SECOND: Steven McHarris AYES: Timothy McCormack, Steven McHarris, Steven Prothero and Robert Reilly NOES: None ABSENT: Richard Cavecche ABSTAINED: None MOTION CARRIED City of Orange -Design Review Boarcl Meeting Minutes for February 19, 1997 Page 3 Regular Session - (1) DRB No. 3134 Century Theatres Construction of restaurant and retail NWC Katella Ave./Main St. buildings in an entertainment center • Building elevations, landscape plans and a sign program • C-R (Commercial Recreational) District The project was presented by Mark Fehlman -Fehlman-LaBarre Architects, Steven Copley -Nowell & Associates Landscape Architects, and Ruben Andrews -Graphic Solutions The previous submittal involved only the theater complex building, and was approved by the DRB on October 23, 1996, subject to approval of a final landscape plans. This submittal includes the adjacent Buildings A, B,C,D,& E, which are arranged to form a large open courtyard to be used primarily as a outdoor dining area. The dining area is tied-in with the entry court area to the theater complex with a curvilinear hardscape banding design with colored paving patterns. Some minor changes were also made which eliminated the initial curvature shape layout of the buildings. Buildi~ig Elevations -Although the board preferred the curvature building design of the previous submittal, the overall concept of the buildings and site layout was acceptable. The board also stated that there needs to be another submittal with more details such as the type of the inset on the columns, the specific finishes of each of the buildings, how the roof materials are being treated, how are each of the awnings being handled, etc. More detail also needs to be shown at the pedestrian level with specific color palettes of each of the buildings, including the ground pavement patterns and colors. The board also need to see a submittal of the actual materials of the street funliture being used including pedestrian lighting, and the type of fence design used to separate areas for serving of alcoholic beverages. Lanrtscapin~ -The use of Oleander shrubs is not recommended, as it is susceptible to bacterial disease problems. The planting of Camphor trees in the planting island fingers is not recommended because surface roots would displace the curb and gutter. Concerns were also raised by Tim McCormick with the proposed use of Gleditsia in the parking lot area because it is a rather small tree being spaced too far (approx. 54ft. on center) apart. The use of London Plane tree is suggested, as it is a larger shade tree. Also, the use of Italian Cypress at the entry area works well, as it is malting a strong statement. However, this does not work well along the south and west project boundary 1i11es, especially along the Orange County Flood Control channel. The tree should have more of a "river" theme such as the Lombardy Poplar. The spacing of these trees along the river bed should be in groups and informally spaced. Steve Coply, landscape Architect, replied that the Polar and London Plane tree would be a maintenance problem as it is a deciduous tree which creates leave litter. These trees are also known for having invasive surface roots as well as sucker growth problems. They prefer the use of a smaller scale evergreen tree with less maintenance and does not interfere with parking lot lighting. They will resubmit a new planting palette to the DRB that would better address these concerns. (The applicant was provided with a set of marked-up plan for corrections). Sig~T.age -The proposed sign program consists of signs that are made of a mixture of various colors, materials, and lighting. Typical "Can" or pre-manufactured cabinet type signs are prohibited. 1Jach sign would be unique with a diversity of lettering type and style. The objective of the criteria is to encourage design creativity while keeping with overall theme of the center's entertainment atmosphere. It was City of Orange -Design Review Board Meeting Minutes for Februafy 19, 1997 Pah c 4 noted fllat the proposed sign program do not meet the City's cui7ent sign ordinance. It is the applicant's intention to go through the necessary procedures (variance) for any code related issues. MOTION by Steven McHarris to approve the project in concept, subject to the following conditions: 1. Prior to issuance of building permits, submit final plans to DRB for approval. Final site plan should retain the curvilinear hardscape banding design that is being shown on this submittal. 2. Final submittal shall consist of samples of all finishing colors and materials, including awnings, lighting fixtures within the courtyard and in the parking lot area, street furniture, benches, fencing, cornice details, glazing, bollards, the work, roofing material, parapet wall details, etc. (The level of detail shall be at least the same as the final submittal for the main theater buikdings). 3. The use of Gleditsia and Italian Cypress tree is strongly discouraged. Submit new planting palette with trees that are more substantial in size that has a larger canopy. Trees along the flood conhol channel should have more of a "river" theme, and spaced in less formak groupings. 4. The trees along all entry drives shall be matching. 5. Provide concrete in end island planters in the parking lot area. Replace mulch areas with Lonicera groundcover or equivalent in tree wells. Provide double row hedge wherever applicable. Provide linear root barriers at end island planters in parking lot area. The proposed sign program is approved in concept, subject to following through with all the proper procedures for any deviations from the current sign ordinance. Each individual tenant signage shall be submitted to the D1ZB and reviewed on a case to case basis. Parker St. Jeff Salmi • Addition onto an existing residence and construction of a new detached, 2-story second dwelling unit in Old Towne. • Review of final landscape plans. • R-3 (Residential Multiple Family) zone Jeff Salmi, Project Architect, presented the final landscape plans to the board. The board had approved the final site plan and building elevations on October 9, 1996. Most of the landscaping on site exist with the front house. MOTION by Steven Prothero to approve the plans subject to the following conditions: I . Provide an automatic in-igation system. Irrigation plans to be reviewed and approved by Community Services Department staff. 2. Provide 12 inch square vine pockets along the north property line and plant Boston Ivy at 6 ft. on center. 3. The open parking stall located adjacent to the new apartment unit shall be shortened to 18 ft. deep to provide additional planting area. 4. Provide 3-15 gallon trees behind the new apartment unit, one tree on the north side and 2 on the east side of the building. Recommend medium size evergreen trees (i.e. Pittosporum) that would grow to no more that 30 ft. high and no larger than an 18 ft. canopy at maturity. 5. Provide vertical shade trees (Palm), varying in height, in the planting area behind the front house adjacent to the existing spa. Tustin Street lighting for an existing restaurant Action Sians (Jeff Fullerton) C-1 (Limited Business) District Jeff Fullerton, Action Signs, presented the revised plans to the DRB. The previous plans showed 3 strip of neon (Green, white, Green) around the entire building. The revised proposal has only 2 strips of neon, green and white, and the overall amount of neon used is substantially reduced. Anew wall sign "Earl's Home Cookin" has been added on the north side of the building. MOTION by Steven Prothero to continue review of this application with the following suggestions: 1. Revised plans should be properly drawn to scale. 2. Remove existing flood lights on top of building. 3. Submit actual color sample of neon lighting. 4. The background of "Earls" painted text be behind the neon for Earl's. 5. "Home Cookin" maybe either reverse channel letters or internally open face can lettering. 6. The neon around the perimeter of the sign be continuously set inside the green banding, and that one strip of white neon run around the perimeter at the top of the fascia at the fi-ont of the building. Chapman Avenue Signage Solutions • Replacement wall signs for an existing medical office building in Old Towne. • O-P (Office Professional) District Randy Gates presented the project to the DRB. The proposal is to replace the existing wall signs with individual lettering made of metal. The lighting is external overhead "Gooseneck" type period lighting fixture. MOTION by Steven Prothero to approve this application subject to the following conditions: 1. The proposed "Gooseneck" exterior lighting fixture (Angle Reflector - no larger than an AD 150) is approved. 2. The fixture is approved in white color. 3. The lighting fixture shall be fed from back of the parapet wall, mounted centered through the entablature between the 2 cornice bands. 4. Provide 4 lighting fixtures per wall sign.
