Chair Simpson called the meeting to order at 7:00 p.m.

Vice-Chair Vazquez led the flag salute.

2.CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine by the
Planning Commission and will be enacted by one motion. There will be no separate
discussion of said items unless members of the Planning Commission, staff or the
public request specific items removed from the Consent Calendar for separate action.
2.1.Approval of meeting minutes of the Planning Commission of the City of Orange
for the February 17, 2021 Regular Meeting.
ACTION: Approved as presented by staff.
A motion was made by Commissioner Glasgow, seconded by Commissioner Martinez
to approve the Consent calendar as presented.

5.1.Public Hearing: Conditional Use Permit No. 3127-20, La Reina Market, 909 North
Tustin Street
The Commissioners had questions on the following:
• Surrendering versus cancelling of ABC licenses
• Police activity at the site
Chair Simpson opened the public hearing.
Daniel Rubalcava Jr. spoke on behalf of the request.
Chair Simpson closed the public hearing.
Adopt Planning Commission Resolution No. 04-21 entitled:
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3127-20 authorizing a State of California Department of Alcoholic
Beverage Control (ABC) Type 21 License (Off-Sale General) for an existing grocery
store at 909 North Tustin Street.
A motion was made by Commissioner Glasgow, seconded by Commissioner Martinez
to Adopt Planning Commission Resolution No. 04-21 entitled:

5.2.Public Hearing: Conditional Use Permit No. 3132-20, Chevron Extra Mile ABC
Type 20 License, 1940 E. Katella Avenue
Chair Simpson opened the public hearing.
Sherrie Olson spoke on behalf of the request.

A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3132-20 for a State of California, Department of Alcoholic Beverage
Control, Type 20 License (Off-Sale Beer and Wine) for the 957 square foot Chevron
Extra Mile convenience store located at 1940 E. Katella Avenue.
A motion was made by Commissioner Willits and seconded by Commissioner Martinez
to Adopt Planning Commission Resolution PC 11-21 entitled:

5.3.Public Hearing: Conditional Use Permit No. 3133 - 20 Truffle Bistro, located at
774 N. Tustin Street
Vice-Chair Vazquez recused himself from this item and left the meeting at 7:29 p.m.
noting a potential conflict of interest with the subject property.
The Commissioners had questions regarding outside dining and alcohol consumption.
Chair Simpson opened the public hearing.
Henry Ataei spoke on behalf of the request.
Chair Simpson closed the public hearing.
Adopt Planning Commission Resolution No. PC 12-21 entitled:
A Resolution of the Planning Commission of the City of Orange approving Conditional
Use Permit No. 3133-20 to upgrade an existing State of California Department of
Alcoholic Beverage Control (ABC) Type 41 License (On-Sale Beer and Wine - Eating
Place) to an ABC Type 47 License (On-Sale General - Eating Place), and accept the
voluntary surrender of Conditional Use Permit No. 3037-17 for an existing restaurant,
located at 774 N. Tustin Street.
A motion was made by Commissioner Glasgow and seconded by Commissioner Willits
to Adopt Planning Commission Resolution PC 12-21 entitled:

There being no further business, the meeting was adjourned at 7:48 p.m.
