 days.Director Coontz stated that this item came before the Economic Development Committee. The staff report (on file in city Clerk's office) includes a field inventory of selected neighborhoods, looking at overcrowding, which has become quite a problem in the City of Orange in a number of the neighborhoods, and also addresses the question of the use of the 20% set-aside funds. The use of these funds is being closely scrutinized by Community Legal Agencies throughout the state of California, so it is imperative that whatever is done be according to the law. This study will help the agency in decisions on future housing needs and new redevelopment areas for specific needs.MOTION - Coontz SECOND - Beyer AYES - steiner, Barrera, Beyer, Coontz, spurgeon Moved to authorize Executive Chairman and Agency Clerk to execute contract on behalf of the agency.ADJOURNMENT The Orange Redevelopment Agency adjourned at 3:25 pm.iMj1/J~ ~~MARILYN .
