RES-8870 Supporting Replacement of Cal-ID Fingerprint Identification SystemRESOLUTION NO. 8870 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE SUPPORTING THE REPLACEMENT OF THE COUNTY-WIDE CAL-ID FINGERPRINT IDENTIFICATION SYSTEM WHEREAS, pursuant to legal authorization, the County of Orange operates the county-wide Automated Fingerprint Identification System known as "Cal-ID:"WHEREAS, Cal-ID greatly enhances the ability of police departments, including the Orange Police Department, to investigate crimes by enabling officers to identify c: riminal suspects, arrestees, and victims;WHEREAS, as the existing Cal-ID system in the county is 15 years old, it is using out-dated technology, is manually intensive, and lacks the capacity to promptly process data submitted;WHEREAS, the proposed replacement of the Cal-ID system, which will feature the capacity to receive, search, and register fingerprints that are live-scarmed electronically, is estimated to cost $10 million county-wide including the City of Orange's share of$455,000;WHEREAS, the City of Orange intends to provide the necessary funding for its share of the Cal-ID replacement costs through grants and other existing funding sources;WHEREAS, the City of Orange opposes the raising of existing fees or the issuance of new taxes to fund the Cal-lD system; and WHEREAS, its the belief of the Orange City Council that often such raised fees or new taxes enacted for a single purpose are not rescinded at the conclusion of their original objective.NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the City of Orange does hereby strongly support the replacement of the Cal-m system, however does not support the additional $ 1 vehicle registration fee to fund for the replacement of the system.ADOPTED this 13th day of January 1998Jo e Coontz, Mayor ofthe City of Attest:lAMA~Md Cn~L;;;; I hereby certify that the foregoing Resolution was duly and regularly adopted by the City Council of the City of Orange at a regular meeting thereof held on the 13th day of January. 1998, by the following vote: AYES: COUNCILMEMBERS: MURPHY, SLATER, COONTZ, SPURGEON ALVAREZ NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE ABSTAIN: COUNCILMEMBERS: NONE
