A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ORANGE UPHOLDING THE RECOMMENDATION OF
THE PLANNING COMMISSION OF THE CITY OF
ORANGE AND APPROVING A PRE-ZONE CHANGE
TO R-3 FOR THE PROPERTY GENERALLY
LOCATED ON THE WEST SIDE OF ORANGE-OLIVE
ROAD ON THE NORTHWEST CORNER OF THE
METROLINK RIGHT OF WAY
AND LINCOLN AVENUE.

98 Applicant: Greystone Homes RECITALS:After report thereon by the Plarming Commission and
after due public hearing by the Planning Commission on March 16, 1998, as required by law,
the City Council of the City of Orange considered a recommendation of the Planning
Commission of the City of Orange recommending by Resolution No. PC 17-98 that the
City'szoning map for the approximately 3.44 acre property situated on the west
side of Orange-Olive Road on the northwest corner ofthe Metrolink right of way
and Lincoln Avenue be amended to reflect a zoning classification of R-
3. After finding and determining the hereinafter described facts, and after having determined
that the project is categorically exempt from CEQA and that General Plan Amendment
1-98 should be approved, the City Council determined that Pre-Zone
Change 1194-98 should be approved, as recommended by the Plarming Commission. The
real property which is the subject of Pre-Zone Change 1194-98 is generally
depicted on the map attached hereto as Exhibit "A" and incorporated herein by this reference as
though fully
set forth herein and shall be referred to herein as the subject property".
During its public
hearing, the City Council found the facts more particularly set forth as follows:
1. The applicant, Greystone Homes, is inthe process of constructing 36 single
family residential dwellingunits on approximately 3.44 acres of property at a density of
10.46 dwelling units per acre. The overall project (herein referred to as the "
project" or the "proposed project") will include 4 lettered lots on Santa Fe
2. The project site is currently located in unincorporated Orange County and is
designated in the County's zoning map as R-4/PD (
3000).3. The surrounding land use, zoning and jurisdictions are as follows: to the north --
single family residence, R-I-7, Single Family Residential District,
City of Orange; to the east -- manufacturing and warehouse uses, M -1 zone,
Industrial,County of Orange; to the south -- commercial building, C-I zone,
Limited Business District, City of Orange; to the west -- residential condominiums, R-
3 zone, Multi-Family Residential District, City
of Orange.NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Orange
as follows:I. That the foregoing recitals are true
and correct.2. That the recommendation of the Plarming Commission be upheld and
that Pre-Zone Change 1194-98 rezoning the subject property generally
depicted on Exhibit A" attached hereto as R-3 (Multi-Family
Residential) be
approved for the following reasons:The R-3 zoning classification is consistent
with a General Plan Land Use Map designation
ofLMDR, Low-Medium Density Residential,
which was also approved for this property.The R-
3 zoning classification provides for plarmed developments of Plarmed Unit Developments that
are similar in character to the small lot subdivision that was approved
by
the County of Orange for the subject property.The property is adjacent to
another Plarmed Unit Development in a city R-3 District, and
therefore represents
acontiguous extension of the
