Chapman Avenue, Orange, California. 3:00 P.M. SESSION 1. ROLLCALL PRESENT ABSENT Steiner, Barrera, Chairman Beyer, Coontz, Spurgeon None 1.1 APPROVAL OF MINUTES - None 2. CONSENT CALENDAR - Tape 3180 2.1 Declaration of the Clerk of the Orange Redevelopment Agency, Marilyn J. Jensen,declaring posting of Orange Redevelopment Agency Agenda of regular meeting of June 16, 1992, at Orange Civic Center Main Library, the Police Facility at 1107 N.Batavia and the Eisenhower Park Bulletin Board; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting.ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the Agency Clerk.2.2 Consider the Financial Program for Seismic Retrofitting of Unrein forced Masonry Buildings. Funds have been budgeted under the CIP in the Fiscal Year 1992/93 400,000. 00) and in the Fiscal Year 1993-94 ($1,600,000.00) to accommodate the Seismic Retrofitting Incentive Programs. Funds for the Seismic Engineering Report Purchase Program ($ 400,000.00 in the Fiscal Year 1992/93), effective July 1, 1992 have been budgeted under Account Number 928-9815-465802-9153 (Commercial Loans & Grants-Seismic Reinforcement Program-URM). ( RC2500.G.4)FISCAL IMP ACT: $400,000.00 is included in the proposed 1992/93 Redevelopment Agency Budget for engineers and testing grants. ACTION: Approved. To give instructions to its negotiator in connection with the purchase, sale, exchange or lease of real property pursuant to Government Code Section 54956.8.re: 500-505 and 600 City Parkway - Tishman Vice President Don Mitchell.b. To confer with its attorney regarding potential litigation pursuant to Government Code Section 54956.9(b)(1). c. To consider and take possible action upon such other matters as are orally announced by the City Attorney, General Counsel, City Manager, Executive Director or Councilor Agency Members prior to such recess unless the motion to recess indicates any of the matters will not be considered in closed session.7:00 P.M. Session 9. PUBLIC HEARINGS 9.1 JOINT PUBLIC HEARING, 1992/ 93 FISCAL YEAR BUDGET Time set for a joint public hearing with the City Council to consider the adoption of the 1992/93 Fiscal Year Budget. PUBLIC HEARINGS (Continued) MOTION SECOND AYES Spurgeon Barrera Steiner, Barrera, Chairman Beyer, Coontz, Spurgeon Moved to approve the Seven Year Capital Improvement Program; accept the finding of the Planning Commission that the Seven Year Capital Improvement Program is consistent with the General Plan, except as specifically noted in the Capital Improvement Program, and direct that no funds be expended on inconsistent projects prior to amending the General Plan to ensure consistency. 10.
