BOARD OF TRUSTEES
MINUTES
November 21 , 1988
I . The regular meeting of the Orange Public Library Board of Trustees
was called to order at 7 p.m. by Chairman George Gorham in the
Community Room of the Main Library.
Present: Trustees Courtney, Gorham, McEwan, and Way. Also
present, Joan Blumenstein, Children's Coordinator ; Margaret
Donnellan, Head of Main Library; Karen A. Leo, Library Director ;
and Sheila Gannon, Administrative Secretary.
Absent: Trustee Saenz.
11 . Trustee McEwan moved that the minutes of the October 10 meeting be
approved as presented. Seconded by Trustee Way. Motion carried.
III . Financial Report:
Director Leo reported that the Library is on target in regard to
financial accounts. Buying has been kept up during the fiscai year
and it is expected that all accounts will be nearly or completely
expended by the end of the year .
IV. Legislative Update:
A. Director Leo announced that Proposition 85 passed, largely due
to the supportive voting in Northern California, which did not
occur in Southern California. She stated that the City Council
endorsed Prop. 85.
V. Library Director 's Report:
A. Trustee Courtney requested information regarding the CD ROM
system mentioned in the September report. Director Leo
explained that there are advantages to using CD ROM instead of
an online system. However , CD ROM is usually only updated
quarterly or monthly, while an online system is constantly
updated. Also, it would be necessary to have a CD ROM reader
in order to use that technology.
B. Director Leo announced that the Old Towne Preservation
Association donated �1 ,000 to the Library for the Local History
Coilection. It was agreed that the Boerd shouid write a letter
of thanks to the OTPA for their generous gift.

VI . �Id Bu�ine�s:
fi. Director Le4 said she met today with the Library Aut�mation
Project consultant, Larry Wo�ds, and a repressnt�tiv� from the
pr��pective vend+�r, iniex. They �ti11 need the City Attvrney's
commen�ks and will meet with him early next we�k. 5he said it
is hoped that the Autvmation Project cvntr�ct uvill b� vn the
consent caler�dar of th� Council agenda on Deeember 6. She �iso
sncouraged the Board member� to attend this ���sion.
B. M�rgaret �onneilan reported on the Main L.ibrary Needs
A��e�sm�nt Pro,�ect. Sh� said the project is finished and the
report is +�ue tomorrow morning. It will go th� the Economec
DeWelopmenfi Commi�tee with Gvuncilwoman Coontz �nd Mayor Elect
Smith as members. Ray Holt, the Library's consultant, wili b�
in attendance. Ray Holt'� report includes two �i�e

spaces. The size buibding r�commended is iQ7,000 square feet.
C�irector Leo �aid an ext�n�ivn vf Mr. Holt°s contract to
inciude a study of branch fa�ility n�ed� thraugh 2015 will be
requested at the Co�ancil meeting tamorrvw.
C. Joan Blumenstein �t�ted her position on th� iibrary's a,i
re�ponsibiiity for �he availability of material� to childr�n.
' She feels that it is the r�sponsibififiy of the individual
par�nts to d�termine what their childrer� shcauld read. She said
par�nt� have the right to tel ! their. child�en what they shrauld
�ead, but not tell other chiidren what they �hould or �h�uld
nvt read. �h� �tafied that she vuould not like ta �ee �i�izens
diGtat� what the Library can pur�Ma�e. Margaret Dor�neilan said
Plavboy magazine ha� never been found fio be ob�cene in any
c�ur� case. Additionally, �he said that the Library's �oncern
is about public ac�ess. Following a discu5sion, Trust�� �IcEuvan
m��e�1 that the Library si�o�ald uphold the staff recommendation
to subscribe �ko Playboy. S�cond�d by Truste� Courtney. Mo�ion
�arried.
D. Director Leo announced �hat Dan Lewis has b�en hire�l a� Local
Hfstory Access Proiect Manager during the duration af the
grant. He is highly qualified. H� has just compfeted his
Masters in Histvrical Res�urce Management at UC, River�ide, and
has worked in the Local History Co0lection at the A. K. 5miley
Libt-ary in Redland� since 19�4.

E. Directvr Leo said the Capitai Facili� ies �ees which include
�ees for new li�rary bueidings w�� on the agenda of the �ctober
25 Council meeting. However, the Cvuncil voted to delay action
for three months. Dire�tor Leo �aid sh� will !�t the Board
members kn�w when it doe� go on the agenda. At the present
tim�, it is expected to b� la�� January.
VII . New gu�iness
A. � �vint me�ting of the Library B�ard of Trustees and the
Friends of the Library goard tvok place tv discuss Chapter ? of
the Trustee Tool �it for Library Leadership, pert�ining to
public relations. Tr��tee Courtney campiimented Nora Jacob for
her work in public relatians. Nora replied that public
� relations is advocacy, and she sta�ed that the Friends plan to
put more in their budget finr outreach. Director Leo said her
main concern at the present time is the n�w Main Library.
Tru�tee McEwa� said �ommunity suppart for the n�w Main Library
, is need�d to c�nvinc� the Council thafi it i� a primary concern
and �hat action needs t� be taken. Friend� �oard member, AI
Dzina, sugge�ted that a con�uitant b� hired to inf�rm th� joint
boards Qn how to conduct a public relations campaign. A
di�cus�ivn ensued. The Friends Pr�sident, Fran Bru�eli°� agr��d
to seek int�re�ted Friends Board members ta participate on a
joint Library Baard/�riends Board Commitfi�e far Lib�ary Public
Relations at their nex� Board meeting November 29.

There were no pu�lic pre�sntations.
iX. Announcements.
A. Qirector Leo announced that the City Counci { approved th�
moni�� fo� tw� �taff inembers to travel to the Guadalajara
International Baok Fair.
B. airector Leo said the appointment of Ann McCf�llan as an
alternate to the Saniiagv Library System Advisory Board is on
th� agenda fior the Council meeting tomorrow.
C. D�rec�or LeQ announc�d that Nora Jacvb, City af Orange
representativ� to the System Advis�ry Board, has reaeiv�d the
California A��ociation af Library Trustees and �ommissioner� �
(CALTA�) annuai award for outstanding servic� to a focal
library vr �y��em.

D. Director Leo said the Friends will hold a book sale at the
Main Library Booksale Center the second Saturday of every
month.
E. No other announcements were made.
It was moved by Trustee McEwan that the meeting adjourn. Seconded by
Trustee Courtney. Motion carried. The meeting adjourned at 9 p.m.
