I.CALL TO ORDER
The meeting was called to order at 6:50 P.M.
II.APPROVAL OF MINUTES –FEBRUARY 15, 2012
Committee Member Scott moved, seconded by Committee Member Manning, to
approve the February 15, 2012, Minutes as presented.
Motion carried, 5-0.
III.PUBLIC HEARING REGARDING CITY OF ORANGE FY 2012-13 ANNUAL
ACTION PLAN
Ms. Laster advised that Public Works has added three new streets (Orange
Street, Toluca and River Avenues)to their request for FY 2012-13, noting that
two of the originally proposed projects (Cypress and Lemon Streets)did not
qualify for CDBG funding because those locations were not primarily residential
neighborhoods; and advised that the total amount of funds being requested has
not changed.The three new proposed projects are listed below:

AGENCY:PUBLIC WORKS DEPARTMENT/ENGINEERING
NEW PROJECT:Orange Street Reconstruction
Request funds to remove existing deteriorated asphalt
concrete pavement and repaving with new asphalt concrete,
adjustment of manholes and water valves to grade. The
project will also include upgrading non-compliant and/or
construction of ADA compliant access ramps within the
project limits. Direct construction costs, $109,000;
Engineering and Administration, $16,200.
Amount Requested:$125,200
Total Project Cost:$125,200
NEW PROJECT:River Avenue Rehabilitation
Request funds for cold planning, installation of pavement
reinforcing fabric, asphalt concrete overlay, adjustment of
manholes and water valves to grade. The project will also
include upgrading non-compliant and/or construction of
ADA compliant access ramps within the project limits.
Direct construction costs, $120,000; Engineering and
Administration, $15,000.
Amount Requested:$135,000
Total Project Cost:$135,000
NEW PROJECT:Toluca Avenue Rehabilitation
Request funds for cold planning, installation of pavement
reinforcing fabric, asphalt concrete overlay, adjustment of
manholes and water valves to grade. The project will also
include upgrading non-compliant and/or construction of
ADA compliant access ramps within the project limits.
Direct construction costs, $31,000; Engineering and
Administration, $4,000.
Amount Requested:$35,000
Total Project Cost:$35,000
Mr. Schulze noted that Public Works provided a revised street map that has
been distributed to the Committee Members.He added that staff has confirmed
the YWCA Beverly’s House window replacement project will not need to go
through the design review process and that it can be taken care of over the
counter.
Ms. Laster added that the YWCA will still need to get the required permits for
the work.

IV.DISCUSSION OF FY 2012-13 CDBG FUNDING REQUESTS
Committee Member Scott highlighted HUD’s goals for housing and affordable
housing stock, financing homeless families and/or at risk of homeless, noting
that The Friendly Center is the only nonprofit in this group that fits HUD’s
goals; added that The Friendly Center also serves primarily Orange residents;
and that she would like to see the entire funding go to this agency.
Ms. Laster highlighted the list of Consolidated Plan Priorities, Five-Year
Objectives, and Annual Goals, noting that all the agencies qualify for various
categories/criteria on that list.
Committee Member Rico pointed out that the Assistance League’s Operation
School Bell program also helps primarily Orange residents, noting he’d like this
CDBG funding to impact as many Orange residents as possible.
Discussion ensued with regard to the funding each agency receives through
various assistance programs,whether or not these agencies charge fees for
services rendered,their overhead costs, and prior Orange CDBG funding
allocations.
V.FUNDING RECOMMENDATIONS FOR FISCAL YEAR 2012-2013 CDBG
PROGRAM AND HOME PROGRAM
MOTION:Committee Member Rico moved, seconded by Committee Member
Scott, to allocate $227,680 from Administration as follows:
$203,158 to Administration for City Departments -Economic
Development, Program Administration;and
$24,522 for Nonprofit Agencies -Orange County Fair Housing
Council.
Motion carried, 5-0.
It was the consensus of the Committee to reduce the ADA access ramps
requested funding by $221 in order to fully fund the nonprofit category.
MOTION:Committee Member Scott moved, seconded by Committee Member
Rico, to allocate the following funds to the Public
Facilities/Improvements/Rehabilitation, City Departments --Public
Works projects,subtotaling a revision of $829,993:
$72,240 for Clark Street Rehabilitation –Maple Avenue to
North end;
$21,960 for Parker Street Rehabilitation –Maple Avenue to
North end;
$76,160 for Birch Avenue Rehabilitation –Main Street to
Fairmont Street;

$75,000 for Fairmont Street Reconstruction –Palm Avenue to
South end;
$16,740 for Citrus Street Rehabilitation –Palm Avenue to South
end;
$171,440 for Grand Street Reconstruction –La Veta Avenue to
South end;
$135,000 for River Avenue Overlay –Glassell Street to East end;
$125,200 for Orange Street Reconstruction –La Veta Avenue to
South end;
$35,000 for Toluca Avenue Overlay –Grand Street to East end;
and
$101,253 for ADA Access Ramps –Various locations.
Motion carried, 5-0.
MOTION:Committee Member Scott moved, seconded by Committee Member
Rico,to allocate $59,965 to the Public Facilities/Improvements and
Rehabilitation, Nonprofit Agencies as follows:
$9,840 for Helping Our Mentally Ill Experience Success
(H.O.M.E.S.), Inc.--Riley House Rehabilitation;
$8,125 for L’Arche Wavecrest –Disabled Accessibility;
$7,000 for Olive Crest –Palm House Refurbishment;
$20,000 for Paint Your Heart Out, Inc.--Orange Paint Day;and
$15,000 for YWCA Central Orange County –First Steps at
Beverly’s House.
Motion carried, 5-0.
MOTION:Committee Chair Perez moved, seconded by Committee Member
Manning, to allocate $163,170 to the Public Services, City
Departments,as follows:
$43,170 for Public Services, City Departments --Community
Services, After-School Recreation Programs at El Camino Real,
Killefer, Prospect/Grijalva Community Park Programs;and
$120,000 for Public Services, City Departments --Police, Bike
Team Program.
Motion carried, 5-0.
MOTION:Committee Member Scott moved, seconded by Committee Chair
Perez, to allocate $7,590 to the following nonprofit agencies:
$4,000 to Assistance League of Orange --Operation School Bell;
and
$3,590 to The Friendly Center, Inc.--Emergency Assistance and
Supplemental Food Programs

Ms. Laster noted that the 2012-13 Home Investment Partnerships Act Program,
Funding Distribution by Category,funds are received from HUD for the City’s
affordable home programs during the year; and noted these funds are allocated
as follows:Administrative (10 percent),Community Housing and Development
Organizations (CHDO –15 percent), and Capital Developer Allocation (75
percent).
MOTION:Committee Member Rico moved, seconded by Committee Member
Scott,to authorize staff to allocate the FY 2012-13 funds Orange
receives for HOMES as follows:
$228,387 to Capital Developer Allocation;
$45,677.40 to Community Housing and Development
Organizations;and
$30,451.60 to Administration.
Motion carried 5-0
Ms. Laster advised that City Council will be considering this matter on April 10th
at 7:00 P.M.,and she thanked the Committee members for their efforts once
again this year.
It was the consensus of the Committee to send Alternate Committee Member
Darren Smith a letter of appreciation for his service on this body.
