A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO CAPTAIN LOUIS A. WALSH III OF THE
ORANGE POLICE DEPARTMENT AND
COMMENDING HIM FOR MORE THAN THIRTY-
TWO YEARS OF LOYAL AND DEDICATED
SERVICE
WHEREAS, Louis Allen Walsh III began his service with the Orange Police
Department on June 6, 1968, carries badge #206, and has served under nine Police
Chiefs.
Lou, AKA "Large Louis," after attending the Los Angeles Police Department
Academy served as a Patrol Officer until his promotion to Detective on July 12, 1971,
where he served as a Narcotics and Homicide Detective. He was promoted to Patrol
Sergeant on March 7, 1980 and then promoted to Detective Sergeant on June 8, 1980,
supervising the Narcotics Unit and Special Homicide Investigation Unit.
Lou was promoted to Lieutenant on January 3, 1988 and then to Detective
Lieutenant on January 28, 1990. Three months later he was promoted to Captain and
served as Division Commander for Patrol, Traffic, Administration and Detectives. Lou
earned his Advanced POST Certificate in 1980, his POST Supervisory Certificate in
1986, his POST Management Certificate in 1990, his Bachelor's Degree from the
University of Phoenix in 1993.
In 1999, Lou received the prestigious honor of "Manager of the Year" from the
National Management Association. The Orange Rotary Club bestowed him with the
Administrative Excellence Award in 1988. He authored the motto of the Orange Police
Department, "Dedicated to Service," initiated blue uniforms for the Police Department,
initiated Black and White Police Cars, initiated the 9 MM Pistol as the official duty
weapon.
Lou
received numerous awards, served on numerous committees, is a collector of gadgets
and trinkets, makes up untruths about his golf game and is very active in the classic
car world.Lou,
a valued and productive employee with an outstanding career as an Orange Poliee
Officer, has decided to retire on November 1,2000,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses to Captain Louis Walsh III of the Orange Police Department its sincere
appreciation for more than 32 years of loyal and dedicated service to the City of Orange.
On behalf of the citizens of Orange, the City Council wishes Lou and his family a happy,
healthy and fulfilling retirement.
