RES-9043 Revising Master Schedule of Fees and Charges Related to Trash Collection and Disposal ServicesRESOLUTION NO. 9043 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REVISING CHARGES FOR TRASH COLLECTION AND DISPOSAL SERVICES. WHEREAS, the Orange Municipal Code and Public Resources Code Section 40059 authorizes the City to revise rates for trash collection and disposal services by resolution; and WHEREAS, the City Council has determined that charges for trash collection and disposal services charged the City's exclusive contract solid waste handlers, Orange Disposal Services and Orange Resource Recovery Systems, shall be revised as set forth herein to become effective February 25,1999. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange as follows: Section I: The following fees shall become effective as of February 25, 1999 and shall be set forth in the City's Master Schedule of Fees and Charges: Char'ges For Trash Collection and Disposal A. Single- family dwelling, $7.15 per month. B. Single-family dwelling units in any duplex, double house, and other buildings containing only single-family dwelling units, $7.15 per month per unit.C. Apartmenthouse, $2.40 per unit per month where bin service is utilized; $ 7.15 per unit per month where bin service is not utilized. When the Director of Public Works determines that it is not reasonably possible to place a trash bin at an active water meter serviee for a building generating trash in excessive of five 45-gallon containers per week, the charge for each unit of such multiple-family building shall be an additional $ 7.15 per month per unit.D. Hotel, motel, bungalow court, or auto court, $2.40 per month for each dwelling unit therein with cooking facilities where bin service utilized; $7.15 per unit per month where bin E. For each water closet in any hotel, motel, bungalow court, or auto court other than a water closet in any dwelling unit in Subsection D hereof, the sum of $2.40 per water closet where bin service is utilized; $7.15 per month where bin service is not utilized. F. Rooming house, $7.15 per month. G. Clubhouse, equipped with sanitary plumbing facilities, $2.40 per month for one water closet where bin service is utilized; $7.15 per month where bin service is not utilized. H. For each office situated in any building where bin service is utilized, $2.40 per month; where bin service is not utilized, $7.15 per month 1. Trailer camps or trailer parks, $7.15 per month for each trailer space; provided that if any such trailer camp or trailer park utilizes bin service the rate shall be $2.40. J. For all other premises not specifically mentioned in this section where such premises are occupied by one or more persons, or is used for commercial, professional, manufacturing, or processing purposes with sanitary plumbing facilities where bin service is utilized, $2.40 per month. K. For condominiums and townhouses with individual water meters and not utilizing bin service, $7.15 per month per unit and those utilizing bin service $2.40 per month per unit. L. Materials Recovery Facility Surcharge I. A Materials Recovery Facility (MRF) surcharge applicable to each class of sanitation and sewage charge set forth in subsections A through M in an amount sufficient to pay debt service and principal reduction on the cost of building and equipping the MRF for the City of Orange. Such surcharge shall be based on the total number of units billed during the prior year divided into the total amount of debt service and principal reduction assessed to the City for the MRF. The per unit surcharge shall be $1.95. The monthly surcharge shall be acuusted annually as of January 151 of each year to reflect any changes in the total number of units billed. The City Manager or his designee shall report to the City Council on or before December 151 of each year concerning any adjustments necessary in the surcharge. Any reductions in the surcharge contained in the City Manager's report shall take effect as of January 1st of the succeeding year without further Council action unless overridden by the Council prior to that date. Any increase in the surcharge for any year shall be established by resolution ofthe City Council after such notice and hearing as may be required by State Law. ResoNo.9043 2 2. The surcharge shall terminate upon the termination of the City's obligations to pay for debt service and principal reduction for the MRF. BALE*6.30 per bale + $12.14 MRF Fee** = $18.44 in excess of 100 Lbs. and less than 1,000 Lbs.13.55 per bale + $24.29 MRF Fee** = $37.84 in excess of 1,000 Lbs. and less than 2, 000 Lbs.The term bale shall be defined as "Refuse that has been manually or mechanically compacted, compressed, processed, tied, bundled or sealed into units weighing in excess of 100 pounds, but shall not exceed 2,000 pounds per bale."SPECIAL BIN CLEANING 20.00 bin cleaning service charge per bin.Charges to Premises without Sewer Mains For each residential unit, commercial unit, or industrial unit to which a sewer main is not available where such premises is occupied by one or more persons or is used for professional, commercial, manufacturing or processing purposes, charges shall be $13.19 per month.ResoNo.9043 ADOPTED this 12th day ofJanuary, 1999.
