Hilltop landscape improvements.
Carlisle Place, Tract 13913 Lot B

Mr. Bill Cathcart (721 E. Sycamore, Orange) presented the project. He summarized the proposal
and stated that Mr. George Adams has recently received an approval for the grading plan from
the homeowner's association. Now he is presenting the DRC with the updated landscaping
plans, with the grading changes, for approval. One of the issues that Mr. Adams has to deal with
is that the proposed use of Quercus kelloggii tree, which is not on the homeowner's association
approved tree lists for ridges. Mr. Adams is willing to exchange the Quercus kelloggii for the
Quercus palustris, with a caveat that it is difficult to find. The other concern is the proposed use
of Ficus macrophylla, which is not indigenous to the area. They would also be willing to change
that to another evergreen tree that is more indigenous.
Committee Chair Woollett asked if the homeowner's association holds title and rights to the
property, and if the area is opened to the public.
Mr. Cathcart replied that Mr. Adams owns the easement rights, but the homeowner's association
does own the title to the property. It is a private easement that is not opened for public use.
Committee Member Filner asked which areas on the plan were sod and which area was seed-
mix, and what the seed-mix is.
Mr. Cathcart replied that the sloped areas would be the seed-mix, and the flat areas would be sod.
He is uncertain what the seed-mix was exactly, but it would be the same as what was approved
for the slopes on Mr. Adam's residence. He will submit that information along with the
irrigation plans to staff for verification and final approval.
A motion was made by Committee Member Leonard Filner to approve the project based on the
findings listed in the staff report, and subject to the following conditions:
1. Replace the Ficus macrophylla with Quercus ilex.
2. Replace the Quercus kelloggii with Quercus palustris, with the provision that if Quercus
palustris is not available, then the applicant shall obtain approval from the homeowners
association and City staff for the use of Quercus kelloggii as shown on plan.
3. The use of Marathon Sod shall be on flat areas that are 3:1 or less in slope. All other
areas that are greater than 3:1 slope shall be planted with seed mix. The transition
between the sod and seed mix shall be without any type of edge or delineation. The seed
mix shall be the same type as approved for the sloped areas on Lot 16.
4. Submit final landscape and irrigation plans to Community Services Department for
approval. (Final plans to include City required inspection notes)

Modification and bedroom addition for an existing 1905 Hip Roof Cottage residence
506 E. Almond Avenue (Old Towne Historic District)

Staff Member Chuck Lau and Mr. Bruce Sneller (112 Monte Vista, Irvine) presented the project.
Committee Member Filner asked if the color of the house will remain the same.
Mr. Sneller replied that the entire house would be repainted with the colors depicted in the
materials and color sample board submitted with the application.
Public comments included:
Ms. Janet Crenshaw (464 N. Shaffer Street) asked what is the F.A.R. (Floor Area Ratio)? Staff
confirmed that the plan indicates the project's F.A.R. at approximately 0.37.
Mr. Jeff Frankel (384 S. Orange Street) asked if the detached accessory structure is to be
demolished, and then replace it with the addition. He also asked if the sidings and windows
would match the existing house.
Mr. Sneller stated that the existing detached cabin structure is structurally dilapidated, and it will
be replaced with the new bedroom addition. The new addition will have wood siding and
windows to match the original house.
Committee Chair Woollett commented that the documentation and organization of this proposal
is well prepared, and it is a good example for other applicants.
A motion was made by Committee Chair Joe Woollett to approve the project as submitted, based
on the findings listed in the staff report.

Construction of new shade canopy structures for vehicle display area.
1400 N. Tustin Street
Staff Contact: Christopher Carnes, Senior Planner
DRC Action: Final Determination
Mr. Craig Whetter (1400 N. Tustin Ave.) spoke on behalf of Toyota of Orange and explained
that their proposal is to construct several additional canopy structures. He presented the canopy
material and color samples, and explained that this new material helps to reduce heat from the
sun during hot summer months.
Committee Member Filner asked if the color of the material would fade over time.
Mr. Whetter replied that the manufacturer ensured that it would not. He also noted that many
dealerships have also use this same material and have had a good success rate.
Committee Member Wheeler asked if the color pattern and the height of the canopy would be the
same as the existing canopy, as shown in the pictures.
Mr. Whetter replied that it would match the existing canopy that is already on the lot.
A motion was made by Committee Member Leonard Filner to approve the project as submitted.
