1. OPENING
Chair Beil called the meeting to order at 5:31 p.m.
1.2 PLEDGE OF ALLEGIANCE
Commissioner Dick led the flag salute.
1.3 ROLL CALL
Present: Beil, Dick, Feliz, Lebeau, and Vauqhan
Absent: None
2. DATE ACTIONS BECOME EFFECTIVE
The actions of the City Traffic Commission shall be final within fifteen (15) days of that
action unless:
• City, County, or State statutes require a specific City Council action or approval.
• A written appeal is filed with the Public Works Department within the fifteen (15) day
period.
• Approved traffic improvements with a significant fiscal impact that have not been
budgeted within the Capital Improvement Prog.ram require City Council approval.
3. APPEAL PROCEDURE
A written appeal of a City Traffic Commission determination must be submitted to the
office of the City Traffic Engineer within fifteen (15) calendar days of that Commission
action, and clearly state the basis for the appeal and the error made by the City Traffic
Commission in reaching their decision. This appeal shall be accompanied by an initial
deposit of $500.00; call Dave Allenbach, Transportation Analyst, at (714) 744-5540 to
prepare an estimafie for you.
The City Clerk, upon filing of said appeal, will agendize your appeal as an informal
hearing before the City Council within thirty (30) calendar days of receipt. All owners of
property located within 300 feet of the project site will be notified of said hearing. For
additional information, please call (714) 744-5540.

5. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the City
Traffic Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Commission, staff or the public request
specific items removed from the Consent Calendar for separate action.
5.1. Approval of ineeting minutes of the Traffic Commission of the City of Orange for the
February 12, 2020 Regular Meeting.
ACTION: A motion was made by Commissioner Dick, seconded by Commissioner
Vaughan, to approve the February 12, 2020 meeting minutes as submitted.
The motion carried by the following vote:
Ayes: Beil, Dick, Feliz, Lebeau, and Vauqhan
Noes: None
Absent: None
6. CONSIDERATION ITEMS
6.1. Request for the instaliation of red curb markings on Palm Avenue at the west side of �
the driveway serving 293 N. Citrus St.
A motion was made by Chairperson Beif, seconded by Commissioner Vaughan, that
the installation of red curb markings on Palm Avenue at the west side of the driveway
serving 293 N. Citrus be Approved.
The motion carried by the following vote:

6.2. Request for"No Overnight Parking" on Barkley Avenue between Batavia Street and
Main Street.

A motion was made by Chairperson Beil and seconded by Vice-Chair Feliz to approve
the request and authorize the City Traffic Engineer to modify the restricted hours from
2 am to 6 am for"No Overnight Parking", based on the needs of local business.

6.3. Request for"No �vernight Parking" on Angus Avenue between Batavia Street and
Hariton Street.
The following people spoke in favor of the item:
Jeffery Grimsley
A motion was made by Commissioner Dick and seconded by Commissioner Vaughan
to approve the request and authorize the City Traffic Engineer to modify the restricted
hours from 2 am to 6 am for "No Overnight Parking", based on the needs of local
business.
The motion carried by the following vote:
Aves: Beil, Dick, Feliz, Lebeau, and Vauqhan
Noes: None
Absent: None
6.4. Request for time limit parking on the south side of Collins Avenue in front of the
commercial building serving the addresses of 1136 to 1210 W. Collins Avenue.
The following people spoke in favor of the item:

A motion was made by Commissioner Dick and seconded by Commissioner Lebeau to
. approve the installation of a 1- Hour Parking zone in front of the businesses at the
. �ddresses noted above.

6.5. Request for a disabled parking space in front of 292 N Frampton St.
A motion was made by Chairperson Beil and seconded by Commissioner Vaughan to
ratify the installation of requested disabled parking space.

Noes: None

6.6. Request for the installafiion of a STOP control at the intersection of Culver Avenue and Pixley
Street.

installation of a two way stop control for east and west bound Culver Avenue at Pixley
Street.

7. ADMINISTRATIVE REPORTS
None.
8. ADJOURNMENT
The next Regular City Traffic Commission Meeting will be held on Wednesday, May
12, 2021, at 5:30 p.m., in the Council Chamber and various teleconference locations.
