Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Steiner, Barrera, Chairman Beyer, Coontz, Spurgeon None 1.1 APPROVALOF MINUTES Adjourned Regular Meeting - August 5, 1992 MOTION SECOND AYES Barrera Coontz Steiner, Barrera, Chairman Beyer, Coontz, Spurgeon ACTION: Approved.2. CONSENT CALENDAR - Tape 2030 2. 1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn 1. Jensen, declaring posting of Orange Redevelopment Agency Agenda of regular meeting of August 18, 1992, at Orange Civic Center Main Library, the Police Facility at 1107 N. Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk. 2.2 Request approval to execute amendment to the lease agreement with the First Presbyterian Church of Orange to reduce the number of/eased employee parking spaces. (RA2100.0 AGR-16561)FISCAL IMPACT: Reduction in monthly lease payments from $300.00 a month to $150.00 a month.ACTION: Authorized the Chairman and Clerk of the Agency to execute the amendment.PAGEl T-- ORANGE REDEVELOPMENT AGENCY MINUTES August 18, 1992 2. CONSENT CALENDAR (Continued) 2.3 Request to authorize Change Order #2 in the amount of$56,450.00 for miscellaneous changes from Account No. 924-9811-481200-9808 in conjunction with the Civic Center Improvement Project. ( RA2IOO.O AGR- I977)FISCAL IMPACT: None ACTION: Approved.2.4 Acknowledge the reduction in the interest rate will result in an annual savings of $ 203,000.00 to the Tustin Street Project Area as a result of refunding of short-term notes, and a total savings over the remaining 5-year term of$1, 015,000.00. ORAL PRESENTATIONS - None PAGE 2 ORANGE REDEVELOPMENT AGENCY MINUTES August 18, 1992 RECESS The Orange Redevelopment Agency recessed at 4: 13 p.m. to a Closed Session for the following purposes: a. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease of real property pursuant to Government Code Section 54956.8. The City Attorney announced the site in question regarding acquisition was the Killefer Park site between Lemon and Glassell, and between Collins and Walnut, negotiating with Mr. Dick Donahue. Also, there would be discussion regarding acquisition of the Northwest corner of Chapman and Main, negotiating with Mr. Jeff Garner. b. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956. 9(b )(1). c. To confer with its attorney to decide whether to initiate litigation pursuant to Government Code Section 54956.9(c). d. To consider and take possible action upon such other matters as are orally announced by the City Attorney, General Counsel, City Manager, Executive Director, or Councilor Agency Members prior to such recess, unless the motion to recess indicates any of the matters will not be considered in closed session.
