The board met for an administrative session beginning at 4:30 p.m.. The meeting adjourned at approximately 8:20 p. m. Kegular Session - 5: 30 P.M. The review and approval of the February 17, 1999 minutes was deferred to the March 17, 1999 meeting. City of Orange -Design Review Board Meeting Minutes for March 3, 1999 Page 2 (1) DRB No. 3251 Greystone Development Corporation Tract 15546 -South side of Taft Avenue East of 55 Newport Freeway William Hezmalhalch Architects, Inc. • Revised plans for a new 41 unit Planned Unit Development • R-1-8 (Residential -Single Family District) The project was presented by Greg Mendoza. with William Hezmalhalch Architects, Inc. The building elevations have been further enhanced with improved articulation to create more continuity as suggested from the previous meeting. Tim McCormack stated that the proposed planting palette and conceptual landscape plans works well, however, there are concerns with the trees along the private street being spaced too far apart. Traditionally, street trees are spaced approximately 30 ft. to 35 ft. apart. MOTION by Rick Cavecche to approve the project subject to the following conditions: 1. City staff to verify the designation of enhanced building elevations applied to all public visible areas facing Taft Avenue, internal streets, and common open space areas reflected on the final plans. 2. Increase the number of street trees provided, and space the trees at approximately 35 ft. apart to create a rhythm that are similar to City standards for public streets. 3. Submit fmal landscape plans to DRB for approval. (Indicate City required landscape inspection notes on plans) 4. Submit signage plans to DRB for approval. SECOND: Tim McCormack AYES: Rick Cavecche, Tim McCormack, Steve Prothero, Susan Secoy NOES: None ABSENT: None ABSTAINED: None MOTION CARRIED City of Orange -Design Review Board Meeting Minutes for March 3, 1999 Page 3 (2) DRB No. 3358 Investor Realty Company Landscape plans for a new retail center NWC Main Street & La Veta with drive-thru pharmacy and 2 drive-thru Reeves Associates, Inc. -Architects restaurants C-2 (General Business District) The project was presented by the owner David Valentine, and Carol Robinson -Landscape Architect. This is a review of the conceptual landscape plans for the new center. MOTION by Tim McCormack to approve the conceptual landscape plans, subject to the following conditions: 1. Indicate the type of shrubs to be used along the west elevation on final landscape plans. 2. Upgrade the size of the Magnolia and Aristocrat Pear trees to minimum 24 inch box for screening purposes. 3. Magnolia tree to be "standard" and the variety to be "majestic beauty" or one of the larger varieties. 4. Replace the Aristocrat Pear tree to preferably either a Magnolia or Carrot wood tree (with linear root barriers). Landscape architect may submit an alternative evergreen sub-tropical tree to the DRB for consideration and approval. 5. Palm trees shall be minimum 15 ft. brown trunk. (Size and placement of the Palm trees should be considered in relationship to building signage to avoid potential conflicts) 6. Provide City required inspection notes on final landscape plans. 7. Submit final landscape plans to DRB for approval. NWC Tustin & Collins James McGlothlin Architects Renovation of an existing retail strip center C-1 (Limited Business District) The project was presented by James McGlothlin, Project Architect. This is a review of the new site plan layout and conceptual landscape plans only. The property owner has decided not to remodel the building elevations at this time. Tim McCormack felt that the general landscape concept is good, but two of the trees (Brachychiton Populneus & Cassia Leptophylla) should be replaced with another selection, as these tend to be slow growth. MOTION by Tim McCormack to approve the conceptual landscape plans, subject to the following conditions: 1. Replace the Brachychiton Populneus with Eucalyptus Microtheca. 2. Replace the Cassia Leptophylla with any of the following: Koelreuteria bipinnata, Crape Myrtle, Silk Tree, Chitalpa, or Tabebuia. 3. Add landscape planter and tree behind Rookies Restaurant at the north side of the parking aisle opposite to the planter area. 4. Submit detail plans of outdoor dining area (if proposed) at Rookies Restaurant, including colors and pattern of enhanced paving, and fencing design. 5. Landscape plans to be coordinated with parking lighting to avoid potential conflicts. 6. Provide City required landscape inspection notes on final plans. 7. Submit fmal landscape plans to DRB for approval. Plans to indicate shrub and ground cover arrangements. Grand Street Towne Douglas Ely -Architect R2-6 (Duplex Residential District) • Recommendation to Planning Commission The project was presented by the owner, Al Ricci, and the project architect, Douglas Ely. The proposal is to construct a 2-story second unit at the rear of the property. The existing front 1 %2 story residence was originally constructed in 1904, listed as a historically contributing structure with decorative concrete block construction.. The project has been scheduled for April 19, 1999 Planning Commission hearing. The following issues were discussed: • The south building elevation needs more movement and better articulation. Suggest adding architectural elements such as windows, pop-outs, dentil band, flare-out at second floor line, and the use of a different siding material (shingles) on the second story, etc. • The use of 4 inch wide individual lap siding is acceptable. The proposed corner trim treatment is appropriate because there is historic reference in this particular application. • Garage door should be a flat panel design with abreak-up pattern that is more period to the craftsman style houses. • Wood windows to be provided through out. • Exterior lighting fixtures should reflect the period of the house. The DRB stated that the bulk and mass of the proposed 2-story unit can be partially mitigated by breaking-up the scale of the building, especially along the south elevation. The fact that half the building is single story and half is two story, also contributes to mitigating the issue of bulk and mass. MOTION by Rick Cavecche to continue the project to March 17, 1999 for plan revisions. Chapman Avenue service station in Old Towne Harry Mitchell C-2 (General Business District) The project was presented by the owner, Mr. Harry Mitchell. The modified plans incorporate some of the changes that were discussed ftom the previous meeting. A color material sample was also provided with the submittal. The board stated that the revised plans are an improvement to the previous submittal, however, the building and canopy still lacks proper design in relation to historical context. Although the proposed cornice detail may be appropriate for other buildings in Old Towne which are constructed of brick, masonry or stone that are more of a "mass" type building. The cornice adds unnecessary weight and mass to the building, and it is simply not a good solution for the service station, which is essentially a metal building. The style that is indicative of the period should have more of a "Streamline Modern" design theme. The DRB suggested the following: • Eliminate the cornice detail from the building and fuel pump island canopy. The cantilevered eyebrow on the building should not be framed-in. The building may be plastered over with a smooth finish. The addition of details such as expansion joints and color stripes would also contribute to the streamline modern design theme. • The proposed colors (P-151 Winter Sky & P-589 Dutch Cream) are inappropriate for this type of building. Service stations typically use bolder colors with more contrast. • Signage should be considered in relationship to the overall design theme. Further study the possibility of placing the individual channel letters (TEXACO) on top and at the front of the building's cantilever eyebrow. Also study the possible use of exposed neon for the signage. • Framed-in the entire length on all four sides of the fuel pump island canopy and add expansion joints in a similar pattern as the building to achieve a more cohesive design. The support columns should also be frame-in to approximately 18 to 24 inches from the bottom of the canopy ceiling. • Again, the submitted plans are rudimentary and lacks information. Recommend that the applicant hire professional help for proper design and preparation of construction documents. MOTION by Steve Prothero to continue the project for the applicant to incorporate the changes per the above discussion.
