MINUTES OF A REGULAR MEETING
September 15, 1986
The regular meeting of the Library Board of Trustees was called
to order by Trustee McEwan at 4: 30 p.m. in the office of the
Library Director .
Present : Trustees Courtney, Gorham, McEwan, Saenz, Way. Also
present, Director Karen A. Leo and Joan Blumenstein,
Head of Children's Services .
The minutes of the July meeting were approved as received.
Trustee Courtney recommended a cornmendation for Sheila for
producing the minutes so well in spite of the fact they had b�en
obtained during a picnic meeting.
Report Presented:
Director Leo's monthly report was reviewed and discussed. The
increase in circulation was noted and commended. Also, Joan
Blumenstein was applauded for her participation in planning the
Third Pacific Rim Conference on Children's Literature . Joan was
co-chairperson for the program of the Conference.
Staff changes, promotions and the hiring of the new Main Library
Manager weze announced. Margaret Donnellan will begin on October
27, 1986 as Head of the Main Library.
Joan B1Lmenstein reported on the Summer Reading Program and its
success . She distributed copies of statistics and explained the
manner in which the figures were derived. Schoo2 visitations
were cited as a contributinc� factor to the high percentage of
particigants. Joan commended her staff and the teen volunteers
for their good work and the success of the program. She
suggested a letter and certificate from the Boa=d to each
volunteer . The Board unanimously agreed. Karen suggested that
=ecognition of all volunteers be made during National Libra=y
Week in April .
It was moved by Trustee Way, seconded by Trustee Gorham that a
letter be sent to the volunteers commending their efforts and
achievement during the Summer Reading Progiam. Motion carried .
Trustee Gorham suggested a letter of recognition be sent to all
staff inembers for th�ir good work during the Summer Reading
Program and the Board unanimously agreed .

Directar Leo reported the Anaheim Consortium was moving quic�ly
and had issu�� a final dra�t of �h� �FP. Qran�e wa� included in
the RFP as a participa.nt but before a final decision is made, a
letter will be .sent to them asking if customization will be
allowed for OPL policies and p�ocedures and .what the cost w�.11
be. If �range �oes not �Qin th� Ar�aheim Consortiu�n, � ��nsultant
will be �ired soon and our c�wn RFP issued.

Trustee McEwan reported the �ity CounGil did adopt the Libra►ry

Director Leo explained to the �oard that the City was co�sidering

A. Friends Activiti.es:
The Friends a=e plann�.ng a variety af programs and book
sales in the coming manths . The first pro�ram will be
author, Nina. Vida, an September 16 and the next booksale
wi 11 be at E1 Modena on September 20 frotn 10 a.m. - 2 �a.m.
B: Buildinq Improvement�:

1. Edwarc3s House. �Garacte: Th� Friends have worked vety had
to caulk, dry wall and make usabl�e the Edwa�ds House
Garage. Karen corn�mended them fo�r the ir ef f oxts and
accomplishments and expres�ed the appreciation of the
Library and the Ci�y.
2. Carpetinq for Admin3,stration �ffices : The Library
Director 's Office and the Secretary's Office w�ll be
carpeted soon.
C. California Enerq�Cammi�sion Grant:
Karen r�ported that the Main Library has been awarded a
Califo=nia Energy Cammi�sion Grant. Engineer� from the
� ��ate will come in February 1987 to assess aur heating, air
conditioning and iighting conditions. They will issue a
report with suggestion� for improvements and energy cost
savings.
D. CL3B. �Meetinct:
Karen attended a CL�B (.Cali�ornia Library Services Board)
mee�ing in Santa Rosa last month as chairperson of the SLS
(Santiago Lib�ary System) . Primary facus was on tw� repo=ts
which will have a statewide, longterm impact - the Reference
Refeacral Report and the Multilevel Netwarking Task Farce
l��port.
