The regular meeting of the Orange Public Library Board of Trustees was called to
order at 4:30 p.m. in the Community Room of the Orange Public Library.
Present: Trustees Courtney, Diaz, Gorham, Zehman. Also present, Barbara Brotherton,
E1 Modena Branch Librarian, Bill Shaw, A-V Specialist, and Mary Ellen
0'Neill, Brigitte St. Laurent, Martha Ehlen and Helen Smith.
Absent: Trustee Tavis
The minutes of the previous meeting, June 18, 1979, were approved as read.
Reports Presented and Discussed:
There was no monthly report from the Finance Director
Monthly report of library service dated June 1979
Agenda Items:
ELECTION OF OFFICERS
It was moved by Trustee Diaz, seconded by Truste.e Gorham, and unanimously
approved that Trustee Courtney be Chairman of the Library Board.
It was moved by Trustee Courtney, seconded by Trustee Gorham, and unanimously
approved that Trustee Lehman be Vice-Chairman of the Library Board.
The following committeeswere appointed:
Books - Trustees Gorham and Tavis
Building - Trustees Diaz and Gorham
Personnel - Trustees Lehman and Diaz
FOUNTAIN
Bill Shaw discussed the proposed fountain to be placed at the El Modena
Branch Library. Questions on location of the fountain, insurance, vandalism,
upkeep, water spillage, conduit were discussed.

Barbara Brotherton said that if the fountain were located in the building it
could obstruct vision.
Mary E11en 0°Neil1 spoke in favor of the fountain.
Barbara Brotherton will h�ad a committe.e composed of Bill Shaw, Mary Ellen
0'Nei11 and the gentl�m.en from whom the fountain might be purch�.sed, and
report back their recommendations at the next Board meeting August 24, 1979.
TRUSTEE S ORGAN IZAT ION
Trustee Courtney read a letter from the Chairman of th.e Anaheim Library Board
stating that the next meeting of th� group wi11 be held in the fall of 1979.
Placentia Library District wi11 host this meeting.
Trustee Court�.ey said he had received a �etter from the Buena Park Library
District Board apologizing for not attending the meeting held at the Anaheim
Public Zibrary.
Trustees Courtney and Diaz then discussed the. meeting held on June 19 and.
they reported that it was poorly attended.
SANTTA.GO LIBRARY SYSTEM
The Santiago Library System budget for the coming fiscal year is $334,838.
SB958 - Nielsen, a bill to fund public library systems has been withdrawn.
ARTICLES OF INTEREST
Mr. Erlich called to the attention of the Library Board two newspaper ar�ticles
of interest: The Los An�eles �imes Thursday, ,Tuly 5, 1979, which. summarized
the effects of Proposition 13 on library service in the state of California;
and an article in 7Che Register Thursday, Ju1y 5 complimenting Linda Cucovat�
of the Taft Branch.
WHITE HOUSE CONFERENCE
A pre-White House Conference program and a post-White House Conference
program are being planned by various local library groups.
Mr. Erlich. then reviewed major findings of the California Governor's Conference.

K-2 PROGRESS REPORT
Mr. Erlich reported that the library information booth at the City Shopping
Center will become operational July 30 at 12 noon. Miss Orange will be there,
as well as the media.
BUDGET
Mr. Erlich reported that in all likelihood the budget for 1979-80 would be
the same as the previous year.
The meeting adjourned at 6:20 p.m.
Next regular meeting Monday, August 20, 1979, 4:30 p.m. in the office of the
Library Director.
