A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE
ESTABLISHING A LETTER OF UNDERSTANDING
BETWEEN
THE CITY OF ORANGE
AND
THE ORANGE FIRE MANAGEMENT ASSOCIATION
EFFECTIVE MARCH 1, 2001 THROUGH FEBRUARY 29, 2004
This Letter of Understanding ("LOU") is entered into by and between the
City of Orange (the "City") and the Orange Fire Management Association (the
Association. ")
In October 2000, the City and the Association met and engaged in the
Meet and Confer process to establish its next contract. These discussions
resulted in this LOU between the City and the Association, who have agreed to
the following:
Term of Aqreement
March 1, 2001 through February 29, 2004
Salary Increases
3.0% Across the Board Salary Increase Effective 2/25/2001
3.0% Across the Board Salary Increase Effective 2/24/2002
3.5% Across the Board Salary Increase Effective 2/23/2003
PERS 3% lal 50 Retirement Benefit
The City agrees to pay the increased cost for the 3% @ 50 benefit program with
a cap of 7.0% for all sworn employees effective by June 1, 2001. Any employer
cost greater than 7.0% shall be equally borne by the City and employees. The
Association agrees to have employees pay 50% of any cost for this benefit over
7.0% when such cost exceeds 7.0%.
Medical Insurance Contribution
The City shall increase the medical insurance premium for all full time employees
from $616 per month to $640 per month effective 3/1/2001.

Comoensatorv Time
The Association agrees to place a cap on compensatory time (not including
holiday compensatory time) of 240 hours effective 01/01/2001. Any
compensatory time accrued over 240 hours shall be automatically paid in the
following pay period.
The Association further agrees that, upon promotion to Battalion Chief, the City
shall pay 100% of all prior compensatory time eamed at the Fire Captain salary
rate for the individual promoted.
Salarv Steo Increases
Effective January 1, 2001, the Association agrees to increase the service
increment required for step increases for all newly promoted Battalion Chiefs, for
all steps "A" through "F," from 6 months of service to 1 year of service.
New Memorandum of Understandina
The City and the Association agree to incorporate the provisions contained in this
Letter of Understanding into a new Memorandum of Understanding once both
parties have had an opportunity to review and concur on any and all language
changes included in the new MOU.
Ratification and Execution
The City and the Association acknowledge that this Letter of Understanding shall
not be in full force and effect until ratified by the Association and adopted by the
City Council of the City of Orange. Subject to the foregoing, this Letter of
Understanding is hereby executed by the authorized representative of the City
