Chapman Avenue. Oranqe. California. 1. ROLL CALL PRESENT - Steiner, Barrera, Beyer, Coontz, Spurgeon ABSENT - None 1.1 APPROVAL OF MINUTES Regular Meeting, December 18, 1990 MOTION - Barrera SECOND - Steiner AYES - Steiner, Barrera, Beyer, Coontz, Spurgeon ACTION: Approved.2. CONSENT CALENDAR 2.1 Declaration of Clerk of the Orange Redevelopment Agency,Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of January 8, 1991, at the City of Orange, Main Library, the New Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agenda posting and authorized its retention as a public record in the office of the Agency Clerk.REMOVED AND HEARD SEPARATELY)2. 2 Ratification of Certificate of Completion for Construction and Development for the Agency-assisted Chapman College Child Care Center. (RA2100.0.A 1591)The Economic Development Director reported Chapman College has met all conditions and permit requirements. It was further reported a year end audit would show where student slots will be. It was suggested this item be monitored, with a status report to the Agency within 60 days.The Assistant City Attorney indicated conditions could be placed during the monitoring period to assure the requirements are fulfilled.Page 1 481 ORA MINUTES JANUARY 8, 1991 2.CONSENT CALENDAR Continued) Carol Walters, 534 N. Shaffer st., asked if there would be 10 to 15 spaces open for the neighborhood? Ms. Walters complimented Chapman on this endeavor. Chairman Beyer commented the status report will make sure the regulations are being followed. MOTION - Beyer SECOND - Barrera AYES - Steiner, Barrera, Beyer, Coontz, Spurgeon ACTION: Approved.2. 3 Ratification of Subordination Agreement for Southern Counties oil Company. (RA2100. 0.A.1727)ACTION: Approved.2. 4 Consider that Deloitte & Touche be retained as Arbitrage Rebate Consultants for presently outstanding debt issues for the City, Redevelopment Agency and Assessment Districts at an estimated fee of $ 15,000 for the year ended 06/30/90 and 11,000 for the year ending 06/30/91. (RA2100.0.A.1726)ACTION: Approved.MOTION - Beyer SECOND - Barrera AYES - Steiner, Barrera, Beyer, Coontz, Spurgeon Item 2.3 was removed and heard separately; all other items on the Consent Calendar were approved as recommended. COMMITTEES AND COMMISSIONS 4.1 Request authorization for Executive Chairman and Agency Clerk to execute contract with David Paul Rosen & Associates, with sub-consultants Williams-Kuebelbeck & Associates and Goldfarb Lipman to provide a Housing Needs Assessment and Implementation Strategy to the Orange Redevelopment Agency in an amount not to exceed $ 78,000. ORA- 0220 A Resolution of the Orange Redevelopment Agency confirming and renewing the Rental Assistance Program for Mobilehome Park Residents of the City of Orange and making certain findings,and appropriating funds in connection herewith.
