RES-9223 Temporary Street Closure for Special EventRESOLUTION NO. 9223 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE TEMPORARILY CLOSING SECTIONS OF GLASSELL STREET AND CHAPMAN AVENUE IMMEDIATELY ABUTTING THE PLAZA AREA OF THE DOWNTOWN BUSINESS DISTRICT FOR APPROVED SPECIAL EVENTS. WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets for celebrations and local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and WHEREAS, the Downtown Orange Business & Professional Association, the Orange Chamber of Commerce, the International Street Fair Committee, the Rotary Club of Orange Sunrise have requested a temporary street closing to accommodate several special events in the streets of the Plaza. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows: CAR SHOW - ORANGE COUNTY MUSTANG CLUB Section 1:That Chapman Avenue be closed from Lemon Street easterly to Grand Street;and Glassell Street from Almond Avenue northerly to Maple A venue be closed on Sunday-July 9,2000 from 6:30 a.m. to 5:00 p.m.Section 11:That before said closure shall occur, the Orange County Mustang Club shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments.Section 111:The Orange County Mustang Club shall notify area residents of the event and temporary street closure in accordance with the Police Department's directions. INTERSATIONAL STREET FAIR - INTERNATIONAL STREET FAIR COMMITTEE Section I:That Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue be closed from 9:00 p.m.Thursday - August 31, 2000 through 8 :00 a.m. Monday - September 4, 2000.Section II:That before said closure shall occur, the International Street Fair Committee shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City,including the Police and Public Works Departments.Section III:The International Street Fair Committee shall notify area residents of the event and temporary street closure in accordance with the Police Department's directions.HARVEST FESTIVAL" (FORMERLY TRICK OR TREAT THROUGH THE STREETS) - DOWNTOWN PROPERTY OWNERS ASSOCIATION:Section I:That Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue be closed on Thursday-October 26,2000, from 3:00 p.m. to 8:30 p.m.Section II:That before said closure shall occur, the City of Orange Department of Community Services shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments.Section III:The Downtown Orange Business & Professional Association shall notify area residents of the event and temporary street closure in accordance with the Police Department's directions.2- TREE LIGHTING CEREMONY - CITY OF ORANGE. COMMUNITY SERVICES Section I:Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue be closed on Sunday -December 3, 2000, from 12:01 a.m. through 9:00 p.m.Section II: That before said closure shall occur, the City of Orange Department of Community Services shall provide all signing, banicades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments.Section III: The City of Orange Department of Community Services shall notify area residents of the event and temporary street closure in accordance with the Police Department's directions.AUTO SHOW - ROTARY CLUB OF ORANGE SUNRISE:Sectiolll I:That Chapman Avenue be closed from Lemon Street easterly to Grand Street;and Glassell Street from Almond Avenue northerly to Maple Avenue be closed on Sunday -April 22, 2001 from 8:00 a.m. to 3:00 p.m.Section II:That before said closure shall occur, the Rotary Club of Orange Sunrise shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments.Section III:The Rotary Club of Orange Sunrise shall notify area residents of the event and temporary street closure in accordance with the Police Department's directions.3- ADOPTED this 22nd day of February, 2000.
