The regular meeting of the Orange Public Library Board of Trustees was calied to order at 4:34 p.m. by Chairman Tom Saenz at the EI Modena Branch Library Community Room. Present: Trustees Courtney, Saenz and Way. Also present, Karen A. Leo, Library Director , and Sheila Gannor+, Administrative Secretary. Absent: Trustees Gorham and McEwan II . A correction was made in the minutes of the July 17 meeting. Section VI . A. should have read 1989-90 in two places instead of 1988-89. Trustee Way moved that the minutes be approved as corrected. Seconded by Trustee Courtney. Motion carried. III . Legislative Update Director Leo reported that Governor Deukmejian has deleted the �956,000 increase approved by the Legislature for the Public Library Fund (PLF) program. This fund supplements the City funding for the purchase of books. IV. Library Director 's Report The Library Director 's report was reviewed and discussed. Director Leo reported that EI Modena Branch circulation is now automated and Taft Branch wiil be automated on September 20. Main Library circulation will be automated the first part of October . She stated that funding has been obtained for the Locai History Coliection position and recruitment will be starting soon. She said the change in hours for Main �ibrary and the branches wiil start on October 2. Also, Director Leo noted that the Children's Section will be starting a Saturday program for children in the Fali . Lib�ary Facility Needs A�sessment Report The article, "Tips: Trends a�d I�sues for Library Planners, " in the Calif�rnia State Librar� Newslett�r wa� discussed and Direc��r Le� sai� the Library wi11 int�rlibrary {oan the ar�iclea C. Partnerships for Change Grant Update Direct�r Lea r�part�d that no information has yet b�en received � o� whether our �pplic�tion has won an award, �e are pr�pvsing � satellite libra�y at Killifer Park, which would probably be open fr�m 4 to 8 �.m. It would be staffed by a librarian or libr�ry assistant who �ould as�ist the youth in whatever they n��d�d, She said it would b� passibl� to use the library van to transpart the youn� people �� �he Main Library. D. Summer Readin� Pragram Report Director Leo r�port�d that last year there were 1 ,6�0 children regi5tered �or the Sumner Reading Prngram. A discussion took place and the cvnsensus vuas that th�re are pro� and cons. Director Leo will asf� the City Attorney'� offiice for a written opini�n �� the impact of the Court's decision an Oranga. �. granch Library �taff Reorganization Director Leo said the Library h�s requested �hat tuvo Librarian I ! posi�ions at ea�h branch be reciassifi�d to Senior Librarian. Filling of th� po�itions wouid be closed, promotional . Recruitment awaits City Council approval . C. Approval of �i�play� and Exhil�its P�olicy The disp(ays and exhibits policy was di�cus��d. Trustee Caurtn�y mov�d that the Board approv� the praposed display and exhibit poli�y. Seconded by Trustee �day. Trustee Way moved by amendment that the Libr�ry Manager must approve all displays and exhibits. Seconded by Trustee Gourtney. D. Approval of Cla�sic Video Film Seie�tion Policy � Direc�or Leo stated that the library wants to buy classic vid�c� films which ma�t video ��ore� don'� provide. Trustee �aurtn�y moved that the� �vard apprave the �la�sic video film sei�ction . policy with the amendm�nt of raising the budgefi from �0 to 40 percent. Mvt 'son carried. E.
