RES-9145 Combined Transporation Program Funds for Project No. 95-ORNG-1150RESOLUTION NO. 9145 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REQUESTING THE ORANGE COUNTY TRANSPORTATION AUTHORITY TO ALLOCATE COMBINED TRANSPORTATION PROGRAM FUNDS FOR CONSTRUCTION OF THE MAIN STREET AND CHAPMAN AVENUE INTERSECTION WIDENING PROJECT NO. 95- 0RNG-1150.WHEREAS, the Orange County Transportation Authority approved a Combined Transportation Funding Program (CTFP) for fiscal year 1998/ 99; and WHEREAS, the CTFP includes $623,609.00 in fiscal year 1998/99 for an Intersection Improvement Project at Main Street and Chapman Avenue (hereafter Project"); and WHEREAS, the City's Master Plan of Arterial Highways (MPAH) designates the Main Street and Chapman Avenue intersection an Augmented Primary Highway (6 lanes); and WHEREAS, the City of Orange has adopted a General Plan Circulation Element which does not preclude implementation of the MP AH within its jurisdiction; and WHEREAS, the City of Orange has (I) designed the Project improvements, and 2) completed required preparatory work in accordance with the standards required by the City and other affected jurisdictions involved with said project; and WHEREAS, the City of Orange awarded the contract for $832,286.25 for the Project on June 22, 1999.NOW THEREFORE, BE RESOLVED by the City Council of the City of Orange as follows:I. That the City of Orange hereby requests the Orange County Transportation Authority to allocate $514,977.11 of CTFP funds from the Intersection Improvement Program for construction of the Project to the City. This request is in conformance with the CTFP allocation process and does not exceed ninety percent (90%) of the programmed amount or ninety percent (90%) of the construction contract.2. That the City of Orange agrees to fund its share of the improvement costs ofthe Project and any additional costs over the identified 3. The City of Orange agrees to submit a Final Report to the Orange County Transportation Authority within one hundred twenty (120) days after the City's acceptance of the improvements, at which time the Orange County Transportation Authority will transfer the remaining ten percent (10%) of the programmed funds, or approved expenditures as determined from eligible items of work, under the CTFP guidelines to the City of Orange.
