The Orange Redevelopment Agency of the City of Orange, California convened on December 8, 1992
at 3:00 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

FISCAL IMPACT: $19,750.00 is budgeted in the Housing Loan Program Fund for Case
344.
ACTION: Approved.
2.3 Request authorization to approve First Time Homebuyer Loan and authorize the Agency

FISCAL IMPACT: $15,500.00 is budgeted in Fund 913 (First-Time Homebuyer

Young's Market Company; determining that the construction of certain public improvements, the cost of
which is to be borne by the Agency, is of benefit to the Northwest Redevelopment Project Area and the
immediate neighborhood in which the project is located;determining that there are no
other reasonable means of financing said improvements; and authorizing the execution and delivery of

PUBLIC HEARING: DISPOSITION AND DEVELOPMENT AGREEMENT,ORANGE HOUSING DEVELOPMENT

set for a joint public hearing with the City Council to consider the proposed disposition of certain
real property, a portion of the parcel located at the northeast corner of Pixley Street and Almond
Avenue and the property located at 1515 East Walnut Street, by the Agency to the Orange Housing
Development Corporation pursuant to a proposed Disposition and Development Agreement by
and between the Orange Redevelopment Agency, a public body corporate and politic and the Orange
Housing Development Corporation, a California Nonprofit Corporation. (See City Council minutes,
