Steven Prothero opened the meeting and asked whether board members had any comments or revisions
to the meeting minutes for September 18, 1996.
MOTION by Steven Prothero to approve the minutes for September 18, 1996 with the following
corrections:
DRB No 3163~Kaufman & Broad2page 4, correct condition #4 to read as follows:
4. Eliminate vertical color element at several locations of the building elevation. Recommend use
of one single color under each roof element.

Jesse Martinez Addition onto an existing residence and
137 S. Parker St. construction of a new detached, 2-story
Jeff Salmi second dwelling unit in Old Towne.
• Review of final site plan and building
elevations.
• R-3 (Residential Multiple Family) zone
The project was presented by Steven Nash, construction contractor of the project.
The board noted that although the plan shows all the changes that were required from the previous
meeting, many of the details such as windows, trims, garage doors, etc., needs further refinement.
MOTION by Robert Reilly to approve the site plan and building elevations subject to the following
conditions:
1. Provide pickets at staircase railing.
2. Simplify the windows by deleting the cross muntins.
3. Box-out the lower portion of the bay window rather than having it flared-back as shown.
4. Garage doors shall be a 2 panel width design rather than the 4 panel as shown.
5. The "belly band" at the deck area shall be a two step design.
6. All windows shall be wood sash with divided lights.
7. Submit final landscape and irrigation plans to DRB for approval, prior to issuance of building
permits.

James L. Cox & Carol A. Rowley Conversion of an existing residential
204 N. Olive St. structure to commercial use (tea room).
John Hamilton Architect C-2 (General Business) Old Towne District
• Planning Commission hearing: 10-07-96
The property owner, James L. Cox and John Hamilton -Architect, presented the project to the board.
The proposed use of the property as a tea house was approved by the Planning Commission last Monday
(10/7/96), which included a parking variance. The DRB raised several issues of concern as follows:
• Location and treatment of trash enclosure
• Perimeter fencing/gate detail
• Treatment of pedestrian walkways
• Lighting fixture detail
• Placement of irrigation valves seem to conflict with location of trash enclosure
• Proposed street trees along Olive Street does not match existing Palm trees on other side of street
• Future signage
MOTION by Timothy McCormack to approve the preliminary plans subject to the following conditions:
1. Submit final plans to DRB for approval
2. Recommend trellis over trash enclosure with vines (Trailing Roses) from back growing up on trellis
3. Trash enclosure gates shall be metal framed
4. All gates shall match and be similar in concept
5. Perimeter picket fence shall match and be similar in concept, but with a more open design
6. Add brick at west walkway to match existing
7. Provide new concrete pad and planter area at rear stair entry
8. Light bollards shall be boxed-out in wood. Submit lighting fixture detail to DRB
9. Light bollards to be setback from high traffic areas
10. Change street trees (Liquidamber) along Olive Street to four (4) Queen Palms to match other side of
street (minimum 24" box)
11. Retain the existing Avocado tree and delete the two (2) new Crepe Myrtles in the front yard area
12. Add one Crepe Myrtle at the terminus centerline of the secondary building entry
13. Add vines at parking lot perimeter fencing
14. Replace Callistemon with Tristania Conferta
15. Submit for separate signage review
16. Provide City required landscaping notes on plans
17. Proposed fencing approved as submitted

Casa Teresa, Inc. Expansion of an existing group home for
213 N. Olive St. woman
James G. Richeson Review of proposed modification of
approved plans to substitute wood
windows with metal windows, and
treatment of an ADA required handicap
access ramp in the front yard setback area.
• C-2 (General Business) Old Towne District
The project was presented by Jim Richeson and Barbara Brown. The proposed change from wood to
metal windows was necessitated by budget constraints, and the access ramp location was an ADA
requirement. Construction and materials of project are donated.
The board discussed several alternative layouts of the access ramp, but concluded that plans as submitted
were probably the only practical solution. Perhaps this area can be screened with tall shrubs. As for the
window change, the DRB has been consistent in the past with requiring wood windows for project within
the Old Towne area.
MOTION by Steven McHarris to approve the addition of the access ramp in the front yard area, subject
to the following conditions:
1. Metal windows are not permitted. Wood windows shall be used through-out the project.
2. Tall shrubs shall be planted in front to help screen the access ramp. The planting material should be
compatible with the existing landscaping. (Recommend Lagerstroemia)
3. The width of the wood trim at the doorway shall match the window trims.
4. Access ramp landing does not appear to comply with code. Typically 5 ft. is required and only 4 ft.
is provided. Verify this with the Building Department as it may affect the design of the ramp.
5. Submit final landscape plan to DRB for approval.

