A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE EXPRESSING ITS
BASIC POUCY OBJECTIVES CONCERNING
THE PROVISION OF RETAIL WATER SERVICE
WITHIN THE CITY OF ORANGE SPHERE OF
INFLUENCE.
WHEREAS, the City of Orange is a full-service City which
provides comprehensive municipal service, including domestic water service, to the residents
and businesses of the City;
and WHEREAS, the City Council believes that future residents throughout the City
of Orange sphere of influence should receive a level of water service consistent with
that received by other City residents;
and WHEREAS, various other water districts and agencies presently provide
water service within, or adjacent to, the City of Orange sphere of influence;
and WHEREAS, the presence of numerous providers in the City creates confusion
for residents and can lead to disputes between the water providers;
and WHEREAS, there have been several proposals recently concerning
the consolidation or dissolution of certain of these water districts;
and,WHEREAS, these proposals are of great interest and significance to the City
of Orange as they directly related to the long-term water service goals and
objectives of
the City.NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Orange
as follows:1. Existing and future residents and
businesses throughout the City of Orange sphere of influence should
expect and enjoy consistency of water service, water
quality, and
2. Existing and future residents and businesses should
expect and enjoy consistency, fairness, and equity in the
cost of their water.
3. The City of Orange will actively pursue all opportunities
to ensure that retail water service will be provided to all
residents and businesses within the City and the City's
sphere of influence by the City of Orange.
