A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING AND REVISING
THE MASTER SCHEDULE OF FEES AND
CHARGES AS AUTHORIZED BY ORANGE
MUNICIPAL CODE CHAPTER 3.10.
WHEREAS, on June 12, 1984, the City Council adopted Resolution 6100 which
implemented the MASTER SCHEDULE OF FEES AND CHARGES, consisting of Schedule
A" and Schedule "B"; and
WHEREAS, the MASTER SCHEDULE has been revised from time to time; the last
time was on June 29, 1993, when Resolution No. 8196 was adopted; and
WHEREAS, the City Council has determined that the MASTER SCHEDULE OF
FEES AND CHARGES should be revised in order to reflect the true cost of providing the
respective goods, facilities, and services provided by the City in connection with such fees.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Orange
as follows:
1. Resolution No. 8196, adopted June 29, 1993, and all amendments thereto, are
repealed and replaced in their entirety with the attached MASTER SCHEDULE OF FEES
AND CHARGES.
2. The City Council finds that the fees and charges set forth in the attached
MA.STER SCHEDULE OF FEES AND CHARGES do not exceed the reasonable costs of
providing the respective goods, facilities and/or services pertaining to each fee and charge.
3. The fees, charges, and rates listed in the MASTER SCHEDULE OF FEES AND
CHARGES as amended hereby shall become effective June 19,2000.
4. If any fee, charge, or rate set forth in this Resolution or the application thereof to
any person or circumstance is held to be unconstitutional or otherwise invalid by any court of
competent jurisdiction, such invalidity shall not affect any other fee, charge, or rate, or
application thereof, which can be implemented without the invalid fee, charge, or rate, or
application thereof, and to this end the fees, charges and rates of this Resolution are declared to
be severable.

2.2 INTERDEPARTMENTAL FEES & CHARGES BASED ON HOURL Y RATES Fees
collected for major projects will be calculated based upon the size and scope of the project. If the project requires ~deposit
the amOlmt to be posted by the applicant will be determined as indicated below. Time spent by City staff tc complete
the prc~ect will be charged against the posted deposit. Additionally, any amounts incurred by the City for outside

be posted by the applicant. The amount of the deposit will be determined at project initiation. The deposit will be based

person(s) involved in the project. Deposits for Development Agreement Fees shall be calculated as above and shall be
made separate from all other deposits.When
more than 50% of the deposit has been credited toward hourly services provided, the applicant will be billed directly

calculated and any charges due the City or refunds due the applicant will be processed.The