North Orange Christian Church Expansion of an existing Church
1001 E. Lincoln Avenue Review of landscape plans
EDAW, Inc. C-1 (Limited Business District) zone
Bob Hayden -Chairman of Board of church, and Eric Montelongo -EDAW Landscape Architects,
presented the project. The church expansion was approved under the County prior to annexation to the
City several years ago.
Concerns were raised as follows:
The number of trees on the site does not appear to be adequate.
The Gazania along the front slope would not survive on a long term basis, especially in a southern
exposure slope.
A taller shrub is needed along the front setback area to screen the parking lot.
MOTION by Steven Prothero to approve the preliminary plans, subject to the following conditions:
1. Gazania shall be planted 8" on center along front planter area. (Recommend Mitsui White). Also
within this area, plant Myoporum 6 to 8 ft. on center, 3 ft. back from sidewalk.
2. Provide 30" high hedge, 30" back from curb, to screen the parking lot area..
3. Add specimen tree in southwest corner planter area at driveway entry to parking lot. Tree should be
planted minimum 25 ft. from street curb face. (Recommend some type of flowering tree).
4. Add tree in planter area directly north of the entry driveway. (Recommend Tristania)
5. Add one tree each at the northeast corner and southeast corner of the parking lot.
6. Add trees in front planter area approximately 35 ft. on center in coordination with location of
existing street trees along parkway.
7. Recommend replacement of "Dusty Miller" at southwest corner of parking lot to a smaller specie.
8. Minimum 25% of trees should be 24" box and the remainder maybe 15 gallon.
9. Remove vine planting that are shown on the neighboring property.
10. Add 2-one gallon vines to grow on fence at northeast corner of parking lot.

Conversion of the historic Santa Fe
Railroad Depot to a restaurant and
Cecil Carney, Architect microbrewery
• Review of site and building plans
• SP (Santa Fe Depot Specific Plan) zone
James Guerin -owner of the brewery business, and Cecil Carney - Architect was present at the meeting.
The proposed use of the site as restaurant/brewery was approved by the Planning Commission on July
15, 1996. The City's Redevelopment Agency owns the property.
The DRB raised the following concerns:
• Is the existing depot building nationally registered? If so, what impacts, if any will this project have
on the eligibility of this property being on the register?
• Location of fire sprinkler risers. (hidden or exposed?)
• In order to maintain the integrity of the existing historical building, effort should be made to retain
as much of the original features as possible.
• The trellis should be further defined with more detail
• Trash enclosure area; how is this being handled?
• Outdoor dining area needs more refinement.
• Provide detail site plan to show all improvements being considered for this project.
• The board agrees with the overall functional concept of this project, however, certain features and
elements of the building needs additional refinement and study. More detail is need to further
develop this project.
MOTION by Richard Cavecche to continue this project for further study. (The applicant may bring the
plans directly to the next meeting)

Diedrich Coffee New coffee shop in Old Towne
44 Plaza Square Review of new wall and blade signs
TNT Neon Sign Company C-1 (Limited Business District) zone
Bill Hennington -TNT Neon Sign Company, presented the project.
Concerns were raised regarding the relocation of the existing "Orange Daily News" sign, as this is an
architecture element that contributes to the building's historical significance.
MOTION by Richard Cavecche to approve the proposed wall and blade signs, subject to the following
conditions:
1. The new wall sign shall be matching in material and finish color to the existing "Orange Daily
News" sign.
2. The existing "Orange Daily News" sign shall be carefully removed to prevent damage from its
present location and be re-installed lower on the building with the same exact spacing.
3. The placement of the blade sign shall be verified by the project architect to determine the proper
height and location on the building (min.8 ft. high from top of sidewalk).

Enterprise Car Sales New used car dealership
1925 N. Tustin Street Review of new wall and freestanding signs
Swain Sign, Inc. C-TR (Commercial -Tustin Street
Redevelopment District) zone
David Heatherly -Enterprise Car Sales, and Rol Petersen -Swain Sign, presented the project. The lower
portion of the sign that reads "future Sign" would be used for their rental car division, and would read
"rent-a-car". The logo is standard corporate identity.
The board raised concerns regarding the lower sign appearing to be an "add-on" rather than being
integrated as part of the primary sign. Also explained was the board's policy of requiring opaque sign
backgrounds.
MOTION by Steven Prothero to approve the signage proposal, subject to the following conditions:
1. Provide an opaque background (green and black). The white color portion may be lighted.
2. Delete the lower sign can. (This portion must be submitted back to the DRB for approval)
