Proposed exterior modifications for an existing 1920 Bungalow residence.

Dan Ryan, Senior Planner, presented the project (continued from 09/03/03). Mr. Tim Anderson,
representing the applicant was at the meeting to answer questions.
The Committee went over Scope of Work list requested from the last meeting:
The applicant was asked for details of design and material on the rear exterior door. The
applicant answered that they were going to keep the same front and back door.
Correct plan elevation descriptions and street address. The applicant pointed out that the
changes were on the plans. The applicant also stated the elevations had been changed to
adjust the north, south, east, and west.
Show existing windows to be removed. This was shown on the plans.
A description of the window material was needed. The applicant explained that the
window material would be wood, double hung, and single paned.
Show all locations on elevations where siding was replaced. The applicant provided this
on the plans.
Have the gable vents been replaced with metal? The applicant answered that they have
been, but brought up that in the previous meeting the Committee wanted to see what
existed. The applicant said that the existing was the standard wire mesh but if the
Committee members wanted to see something else, such as wood, he was open to hearing
their opinion. The Committee would like the applicant to replace them with new wood
instead of the wire mesh.
Modify window trim design. The applicant said that the Committee gave him a detail
showing what they wanted to see. Evidently there had been a misunderstanding on
exactly what the Committee wanted but the applicant is willing to do whatever is required
in regards to the window trim. A discussion followed what was required.
Detail fascia intersection at roof on north elevation. The applicant replied that this was
an existing item and there when they bought the house. They have done nothing with it.
The applicant went ahead and did a detail on what they think would be the best proposed
solution for it, which would be to put a new existing fascia, and close off with the siding.
The Committee was agreeable with this.
Replacement of driveway? The applicant answered that financially at this time, they are
unable to replace the driveway with all of the other extensive changes being made. What
exists is going to stay until everything else is complete but he agrees it does need a new
driveway and it will be replaced at a later date. Committee Chair Woollett wanted the

applicant made aware that when the time came for replacement, it needs to be a ribbon
drive.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. That the gable and vents will be replaced with new wood.
2. That the head trim on all windows and doors be plumb cut at each end rather than the
angle cut shown on the drawings.

2. DRC No. 3839-03 - ZELINKA RESIDENCE
Proposal to construct 360 sq. ft. bedroom and bathroom, remodel the existing bathroom,
and add a 431 sq. ft. basement to an existing 1923 Bungalow residence.

Mario Chavez-Marquez, Assistant Planner, presented the project (continued from 09-03-03)
along with the applicant, Al Zelinka.
The Committee questioned which direction the cellar would move when the square footage is
increased. The applicant answered that it would be moving north. A discussion followed
explaining the addition.
Committee Chair Woollett wanted to know what the line of demarcation was on the exterior and
what the intention was. The applicant answered that it was the existing corner of the house and
they wanted to put a vertical strip of some significant width to delineate the line of demarcation.
Committee Member Wheeler suggested it be made the same width as the jambs on the windows
and the applicant approved of that idea.
Committee Member Wheeler questioned that the floor plans didn't show anything about the
existing stairs and they seem to show the stairs going into the house as wider than shown. It was
suggested the changes be made to the drawings.
Committee Member Wheeler also wanted to clarify a few things:
1. That the end of the roof where it sticks out be framed with the sheathing perpendicular to
the wall.
2. That the border eaves will have exposed rafter tails.
3. That the siding corners are mitered to match the existing.
4. That the gable and vents are wood to match the existing.
5. That the windows are true divided lights.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. That prior to issuance of building permits, the applicant shall pay all applicable
development fees, including but not limited to: City sewer connection, Orange County
Sanitation District Connection Fee, Transportation System Improvement Program, Fire
Facility, Police Facility, Park Acquisition, Sanitation District, and School District, as
required.

