A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE EXPRESSING
APPRECIATION TO MAYOR PRO TEM MIKE
SPURGEON AND COMMENDING HIM FOR TEN
YEARS OF DEDICATED AND OUTSTANDING
SERVICE TO THE CITIZENS OF ORANGE
WHEREAS, Mike Spurgeon is a fourth generation member of the Orange
community, with local roots that run deep. Mike graduated from San Diego State with a
B.A. in BusinesslEconomics, and subsequently served four years in the Army, earning
the rank of Captain.
From 1969 to 1983, Mike was Director of Flight Administration for Pan
American World Airways, Inc., and then went on to Total Employee Relations Services
as managing partner for eleven years. In 1994, he joined the County of Orange as Chief
of Staff for the Fourth Supervisorial District, and moved on to Special Projects for the
County Executive Office. He is currently Deputy Agency Director of Regulatory Health
Services in the County's Health Care Agency.
Mike's tenure as an Orange Councilman began in 1990 when he was appointed to
the City Council, was subsequently elected in 1992 and re-elected 1996. During
this time, he was a force on the Council opposing tax increases and working towards a
pro-business climate in Orange. As the "architect" of term limits for our elected officials,
he abided by these limits and steps down after two Council tenns and ten years of
faithful service to his
community.Mike is an avid golfer and a train enthusiast when he can find the time. Mike
has always had a lifetime wish to be a fireman, and some dreams never go away. He
has been known to grab his jacket and fire hat and leave the dinner table to dash to a
3-alarm fire in Orange. Hence, came one of his
nicknames, "
Sparky."ni Mike Spurgeon will be sorely missed from the City Council. He is
fair, unafraid to speak his mind, and has a dogged deternrination to follow his sense of right.
City staff will miss the hearty laugh, the rugged aftershave, and the gentleman who treated

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses to Mayor pro tem Mike Spurgeon its sincere appreciation for 10 years
of loyal and dedicated service to the City of Orange. On behalf of the citizens of Orange,
the City Council wishes Mike, his wife Susie and daughter Anne, the best of luck in
Mike's next adventure in life. "May the road rise to meet you, and the wind be always at
your back."
