Discussion concerning meeting minutes for June 7, 1995; Item No. 2: D.R.B. 2942 (Randall Wilson) -Final paragraph on page 3 should be revised to read: Ms. Wolfe asked that the minutes reflect a distinction that the window is not analuminum-framed product. It is a wood product clad with aluminum and built to the appropriate proportions and configurations that satisfy Old Towne Design Standards. OLIVE ST. Landscape and irrigation proposal for a residential project; R-4 (Residential Maximum Multiple Family) and Old Towne Districts. The applicants were not present at the meeting, although their landscape architect was available to answer questions. Howard Morns: Staff has two concerns about the proposal. The trees are all proposed at 15-gallon; the city's landscape guidelines require that 25 percent of all new trees by planted from 24-inch boxes. The irrigation plan is incomplete. It details only that area surrounding new development. Mr. Shigetomi (representing the applicant): Existing development includes an automatic irrigation system for the front portion of the lot. Ms. Wolfe: Since new development would be limited to the rear of the property (and mature trees will be preserved in the front), there are not many trees that will be added to the site. 25 percent amounts to only one tree. The most visible tree is a Raphiolepis at the side of the new residence, near the garage. (Other board members agreed) MOTION by Erika Wolfe to approve the proposal, so long as the applicant will upgrade the Raphiolepis, proposed on the north side of the new residence, to be planted from a 24-inch box. SWC CHAPMAN AVENUE AND JAMBOREE ROAD (ALBERTSONS CENTER) Revised plans for building elevations, landscaping and signs for adrive-through restaurant in a shopping center; P-C (Planned Community) District. (Ref: C.U.P. 1973-92) The applicant was represented by Ray Godwin. Jim Donovan (staff): This project was revised on the basis of a new site plan that was approved by the planning commission on May 17, 1995. Mr. Prothero: Have we got any photographs of the property? It would be nice to know how the restaurant compares to the existing architecture. Mr. Godwin: It is intended that the restaurant be consistent with shopping center. Colors and plaster will match existing development. Jim Donovan: The Irvine Company also has an architectural review process. During review of another drive-through restaurant, they were quite concerned about architectural compatibility, and required construction to include the same architectural detail as the shopping center. Mr. Prothero turned attention to the landscape plan. What is the extent of current landscaping? Isn't there a difference in grading at the site? What sort of trees exist within the center? Mr. Godwin delineated the extent of current landscaping on the plan. The restaurant pad is level with the adjacent parking area, but sits 5 to 7 feet below the height of the adjacent roadway. The entrance to the shopping center is slightly higher than the site, and Chapman Avenue rises to an incline, to the east. Most of the trees in the shopping center are "Sweetgums." Mr. Prothero: My only comment is to recommend an upgraded in tree size -at one location- to 24 inch box. The staff reported a concern about the proposed freestanding sign. There is an approved sign program for this shopping center. It is not certain that there was a freestanding sign approved for the location that is proposed. Furthermore, there is a minimum spacing of 100 feet between signs, according to the sign ordinance. The staff will review the sign program and advise the applicant accordingly. MOTION by Steve Prothero to approve building elevations as submitted. Landscape planting plans should include a 24-inch box tree on the south side. The staff will review and approve the freestanding sign if it is compatible with the approved sign program. VAN BIBBER Building elevations for construction of a new 2-car garage; R-2-6 (Single Family Residential) and Old Towne Districts. Dave Penning (Penning Construction Co.) represented the applicant. Mr. Prothero asked to review the applicant's photographs. He noted that the eaves of the proposed garage do not have the same overhang as that of the residence. Materials for the garage door have been called out, but the finish should probably be smooth, rather than rough-sawn. Mr. Hornacek: There is also a Craftsman detail at the gables of the residence, where wood siding is turned on a vertical axis, and gapped for attic ventilation. It would be a nice detail to replicate for the garage. Tim Donovan (star speculated that the eave overhang has probably been reduced to satisfy building code, because the original site plan showed the building at a distance of only 1 foot from the eastern property line. The site plan has been revised, but the building elevations have not. Mr. Penning has considered the eave overhang and the gable facing, in discussion with the homeowner. They will incorporate these changes in construction. He also agreed that the garage door should be constructed from lumber with a smooth finish. MOTION by Steven Prothero to approve the proposal subject to modifications discussed in review: eaves will be extended to match the overhang of the existing residence, or the maximum distance allowed by building code; outrigger trim will match the house; and the garage door will made from lumber with a smooth finish. CANYON VIEW AVENUE 8 WHITE OAK RIDGE Recommendation concerning proposed construction of a single family residential tract; P-C Planned Community) District. Review of this item will be scheduled for Planning Commission at a later date. Shea Homes was represented by Marc Murphy, John Dirkson, Bill Leighman, and David Cosco. The design team made a general presentation concerning the proposal. Mr. Shigetomi noted that a conceptual landscape plan was submitted, but the scale is too broad to provide any detail. From this plan, it appears that very little landscaping would be provided. Amore detailed plan must be prepared and submitted for review. Jim Donovan (staff) reported that the project site is located in an assessment district. A landscaped area now exists between the tract boundary and the public rights of way. The landscaping was provided when street improvements were made as the "planned