Steven Prothero opened the meeting and asked whether board members had any comments or revisions
to the meeting minutes for September 4, 1996.
MOTION by Robert Reilly to approve the minutes for September 4, 1996 with the following corrections:

2. Provide a 2 ft. wide planter with annual colors around the base of the sign and create a mow

Suggest selection of Platanus Acerifolia `Columbia' variety or Platanus `Mexicana', both of
which are currently available (Orange County Nursery). Recent studies show that these are less
susceptible to anthracnose, even than the bloodgood.

Kaufman & Broad 83-unit affordable senior apartment community
SWC Tustin/Rock Creek R-4 (Residential Maximum Multiple Family)

The project was presented by Scott Choppin -Kaufman & Broad, and Russ Johnston -Landscape
Architect. The revised plan incorporates most of the changes requested by the DRB from the previous
meeting. The DRB discussed several issues of concerns as follows:
• Building elevation at the entry to the main community room: although 3 different schemes were
provided, none of which were acceptable. The board suggested that additional study needs to be
done at the entry elevation.
• The top window at the stair case should be treated differently than the 2 lower windows. Suggest
using a smaller size window at the top.
• The building design also lacked horizontal massing, which are typical of true Craftsman design. The
board suggested eliminating some of the large vertical color striping elements to accomplish this.
• Building lacks large extended (3-4 ft.) roof eaves that are found on Craftsman style. This was
suggested to the applicants at the previous meeting (condition # 5).
• The trellis detail at the building corner should be extended out further to encompass the curve of the
street intersection.
• The gazebo structure in the outdoor recreation area should also have large extended roof eaves to
better mimic Craftsman style architecture.
• Recommend more embellishment at the vehicular entry gates.
• More study needs to be done with the placement of trees along Rock Creek Drive in relationship to
the building.
MOTION by Steven Prothero to approve the preliminary plans subject to the following conditions:
1. The top staircase window should be treated slightly different than the 2 lower ones. Suggest using a
smaller size top window.
2. Need further study of building elevation at entry. Suggest that preliminary design be reviewed by
the DRB prior to construction documents.
3. Provide section detail of roof overhang. Recommend minimum 3 ft. eaves overhang.
4. Eliminate vertical color element at several locations of the building elevation. Recommend use of
one single color under each roof element.
5. The trellis detail at the corner of the building needs to be extended out further to encompass the
curvature of the street intersection.
6. The gazebo eaves overhang should be extended out minimum of 2 ft.
7. Recommend more embellishment at the vehicular entry gates. Suggest the 2 squares on each side be
solid panels.
8. further study needs to be done on the landscape treatment along Rock Creek Drive as it relates to the
building design (balconies, windows, etc.).
9. Submit detail of stucco block wall along south property line.
10. Submit balcony fence details.
11. Submit final site, building, and landscape plans to DRB for approval, prior to issuance of building
permits.

Jay C. Stratton Continued revisions for new facade, remodel
224 W. Maple St. and repairs. Old Towne District.
C-2 (General Business) District.
The applicant, Mr. Jay Stratton (property owner), and Chuck Yaghi, (Structural Engineer), presented the
revised plan which shows the modifications suggested by the DRB from previous meetings. The
modifications included the placement and size of windows, roof lines, column height, corbels/knee
braces, and various other architectural details.
MOTION by Steven Prothero the project subject to the following conditions:
1. The two front porch columns shall be widened to 6Y2 inches at the top so as to have less tapering.
2. The base of the knee braces shall be shorten from 25 inches to 19 inches.

The property owner, Mr. Paul Hudson, presented the revised plans which incorporated some the changes
suggested by the DRB from the previous meeting.
MOTION by Steven Prothero to approve the project subject to the following conditions:
The man doors shall be of a panel design.
2. The beams on the gable ends shall be 2x10's. The 4x8 along the eaves end to set on top of the
2x 10's.
3. Provide abuilt-out base around the column to hide the Simpson post base.

ICI Holdings (Ralph's) New pylon sign for shopping center.
SEC Chapman Ave. & Yorba St. C-1 (Limited Business) District

The project was presented by Mick Meldon -ICI, and Milton Solomon -ADS Signs. The shopping
center was recently renovated, and a sign program was also approved by the DRB. This proposed new
freestanding sign is for their primary tenant (Ralph's Market) is in addition to the other signs in the
center. Variance #2017-96 was approved by the Zoning Administrator to allow additional sign (32 ft.
height).
The board expressed concerns with the illumination of the sign, and the planter area at the base of the
sign. The board also explained their design policy of requiring an opaque background.
MOTION by Steven Prothero to approve the proposed sign, subject to the following conditions:
Provide an opaque background. A 2" wide illuminated border may be permitted. (The "Ralphs"
lettering may need to be reduced in size to accomplish this).
2. The sign shall be setback minimum 2 ft. from property line to comply with code.
Replace the pink color used for the "PLAZA" lettering with another color that would be more
compatible with the red color used for the Ralph's sign.
4. Provide curbing or wheel stops to protect against vehicles from overhanging into the sign.
5. Provide a wide mow strip around the base of the sign to protect it against lawn maintenance
equipment.
6. The base of the sign shall be used as a planter.
