A RESOLUTION OF THE CITY COUNCIL DENYING
APPEAL NO. 457 AND UPHOLDING THE DECISION OF
THE PLANNING COMMISSION AND THE DESIGN
REVIEW BOARD TO DENY THE USE OF A
COMPOSITE WOOD PRODUCT AS REPLACEMENT
SIDING ON A HISTORIC RESIDENTIAL STRUCTURE
LOCATED AT 133 SOUTH SHAFFER STREET IN THE
OLD TOWNE HISTORIC DISTRICT.

RECITALS:
WHEREAS, on November 18, 1998, the Design Review Board considered DRB
Application No. 3384 wherein applicant proposed to cover the siding of a contributing historic
structure with new siding made of a wood composite product; and
WHEREAS, the subject property is more particularly described as follows:
HARWOODS ADD LOT 9 S 55 FT (AND S 55 FT LOT 10), CITY OF
ORANGE, COUNTY OF ORANGE, CALIFORNIA; and
WHEREAS, the Design Review Board unanimously denied DRB Application No. 3384;
and
WHEREAS, DRB Appeal No. 05-98 was timely filed by the applicant;
and WHEREAS, on December 21, 1998, and February 1, 1999, the Planning
Commission conducted public hearings to consider DRB Appeal No. 05-
98; and WHEREAS, by Resolution No. 7-99, the Planning
Commission unanimously denied DRB Appeal No. 05-98 and upheld the Design Review Board's denial
of DRB Application No.3384
with certain findings; and WHEREAS, Appeal No. 457 was timely filed
by the applicant; and WHEREAS, the City Council heard the appeal of
appellant by conducting public hearings on April 13 and
WHEREAS, at said public hearings, the City Council heard the testimony of members of
the public and the applicant, reviewed the evidence presented, and found the facts more
partieularly set forth as follows:
1. The current siding on the structure is redwood and dates from approximately
1902.
2. The Old Towne Design Standards require that materials be replaced with original
materials when possible and that building modifications not adversely affect the historical value
of the structure.
3. The current redwood siding on the subject structure is capable of being either
restored or replaced with original materials and installation of new composite wood siding would
adversely affect the structure's historical value.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
that Appeal No. 457 is denied and DRB Application No. 3384 is denied for the following
reasons:
1. The foregoing recitals are true and correct.
2. The proposed replacement siding is inappropriate for the historical quality of the
structure and inconsistent with the Old Towne Design Standards for use of alternate materials.
