MINUTES OF A REGULAR MEETING
ORANGE, CALIFORNIA
November 24, 1992
The Orange Redevelopment Agency of the City of Orange, California convened on November 24,
1992 at 3:00 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange,
California.

2. CONSENT CALENDAR
2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen,
declaring posting of Orange Redevelopment Agency Agenda of regular meeting of
November 24, 1992, at Orange Civic Center Main Library, the Police Facility at
1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations
being in the City of Orange and freely accessible to members of the public at least
72 hours before commencement of said regular meeting.
ACTION: Accepted Declaration of Agency Posting and authorized its retention as
a public record in the Office of the Agency Clerk.
2.2 Request the Agency Board, in conjunction with the Civic Center Improvement Project
authorize Change Order # 4 from Account No. 924-9811-481200-
9808 (Civic Center Expansion), for $30,000 to remodel existing Civic Center restrooms for
compliance with the Americans with Disabilities Act. (
RD2500.0.5)FISCAL IMPACT: Sufficient funds are available in Fund 924 (Southwest
Project Area). No
additional appropriation
required.

9. PUBLIC HEARINGS
9.1 BIENNIAL MEETING OF mE ORANGE REDEVEWPMENT AGENCY:
Time set for a public hearing, pursuant to the requirements of Section 33348.5 of the California
Health and Safety Code, for the purpose of reviewing the redevelopment plan for each redevelopment
project in the City of Orange and evaluating its progress. (Report on file in the office of the Clerk of
the Orange Redevelopment Agency.)
The Operations Manager of the Economic Development Department presented the following graphs
and information: Tax Increment by Fiscal Year, Tustin Project Tax Increment, Southwest Project
Tax Increment, and the Northwest Project Tax Increment.
The Project Manager for the Tustin Street Project Area and the Northwest Project Area gave a
presentation of public projects and outlinined goals and future projects for the area.
The Project Manager for the Southwest Project Area presented the public projects and major goals for
the area.
The economic viability and economic strategies of the three project areas was presented.
The Housing Manager outlined the housing projects that have been approved and presented future
housing project.
The Agency members asked when a housing update will be available for review?
The Director of Community Development indicated the Housing Element is being managed by
Advanced Planning and is scheduled for a study session in December with the Planning Commission.
It should be to Council by January or February, 1993.
CHAIRMAN BEYER OPENED THE PUBLIC HEARING.
Bob Bennyhoff, 10642 Morada Dr., inquired about streets that are on the schedule and were not
located near the project areas. The project manager commented improvements to arterial streets
outside the project area can be done, however, there needs to be a finding that the project will be a
benefit to the project area.
THERE BEING NO FURTHER COMMENTS, CHAIRMAN BEYER CLOSED THE PUBLIC
HEARING.
