Steven Prothero (Chair) opened the meeting and asked whether board members had any comments about,
or revisions to, the meeting minutes for April 17, 1996.
Board members indicated no changes to the minutes.

Revised building elevations for a new truck
rental & maintenance facility.
M-2 (Industrial District
Jeff Adams presented revised elevations on behalf of Ryder Trucks, Inc. The contrasting block band,
suggested by the board, has been lowered to create a unifying element around the building and provide an
area for placement of the sign. A charcoal color contrasting block has replaced the windows.
The board had some concern with the contrast and proportion of colors selected.
Richard Cavecche suggested using split face rather than precision block for the contrasting band.
Mr. Adams stated that split face will have a darker color.
MOTION by Steven Prothero to approve the project subject to the following:
1. Pilasters shall be continuous vertically with split face block.
2. Dark block banding shall also be split face.
3. If it is available, color slightly darker than what was presented.

Area
Tony Alves and Duke Hoenshell presented the revised plans.
The board expressed concerns with the rooftop equipment screen and building colors. Timothy
McCormack listed some landscape issues.
MOTION by Steven Prothero approve the project subject to the following:
Recommendation to select a lighter color for the top color of the building to create more contrast.
2. Provide an additional row of Rhaphiolepis or delete the single plant along the east building
elevation to allow for easier landscape maintenance.
Provide an additional tree at the nrothwest corner of theproperty to match the row of trees along
thenorth building elevation. Trees maybe of either standard or multiple trunk variety.
4. Provide a row of Rhaphiolepis at the southeast corner of the property to match other side on east
face of building.
Star Jasmine shall be upgraded to miimum one gallon, 18" on center.
6. Add vine pocket planting area at trash enclosure.
Recommend adding vines in interior tree wells.
Recommend that Gazanias be white instead of yellow because of contrasting pink color of
Rhaphiolepis.
9. Crepe Myrtle shall be multiple trunk variety and minimum 36" box.
10. Meloluca shall be minimum 24" box.
11. Final working drawings for landscape and irrigation must be submitted to the Desing Review
Board for approval, prior to issuance fo building permits.
12. Signage plans to come back to the Design Review Board.
13. Rooftop equipment shall be 36" maximum height with a 6" curb (42" maximum overall height) and
a minimum 36" height parapet for the building.

Proposed building facade renovation for a
new full service restaurant in Old Towne.
C-1 (Limited Business) District
Lisa Blanc and Chris Light presented plans for the proposed facade renovation. They stated that the
transim windows remain, aluminum store front removed, ornamental detail at top modified.
Steven Prothero commented that the ornamental iron work is an inappropriate style for the building.
Richard Cavecche expressed concern with the width of the window mullions. It appears to be too narrow.
Mr. Prothero asked that plans include specific detail with regard to the storefront profile i.e., sill detail,
doors, mullions holding windows, etc. Details are essential to Old Towne ubildings. The submitted plan
lacks detail, and appears incorrect. The board asked for all detail to be delineated on theplan,including
colors, attachment of iron work to the builoding, etc.
Lisa Blanc asked the board for a complete listing of all details requested. She indicated that each time they
come before the board, new requirements are added.
Mr. Prothero stated that the original proposal was much more complete and subsequent plans are lacking in
detail.
Lisa Blanc and Chris Light responded that subsequent plans were addressing only the concerns stipulated
by the board at the previous meeting and that at each subsequent meeting there are additional concerns.
MOTION by Steven Prothero to continue this item to the May 22, 1996 meeting for fullr eview of working
plans to include the following:
The railing shall be architecturally fitting to the period of the building. Specify color and hwo it is
applied; powder coated or painted? Also indicate railing anchor detail.
2. Provide drawing of storefront profile, sill details, and doors. Storefront elevations should be
correctly scaled in profile of the window mullion.
Indicate locaiton and height of all rooftop equipment.
4. Indicate actual colors to be used.
The 2 center columns shouldbe flared-out at the bottom rather than just a molding.
Provide detail of paving pattern of interior patio area (scored concrete or existing?).

7. Indicate whether down-lighting or up-lighting is to be used.

Landscape and irrigation plans fora 9-unit
residential condominium.
R-3 (Residential Multiple Family) District
Robert Colin presented plans representing John and Grace Aou.
Timothy McCormack listed several landscape and imgation concerns:
1. Indicate all City required notes on plan.
2. Add required City street trees.
3. The street view of this project would be enhanced if the foundation shrub planting bed is enlarged
and the turf area width reduced to 8' wide.
4. The use of the yew pine -and espalier would be the best use.
5. The use of the queen palms -abetter selection would be Sweet Shade or Tristania (makes a better
"one-sided" tree for planting that close to a wall).
6. Specify which trees are to guyed and which are to be staked.
7. Change Mitsuwa yellow to a Mitsuwa white.
8. Specify spacing of Agapanthus "Peter Pan" at 12" on center.
9. Specify material for tightly cross hatched area at the drive entry. Suggest planting the area with
Agapanthus 12" on center.
10. Begonias should be called out as spaced 24" on center and located consistent to their solar
orientation needs.
11. Bird of Paradise should not be on the north facing wall. (This plant prefers full sun light.)
12. Change irrigation note to state that all valves to be located in shrub areas.
13. Specify on plans "point of connection" information (type, size, residual psi, etc.)
14. Provide a consistent ground plane treatment to tie various planting areas together.

Proposed 40 ft. high freeway sign.
Zoning Administrator action required.
C-TR (Commercial), Tustin Redevelopment
Project Area
Jack Gray and Mazen Bahu returned to the board with photographs of the entire service station showing the
existing freestanding sign.
The board reviewed the plans and discussed the slope where the proposed sign is to be located. Discussion
included dedication of portions of the slope for Cal Trans as the freeway is widened.
The properties on Lincoln parallel the freeway closely. Most commercial uses along the freeway front an
intersecting street or a perpendicular street whereby their monument sign is visible from the freeway and
the street on which the business is located. This Texaco station and the Chevron station further north are
unique in their character in that a special circumstance exists as the monument signs on a panell street
Santiago and are not visible from the freeway or freeway off ramp.
MOTION by Steven McHarris to recommend that the Zoning Administrator approve a monument sign
along the freeway due to the special circumstances stated above, as well as the pole sign height reduced
from 40' to 35' and the extension removed.

A Touch of Romance

George Castro
Proposed wall sign for a new tenant moving
into an existing strip shopping center, and also
sign face change of the existing freestanding
sign.
C-TR (Tustin Street Redevelopment Project
Area) District
George Castro (San Pedro Sign Company) and Mary Ann Powers (President of Touch of Romance)
presented proposed sign plans.
Jim Donovan (staff) explained that this sign is different from the existing signs in that the existing signs are
cabinet signs and the applicant in proposing channel letters. The proposed sign conforms to code but not
the sign program.
Steve Prothero (Chair) expressed concern with proposed monument sign colors. A program has been set
with a brown background and white text. The proposed white background with red letters is a major
program change.
The integrity of the sign is compromised if 3/4 of the sign is replaced with white background and the
"Cannon Drugs" remains with dark background with white letters.
MOTION by Steven Prothero approve the sign in accordance with the following:
1. Freestanding Sign; the background for both the Cannon Drugs and A Touh of Romance sign faces
shall be the same color. An opaque white or beight backgrouns is approved. The applicant may
retian the existing brown color backgrouns for all signs if desired. The applicant may choose any
color text.
2. Wall Sign; the proposed individual channel letters are approved as submitted.
