A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE HIRING OF
DISPLACED CIVILIAN FEDERAL FIREFIGHTERS
PURSUANT TO GOVERNMENT CODE SECTION
53270.
WHEREAS, the City's employment of firefighters is strictly governed by the City's merit
system, in which candidates for employment are tested and placed on a "list", from which they
21re hired; and
WHEREAS, there are several military installations in the Southern California region at
which civilian federal firefighters are employed; and
WHEREAS, two military installations located in Orange County will be closed this year;
and
WHEREAS, when said military installations are closed, the civilian firefighters
e:mployed at those locations will lose their jobs; and
WHEREAS, in 1997, Senate Bill 538 was signed into law, adding Government Code
Section 53270, granting to local agencies the authority to hire civilian federal firefighters, who
are terminated because of military installation closure, outside of the agencies' established
e:mployment procedures; and
WHEREAS, the City wishes to take advantage of the opportunity to hire experienced
c:ivilian federal firefighters who have lost their jobs because of the closure of military
installations; and
WHEREAS, the City has determined that the hiring of said firefighters will benefit the
City and the community by adding experienced firefighters to the City's work force as well as
providing jobs to persons with established ties to the community.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
21S follows:
I . The City of Orange Fire Department is hereby authorized to appoint as members of the
Fire Department any person who meets the criteria set forth in Government Code Section
53270(b )(1) through (b )(3) in accordance with procedures to be established jointly with
the Personnel Department.
2. This authority shall terminate eighteen (18) months from the date ofthis Resolution.
