A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE CONFIRMING THE
REPORT OF CHARGES FOR ABATING A
NUISANCE AT PROPERTY LOCATED AT
400 SOUTH FLOWER STREET, UNIT 77,
APN # 390 052 32, AND ORDERING THAT
SAID CHARGES BE ASSESSED AGAINST
THE PROPERTY AND ITS OWNER.
WHEREAS, from approximately February 1 through 11, 1999, the City of Orange
abated a public nuisance and dangerous conditions lexisting at the property located at 400 South
Flower Street, Unit 77, APN # 390 052 32; and
WHEREAS, in March 1999, the City notified the property owner, Jean Fletcher, that
the costs of said abatement totaled $4,018.43; and
WHEREAS, said property owner has made no effort to repay said sum; and
WHEREAS, a report specifying the itemized and total cost of the work done has been
fil(:d with the City Clerk and the property owner has been notified of said report; and
WHEREAS, the property owner has also been notified of her opportunity to contest
said report of charges at a hearing on March 14, 2000; and
WHEREAS, pursuant to Government Code Section 38773.5, the 1997 Uniform Code
for the Abatement of Dangerous Buildings and Orange Municipal Code Chapters 8.04 and
15.20, the costs of abatement may be assessed against the property and its owner.
NOW, THEREFORE be it resolved by the City Council of the City of Orange as
follows:
1. The report of charges contained in the Nuisance Abatement Report filed with the City Clerk
is confirmed as stated.
2. Said charges are assessed against the property located at 400 South Flower Street, Unit 77,
Assessor's Parcel Number 390 052 32.
3. Said charges are also made a personal obligation of the property owner, Jean Fletcher, and
in the event the charges are not collected on the tax rolls, the City Attorney is directed to
collect the charges on behalf of the City by use of all appropriate legal remedies.
4. The City Clerk is directed to immediately forward a certified copy of this Resolution to the
County Assessor and Tax Collector so that the amount of these charges may be added to the
next regular tax bi11levied against the property.
5. The City Clerk is also directed to immediately file a certified copy of this Resolution with
the County Auditor.
