MINUT�S OF A REGULAR TIEETING
November 19, 1986
The regular meeting of the Orange Public Library Board of Trustees was
called to order at 4:30 p.m. by Trustee McEwan at the Main Library.
Present: Trustees Courtney, Gorham, McEwan. Also present, Director
Karen A. Leo; Margaret Donnellan, Head of i�iain Library; and
Sheila Gannon, Secretary to the Library Director.
Absent; Trustees Saenz and Way.
The rii.nutes of the previous meeting were approved as received.
The November meeting was held on November 19 instead of the regularly
scheduled time of November 24 due to the inability of the Library Director
to attend on November 24.
Reports Presented and Discussed:
The Library Director's monthly report was reviewed and discussed.
i�aren Leo reported on personnel changes. Sheila Gannon has been promoted
from Finance Clerk II to Secretary II. Susan Raney, Audiovisual Aide, and
Susanne Tracy, Typist Clerk I, have resigned to move to Oregon. Recruiting
is taking place for a Typist Clerk I at Taft Branch. Prior to recruitment
for the l�udiovisual Aide position, research will take place to determine if
other configurations are desirable. Marcia Da1e is transferring to the
Reference Department at the Main Library; applications will be accepted
t�ntil December 24 to fill �arcia's vacant position at Taft Branch. The
Student Page in the Chilc'tren's Department at Main is transferring to Taft,
making two page vacancies at Main. We will be interviewing two college
students who are interested in working part-time to fill the vacant Finance
Clerk II position until a full-time re�lacement can be hired.
Karen stated that the Friends have been getting responses to the survey of
local agencies on the proposed service to the homebounn. Margaret Donnellan
explained how a survey of southern California libraries is being handled and
rioted the liability concerns with using volunteers.

�through j oining the Anahea.ni Consortium. She saici a 1et�.�r was sen� to the
City Nlanager stating our concerns� The Ci�y Manager has given permissi�n
for us to tell Anaheim that we are not interested in joining the Consor�ium,
and we can proceed with purc�.asing an independent system.
Margaret Donnellan reported that the lax�dscaping at the Edwards House .will
occur soon and a staff area will be provid�d in the backyard.
Karen stated that the holiday hours of service would be as follows:

the worksnops she atten�.e�. �nc� �khe exhibits she visited� remark.ing that it
was a very in�armat�.ve conference�
Trustee Gorham reported �hat the Edwards House garag�. sti11 needs t�,� sk�elv-
ing to be put in for the Frienr�s booksale area. Th� grand o�p�:�,i�,g wi1.�. be
on January 30 and 31. On the 30�ha �here will be a ribbon,�cu��.ting ce.remony
and a l�ooksale for n�em�ers of the Friends only a Th� f o1lt�wing day, th� book�-
sale will be open. �or the gen�ra,l public. It zs planned �h�.� each 1ibr�.ry
will hold two boaksales per year wi�.h a six-mqn�h in,t�rim.______________________

4. Councilman Barrera has requested that he be permitted to attend
a Library l3oard meeting, and it was suggested that he be invited
to attend the January meeting at Taft Branch.
�. The Chamber of Commerce will hold a farewell reception for 1Kayor
Beam on December 2.
Fi. Director Leo will be on vacation from November 24 through the 26th.
The meeting adjourned at 5:.30 p.m. Next meeting will be on Monday,
December 15, at 4:30 p.m. , at the home of Trustee Niartha McEwan,
3121 E. Jackson, Orange.

that reading is worth while . Sh� �ugg�sted the following
method� :
Begin with small in�ant -�- r�citing nursery rhyme� and
singing verse� tc� �them, sc� �th�t they l.earn language and
rhy�thm. When a baby �egins tn �it up, int�oduce him to
picture boc�ks witt� �irn�al� lar�igu���� �nr� inst�uction:�
"Ru� th� bunny'" . I�eEp r�adzng �to �h�m cori��antly as
th�y grow older, so tha�L �hey ��5�ci��.e reading wit�
companion�ha.p anc� pl�a�u�:� . Infc�:rmal and natural
re�.din� �hould ta�come �ar� o� ev�ry child ' s life . They
z�.ee�1 �.a read in an un���ress�ul environYnen�L, wh.ich the
library can provide . R.eadin�� should be a pleasant and
f=equen-� exp��ience .
Lynn Ei�enhut, Coordinator o� Childr�n ' S�rvices, Orange County
L�ublic Library, poin�ecl out that cha.ldren may leave school at
age six�een. Taibra�ie� �ren' t to �t��ch children to read, but

reading �n�oyabl� . Libraries are t���e ��opl� " s unive�r�ity.

illitera�e parents . I� p�rents know that help is available,

parent� �.nc� childre�n togeth�� tca th� library, anc� to introduce
them to very sim�le mate�ial at �i�s� . Then it is possi�ble to
bring �h� parents �l�r�c� with �the children, �y providing them
with xeroxed copie�� o� matera.al� in�rorluc�d in stary se�sions .
Be careful no� �o im�aly that p�ren�.s ar� illiterat� . It may b�
neces�ary to redes�.gn some progr�m� wi�h �.his in rnind .

There are �ti11 many p�ople who are not usin� libraries, and
they are not being promoted well enough. It is not due to lack
of interest, but that people are not aware of what i� available
to th�m in libraries . LibrariEs must b� publicized .
It takes courac�e to �.n�ti��ate proc��:arn� in tf7� library, k�ringing
children and par�n�s toc�ether, bu� it is necess�ry in orde� to
bre�k the cycled a� illit�racy.
