BOARD OF TRUSTEES
MINUTES
October 16, 1989
I . The regular meeting of the Orange Public Library Board of Trustees
was called to order at 4 p.m. by Chairman Tom Saenz at the Main
Library.
Present: Trustees Courtney, Gorham, Saenz and Way. Also present,
Joan Campbell , Head of Technical Services; Kerry Stern, Main
Library Manager ; Hazel Wang, Branch Libraries Manager ; Karen A.
Leo, Library Director ; and 5heila Gannon, Administrative Secretary.
Absent: Trustee McEwan
II . Trustee Gorham moved that the minutes of the September 18 meeting
be approved as presented. Seconded by Trustee Way. Motion
carried.
III . Legislative Update
Discussion took place about Senator Seymour 's letter regarding the
status of AB 2026 (Eastin) which was vetoed by Governor
Deukmejian. This bill would have reappropriated �5 million from
the Proposition 98 reserve for use in school libraries. Also
discussed was a report from Mike Dillon, Lobbyist, regarding
legislation on the Governor 's desk.
IV. Library Director's Report
The Library Director 's report was reviewed and discussed. Director
Leo reported that ali three libraries now have the automated
circulation system up and in use. She noted that Rosanne Miller
was selected as the City's Emplayee of the Month in September .
Director Leo passed c�ut copies of the Library's appropriation
summary for fiscal year 1989/90.

�utarnated syst�m. ��rry St�rn comm�nted that the autornatian
pr�ject at Qrange P�blic Library ha� gone very smoothly
compared with ather librari�s where sh� has be�n em�loy�d, and
she complimented the staff �or their goo� �ttitude and
h�lp�uln�ss.

- Hazel �ang reported that the mayor sig��d th� fease for the
n�w 3,900 square �o�t �an�i�go Hills �r�nch. She stated
that the ordering Qfi baok� has starte� an� noted that it

fu�niture is custom made. Th� furniture arder still has to
go to �id.
2. Main L'sbrary
Director Leo reparted tha� th� �ayor has approved a study
session for the Councii at 3 pam. an Octnber 30. Ray Holt
will presen� his repart far both the Main Library an� the
b�anch fiacilitie� need� �ss�s�ment study conducted in
Nvv�mb�r 1�88 and Jan�aary 1989, re�pectiveiy.
C. Par�tn�rships for Chan�e �rant Update
Kerry Stern �aid �aren Leo, Mary Garci� and �he will be
�tfiending a four-day seminar on public relations, cul ��ral
aware�ess and implementin� change i� �anhattan �each �nd held
by th� State Library. Sh� ��id the gra�t recipient� ar� being
i�d �tep by step, which is much appreGiated. Direct�r Leo

grant appliration.

Director Leo r�port�d that th� City �ttorney's office responded
ta the Library Board's request to clarif� the p�sition of th�
Board in regard to the recent court decision between the Ci�y
of M�nterey Park and the Li�rary B�ard of the Man�erey Park
Public Library. Th� Sr . Assistant City �ttarney replied that
the �oard is and has always b��n admini�trative under the State
Educati�n Code, n�t advisory as had been thought.

Ha�ei Wang � istrib�ted org�nization char�s sh�win� the three
clerical changes at the branch libraries and �he introduction
of � Branch Sup�rvisor (Seniar Libr�ri�� classifsc�tion lev�l )
at Taft and E! �odena Branches.

Tr��tee ��urtney showed a �ap of the area he and Trustee McEwan
r�conn�itered f�r the Library Walkathon. He s�i� they felt
th�t 2.� to 3 hours of walking wauld be suffici�nt. He stated
tha� the naxt meeting of the �ommittee will be held at 1� a.m. ,
���o�er 28, at t�e Cal�weif �anker b�anch on Tustin Avenue.
Director L�o th��ked the cor�nit�ee f�r spearheading this
exc�ll�n� prvject.

th� annual amount increase� as aur population increases.
