ORANGE PUBLIC LIBRARY BOARD
MINUTES OF A REGULAR MEETING
May 19, 1986
The regular meeting of the Library Board of Trustees was called to arder at 4:30 p.m.
by Trustee Courtney in the office of the Library Director.
Present: Trustees Courtney, Gorham, McEwan, Saenz and Way� Also present, Director
Karen A. Leo, Branch Manager Barbara Brotherton and Pat Fowler.
The minutes of the previous meeting were approved as received.
Reports Presented and Discussed;
The Library Director's monthly report was revieweci and discussed, Trustee Saenz
asked about the LVA (Literacy Volunteers of America) and if grant money could also
be used to benefit non-English speaking citizens who are unable to read. Karen
explained that at the present time, the program does not fill that need as tutors
are not necessarily 5panish speaking.
Karen announced that Joan Campbell from El Paso Public Library had been hired as
Head of Technical Services and would start on June 9th.
Budget decisions concerning items that had been on hold included a Branch Library
Manager for the Main Library, new carpeting for the administrative offices and
removal of the carpet padding at the El Modena Branch. Minor roof repair at El
Modena was approved with the proviso that a new roof be included in the FY 87/88
budget if the patching is not sufficient.
Videocassettes will be available for check-out by patrons at the Main Library
beginning June 16, 1986.
A packet including the Library Bill of Rights and interpretations of it by the
American Library Association was given to each member, Karen urged Board members
to read and become familiar with the information provided. A manual will be put
together for each Trustee which will include the information on intellectual freedom.
Trustees Courtney and Gorham said the issues interpreted in the packet had been
supparted by the Board many years ago. Karen intends to inform the Friends Executive
Board about the issues of intellectual freedom also. Trustee Gaurtney said he thought
it would be good for the Library i3oard to reaffirm the issue next month aiter they had
each had a chance to th�roughly review the materials.
Karen reported on Legislative Day in Sacramento. Senator Seymour's office was very
interested in library legislation. Assemblyman Lewis's office was not as supportive.
Karen said that Senate Bill 2493 (Keene) , the Library Construction Bond Act, needed
full support. It was ready to go to the Senate having passed the Senate Education
Committee. Asking support from Assemblyman Lewis was suggested.

Barbara Brotherton reported on ways in which the library is attempting to improve
relations with the Hispanic community. An improved book budget in FY 86/87 will
permit more Spanish material to be added to the colleciton. A video in Spanish -
talking about how to use the library was produced and will be shown on television
(Santa Ana's Group W Cable) . El Modena staff translated a popular film strip into
Spanish and in the library, signs will be in Spanish and English. Trustee McEwan
suggested getting help from the Chapman College Spanish language students for projects.
El Modena staff were commended for their efforts and positive intentions by Karen.
Trustee Saenz reported on a meeting he organized with the Orange Unified School District
Library readirg coordinators and Karen and Joan Blumenstein. A children's author's
fair was suggested and Joan will meet with the reading specialists occasionally.
Board members were invited to join ALTA (American Library Trustee Association) . A
discussion followed and it was felt that membership in the California Association of
Library Trustees and Commissioners (CALTAC) was sufficient.
Karen announced that all Orange County libraries will be receiving telecaptioning
adapters from SLA. These devices may be chetked out by patrons for the hearing impaired
to watch captioned television programs.
A training session with the collection agency representative is scheduled for
Wednesday, May 21st. Signs and notices about the library policy concerning use
of the collection agency beginning June 16, 1986 have been displayed and distributed.
Karen reported on attending the City's Management Team Retreat at Coto de Caza on
May 16 and 17. She felt it was very beneficial.
SLS Advisory Board material was given to each member for information purposes.
The meeting adjourned at 6:00 p.m. Next meeting wi�l be held at the E1 Modena
Branch Library on June 16th at 4:30 p,m.
