MINUTES OF A REGULAR NiEr,TING
February 24, 19$6
The regular meeting of the Library Board of Trustees was called to order at
4:30 p.m. by Trustee Courtney.
Present: Trustees Courtney, Gorham, McEwan, Saenz, Way. Also present,
Director Karen Leo, Circulation Supervisor Karen Klan and
Pat Fowler.
The minutes of the previous meeting were approved as read.
Reports Presented and Discussed:
The Director's monthly report was discussed. Karen Leo pointed out the drop in
circulation reflected the same percentage decrease as the decrease in book purchases.
haren reported that the interviews for candidates for the Head of Technical Services
may be handled by phone for those applicants from out of state.
Senate Biil 1220 had a chance for survival if enough calls were received in support
of it. I�aren urged all to contact Congressman Lewis' office on Tuesday, February
25th before the deadline.
Trustee McEwan reported on the CALTAC workshop, which she and Trustee Way attended
with Director Leo on January 25th. All three felt the workshop was worthwhile.
They were impressed by the speakers and ideas presented, some of which will be
considered for implementation by our Board.
Director Leo reported on her meeting with the City Mana�er and the � year Ca.pital_
Improvement Plan. He felt it advisable to wait another year before �ubmitting a request
for a new lib�•ary bL.ilding. The Redevelopment funding is so r�ew at this time that
it would be wiser to wait and determine more accurately the anticipated revenues.
His priorities were building a new Police building and Community Center before the
library building. Discussion ensued. Karen said the second phase of the Taft Branch
. e. .:
� Library's parking lot expansion and��the 33U0 square foot addition to Taft had been
approved. Retrofitting of the lights, rewiring and new carpeting at Main were also
approved.
A proposed amendment to the library rules of behavior was discussed. It was moved
by Trustee Gorham and seconded by Trustee McEwan to adopt the following amendment:
The Library Director is authorized, under appropriate conditions, to revoke library
privileges and access to the library for a period up to thirty (30) days, Library
cards may be revoked indefinitely. Motion carried.

Following a discussion about educational video cassettes and the newer laser disc
technology, it was moved by Trustee McEwan and seconded by Trustee Gorham that the
Board support the library's purchase of educational video cassette tapes and add
laser discs when they become readily available. Motion carried.
Director Leo reported the City Manager had approved implementing the collection
agency service for overdue accounts.
New library cards were distributed to each Board member and photos were taken which
will be distributed to each library for their recognition by staff. CALTAC membership
cards were also distributed.
Karen stated she had developed an interim plan for use of the community room after
speaking with Al Ravera, Director of Community Services. 'The policy for use of
the community rooms by organizations which are non-profit and based in the City
of Orange will be that such groups do not have to pay a fee. ' She explained the
need for consistency. Since Council had approved the $25.00 fee, she will seek clari-
fication from the City Attorney.
Announcement:
Karen announced Legislative Day in Sacramento on May 14, 1986, Nora Jacob, Friends'
President, has been invited to attend with Director Leo. Board members are encouraged
to attend also.
The meeting adjourned at 5:55 p.m. Next meeting scheduled for Monday, March 17th at
4:30 p.m. in Director Leo's office.
