A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION TO
DONNA JEAN SCHNIRL OF THE PUBLIC WORKS
DEPARTMENT AND COMMENDING HER FOR MORE THAN
TWENTY YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, Donna Schnirl began her career with the City of Orange in 1973 as a part
time Typist in the Clerical Pool; and
WHEREAS, in that capacity Donna worked for several City Departments including:
Finance Department - Water Billing, Police Department - Warrants Section, Water Department Water Plant;
and WHEREAS, in 1977
she became a permanent Secretary I m the Public Works Department reporting to
the City Engineer; and WHEREAS, Donna provided
clerical services for the Engineering Division which required communications with
numerous outside agencies including Caltrans, the County of Orange and the
Orange County Transportation Authority; and WHEREAS, Donna, also
known as "Blondie", produced thousands of pages of specifications to go
with the plans produced by the Engineering Division; and WHEREAS, Ms. Schnirl
was promoted to Administrative Secretary in 1981 reporting to the Director
of Public Works; and WHEREAS, in addition
to the usual clerical duties of her position, which included the Department's payroll
and administration of purchase orders, she assumed the duty of assisting the Director in
activities involving outside professional associations including development of the National Pollution
and Discharge Elimination System (NPDES) Program in Orange County through the Orange
County City Engineers' Association and numerous correspondence involving members of the
Committees, Divisions and Board of Directors ofthe California/Nevada Section,American Water Works
Association; and WHEREAS, she became
a Charter Member and active participant in the City of Orange Chapter of
the National Management Association (NMA) to improve her professionalism in carrying out
her duties; and WHEREAS, Donna contributed
to the morale of the Public Works Department through the promotion of
potluck lunches and contribution of numerous "dump cakes" and "sticky buns"to satisfy her
fellow employees' cravings for sweets;
NOW, THEREFORE, BE IT RESOLVED that the City Council, on behalf of the
employees and citizens of the City of Orange, hereby expresses to Donna Jean Schnirl sincere
appreciation for over 20 years of loyal and dedicated service and wishes Donna and her husband,
John, a happy and fulfilling retirement.
