RES-9357 Letter of Understanding Police Management Association effective March 2001 through February 2004n RESOLUTION NO. 9357 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ESTABLISHING A LETTER OF UNDIIKSTANDING BETWEEN THE CITY OF ORANGE AND THE CITY OF ORANGE POLICE MANAGEMENT ASSOCIATION EFFECTIVE MARCH 1, 2001 THROUGH FEBRUARY 29, 2004 This Letter of Understanding ("LOU") is entered into by and between the City of Orange (the "City") and the City of Orange Police Management Association (the "Association)." In October 2000, the City and the Association met and engaged in the Meet and Confer process to establish its next contract. These discussions resulted in this LOU between the City and the Association, who have agreed to the following: Term of Aareement March 1, 2001 through February 29, 2004 Salary Increases First Year 4.5% Salary Increase for all personnel effective 7/1/2001 Second Year 3.5% Salary Increase for all personnel effective 6/30/2002 Third Year 3.5% Salary Increase for all personnel effective 6/29/2003 n PERS 3% ((i) 50 Retirement Benefit The City agrees to pay the increased cost for the 3% @ 50 benefit program with a cap of 7.0% for all Swom employees effective by June 1, 2001. Any "Employer Contribution" due to PERS greater than 7.0% shall be equally borne by the City and the covered employees. The Association agrees to have its employees pay 50% of any cost for this benefit over 7.0% when such cost exceeds 7.0%. 1 Medical Insurance ContributiQn The City shall increase the medical insurance premium for all full time employees from $585.50 per month to $640.00 per month effective 3/1/2001. Salarv Median Lanouaoe nTheAssociationagreestosuspendthesalarymedianlanguagethatexistsin the current MOU from JuJy2000 until July 2002. COPA Management and the City will conduct a salary survey by or before July 30, 2002 of the eleven (11) pre-selected cities to determine the maximum top step) salary for each classification covered by this MOU. The contractual July 2002 salary data from the survey agencies, as well as the City of Orange, will be utilized for any necessary adjustments. In the event that any classification is below the median of the eleven (11) surveyed cities, the City shall immediately increase the entire salary range of that classification to a maximum of a 2% increase. The eleven (11) pre-selected cities are Anaheim,Brea, Costa Mesa, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, Irvine, Newport Beach, Santa Ana, and Westminster. The effective date for any applicable salary increases will be June 30, 2002. The City will not increase the salary for any classification if said classification is less than 0.75% behind median.COPA and the City will again conduct a salary survey by or before July 30,2003 of the eleven (11) pre-selected cities to determine the maximum (top step) salary for each classification covered by this MOU. The contractual July 2003 salary data from the survey agencies, as well as the City of Orange, will be utilized for any necessary adjustments. In the event any classification is below the median of the eleven (11) surveyed cities, the City shall immediately increase the entire salary range of that classification to a level at the survey median. The effective date for any applicable salary increases will be June 29,2003. The City will not increase the salary for any classification if said classification is less than 0. 75% behind median. Educational Incentive Pav Effective July 1, 2001, the Association agrees to reduce the monthly education pay levels for all qualified employees as follows:1 j Post Intermediate (A) from $138 to $ 100 per month Post Intermediate (B) from $275 to $ 250 per month Post Advanced (C) from $413 to $ 360 per month Bachelor's Degree (D) from $551 to $ 500 per month Master's Degree (E) from $689 to $ 600 r n n Salary Raises to Median Association agrees to delay 1.5% Salary Survey increases to median from July 2000 to be included in the 4.5% across the board salary increase scheduled for July 1, 2001. New Memorandum of Understandina The City and the Association agree to incorporate the provisions contained in this Letter of Understanding into a new Memorandum of Understanding once both parties have had an opportunity to review and concur on any and all language changes included in the new MOU. Ratification and Execution The City and the Association acknowledge that this Letter of Understanding shall not be in full force and effect until ratified by the Association and adopted by the City Council of the City of Orange.