2. That building permits shall be obtained for all construction work, as required by the City
of Orange, Community Development Department's Building Division. Failure to obtain
the required building permits will be cause for revocation of this design review permit.
3. That all structures shall comply with the requirements of Municipal Code -Chapter
15.52 (Building Security Standards), which relates to hardware, doors, windows, lighting,
etc. (Ord. 7-79). Approved structural drawings shall include sections of the security code
that apply. Specifications, details, or security notes may be used to convey the
compliance.
4. That the construction of the extended barges be in accordance with historic barge
treatment provided in drawing.
5. That the exposed rafter tails (2x3's/2x4's) with larger bargeboards be used on the
addition to match the existing.
6. That the siding on the house be mitered at the outside corners.
7. That the gable vents on the new addition shall be wood to match the existing vents on the
house.
8. That all new windows be true divided light.
9. That these conditions shall be reprinted on the first page of the construction documents
when submitting to the Building Department for the plan check process.

4. DRC No. 3854-03 - CINGULAR WIRELESS
Wireless telecommunication antenna and equipment facility on SCE/Serrano Water
District property.

Saundra Jacobs, applicant and Mario Chavez-Marquez, Assistant Planner, presented the project.
An item of concern is that there are quite a few easements that run underneath this project area,
so the City will have to be very careful with any proposed landscaping and it will be subject to
review by the Water Department. They require that any planting material shall be a minimum of
8' away from any underground utility lines.
Ms. Jacobs spoke and felt that this should not be a problem with the landscaping and thought
they would be able to make it work.
Committee Member Craig Wheeler asked who the manufacturer of the stealth pine was? Ms.
Jacobs answered that this project had not been decided yet and that she has several vendors that
they use. She explained what type of pine they want to put in, which would be a tapered type
not bottle brush style) and it needs to have a top on it (not a flat top). At the present it's the old
style that's there.
The Committee asked how to make sure a "bad pine" isn't put in. Mr. Chavez-Marquez
answered that staff is recommending that "the type" is subject to approval once construction has
started.
Ms. Jacobs also wanted to make a comment that one of the standard conditions is "no chain link
fence" and she wanted everyone to understand that the fence that surrounds the two tanks is
chain link and not theirs. They will not be adding any chain link but also they are unable to
change what is already there. They are proposing exterior cabinets, not a big shelter that may
need a roof drainage design.
The Committee's concern is how the project impacts the residential neighborhood.

A motion was made by Committee Chair Joe Woollett to recommend approval of the project to
the Planning Commission subject to the recommended conditions in the staff report with the
exception that Condition No. 7 will be replaced with:
That the applicant submit the final pine configuration to staff for approval."

6. DRC No. 3857-03 -THE VILLAGE AT ORANGE
New signage program as part of the comprehensive remodel and expansion of the former
Mall of Orange shopping center.

Chuck Lau, Associate Planner introduced Cynthia Lima, Superior Electrical Advertising
representing the applicant) and proceeded to present the project.
Committee Chair Joe Woollett asked if the project had any changes? Ms. Lima said there was no
changes with the exception of the ground lights have been eliminated with the directional
signage. The intent was to use a reflective vinyl, so at night they are visible by vehicle
headlights (these are the `C' series signs).
Chair Woollett asked about the C-2 signage (a piece of aluminum, 1/8" thick) and wondered how
this material, spanning 6', could go undamaged by children, wind, etc. Ms. Lima explained that
on this project, they are a bit taller than on projects you may see elsewhere where people can
jump up and touch them. In regards to wind, everything has been calculated already by the
Engineers to sustain high winds.
Committee Member Craig Wheeler also had some suggestions on C-1 and C-2. On C-1 the
trellis-like canopy, is only attached by connection of a post to one of the trellis members. He
believes that although it maybe fine structurally, visually it would be better to run a beam across
as on other signs to give some mass and reason for supporting the curved members. It would
look better and also be stronger. On C-2 it looks like the post is just connected to a couple of
little trellis bars rather than have a beam that extends across.
A discussion followed regarding the beams.
Committee Member Wheeler also had a question regarding signs A-2 in regards to which way
the signs faced? Ms. Jacobs stated the signs he was asking about would be facing Canal.
Chair Woollett had a question about the lighting. A discussion followed.
