Chapman Avenue, Orange, California. 1. ROLLCALL 3:00 P.M. SESSION PRESENT- Steiner, Barrera, Beyer, Spurgeon ABSENT - Coontz 1. 1 APPROVAL OF MINUTES Regular Meeting - September 8, 1992 MOTION SECOND AYES ABSENT Barrera Steiner Steiner, Barrera, Beyer, Spurgeon Coontz ACTION: Approved.2. CONSENT CALENDAR 2. 1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of September 22, 1992,at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.MOTION SECOND AYES ABSENT Steiner Barrera Steiner, Barrera, Beyer, Spurgeon Coontz Item 2.1 was approved as recommended.END OF CONSENT CALENDAR 3. REPORTS FROM BOARDS, COMMITTEES AND COMMISSIONS TAPE 2627 4.1 Recommendations of the Citizens Housing Task Force relating to the appropriation of Housing set-aside. (OR1800.0.42. 1)Linda Boone, member of the task force reviewed the eight policies.Bob Bennyhoff, 10642 Morada Dr., inquired how the task force intends to assist the homeless with taxpayers money. Ms. Boone remarked the committee did not get into specifics, but felt a non-profit group could go to Redevelopment Agency to consider transitional centers and group housing for the homeless. MOTION SECOND AYES ABSENT Spurgeon Barrera Steiner, Barrera, Beyer, Spurgeon Coontz Moved to accept and file the recommendations of the Citizens Housing Task Force relating to the appropriation of Housing Set-Aside.MOTION SECOND AYES - ABSENT Spurgeon Barrera Steiner, Barrera, Beyer, Spurgeon Coontz Moved to authorize the Chairman to send letters to the Task Force members thanking them for their participation and assistance in reviewing the City of Orange Housing Needs Assessment.5. ADMINISTRATIVE REPORTS - None 6. REPORTS FROM EXECUTIVE DIRECTOR - None 7. LEGAL AFFAIRS 7.1 RESOLUTION NO. ORA- 0254 A Resolution of the Orange Redevelopment Agency adopting a Replacement Housing Plan in connection with the proposed Owner Participation Agreement by and between the Orange Redevelopment Agency and Citrus Village Partnership, L.