community" developed. Mr. Prothero: One area of concern is the landscaping treatment along each side of the street that connects the tract to White Oak Ridge. How much room is there between the sidewalk and the concrete block wall ? (Approximately 3 feet) Misters Prothero and Shigetomi did not think that was enough room to provide for adequate landscaping. The applicants agreed to study this component to the plan, indicating that there maybe room to relocate the block wall, or make other adjustments to provide more width to the planters. Mr. Prothero: The plans also indicate an offset in grade. The applicants were asked to describe the site more fully. Site photographs were also reviewed. Mr. Leighman explained that the greatest difference in grading is near a recreation trail along the northeast- and eastern boundary of the tract. The building site itself is relatively level, and has already been rough- graded to a height of about 5 feet above Canyon View Avenue. He presented illustrated details of a cross- section for the recreation trail, and for fencing plans. Mr. Shigetomi: Another concern is the location of garden fences within. the tract. There are a number of corner parcels that would have a fence in between a property line and the side of the house that is exposed to a street. He would like to see some landscaping relief on the outside of these fences. Mr. Prothero noted that building elevations that were submitted detail only the front elevations. There's been a great deal of care in preparing those elevations. However, the tract is arranged so that only the rear elevations would be visible from the adjacent public places, along the perimeter. He is more concerned about the design of those elevations, and would like to see supplemental plans before he can recommend approval for the project. City of Orange • Design Review Board Meeting Minutes for June 21, 1995 Page 6 Mr. Hornacek agreed, adding that higher density and smaller parcel sizes require a greater level of architectural care to avoid an environment where development looks like an "army barracks." Since the tract will have a perimeter wall and a landscaped setback, it is more important to address the upper level of each residence. MOTION by Beau Shigetomi to recommend approval of the project, subject to the following revisions and supplements: (A) The width of the main access right of way, from White Oak Ridge, should be increased to provide for adequate landscaping area between the sidewalk and adjacent garden walls. (B) On corner parcels, wood fencing materials should be permitted only where a landscaped setback is provided. Otherwise, concrete block should be used in construction. (C) Rear elevations should be prepared for the designs of each Plan 1, 2, and 3, and submitted for review and approval by Design Review Board. (D) Submit detailed preliminary landscape and irrigation plans to Design Review Board, per D.R.B. guidelines and City of Orange requirements. J.'s ABBEY (GARY MEAD) 192 S. ORANGE ST. Conversion of an existing church for restaurant use, with patio and a landscaping plan for the parking area; C-1 (Limited Business) and Old Towne Districts. The applicant was represented by Charles Ramm and Gary Mead. Tim Donovan (staff) provided background information. Conversion of this building was authorized by city council (pursuant to Orange Municipal Code Section 17.92.020). As a condition of approval, any changes that affect the exterior appearance of the building were to be reviewed and approved by D.R.B. There is no parking provided on this property, although Mr. Mead has voluntarily purchased an adjacent parking lot. Landscaping plans were submitted to detail improvements to both parcels. Mr. Mead explained how the property was originally developed. An independent historic building consultant was hired to research the architectural history. The church was originally constructed in 1891. A second, simpler building was constructed in 1922, to the rear of the property. The buildings were connected by an addition in 1968. Mr. Ramm discussed the extent of modifications planned. The buildings would remain essentially the same, except that wood siding is proposed to replace the stucco on the 1922 and 1968 additions, and to match the siding of the church. Otherwise, they have obtained approval of an outdoor dining area (detailed on plans). There would be some kitchen equipment with exhaust hoods that will perforate the rooftop, so screening walls will be required. There would also be limited modification to the top of the church belfry, which has been altered over time. Mr. Hornacek expressed personal satisfaction with the proposal. His only concern is how to adequately screen the rooftop equipment, without detracting from the integrity of the building. Other board members agreed. Mr. Ramm: It is a difficult challenge. At this point, they propose to match the siding of the church. He presented a supplemental roof plan. The aesthetic challenge is complicated by roofing "cricket" modifications that were made with building additions. They are still considering alternatives. Mr. Prothero asked Mr. Ramm to show where the rooftop equipment and screening walls would be located on the roofing plan. Mr. Ramm indicated that screening walls would be centered in between the building's outside walls, approximately half the distance apart, as a dimension of the building's overall width. At this location, inset from the walls of the building, the board concluded that screening walls would be recessed a sufficient distance, and not so noticeable as they appear in (flattened perspective) on building elevations. Mr. Shigetomi: Concerning the landscaping plans, there are some problems with the automatic irrigation system, as proposed. The spacing of sprinkler heads must be reduced (and more sprinkler heads added) to provide for adequate coverage. The planting plan is good. Revisions to the irrigation plan may be reviewed and approved by staff (Community Services Department). Ciry of Orange • Design Review Board Meeting Minutes for June 21, 1995 Page 8 MOTION by Robert Hornacek to approve the proposal as submitted, subject to modifications to the irrigation system. The imgation plan should provide head to head coverage, with appropriate spacing for turf and ground cover areas.
