1. DRC No. 3874-04 - CHAPMAN AVENUE RETAIL
New Multi-Tenant Commercial Center
Northeast corner of Chapman Avenue and Manchester Place

DRC Action: Final Determination
Chris Carnes was the Senior Planner on the project. He introduced Jeff Rabbitt, the architect for
the project (from Architects Orange).
The architect noted that the screening of the roof-mounted equipment on the Best Buy building
was incorporated into the parapet heights, with the slope from front to back. There is a fairly
substantial parapet height on the back, and the parapets go back to the point where the roof is
adequate to screen the equipment.
The Committee members asked if there were any sections showing the elevation of the freeway
relative to the buildings? Chris Carnes stated they did have them, and that the equipment would
be screened from view of the freeway. The architect noted there were no changes to the tower
element in the back, but that they had actually lowered the roof clearance on one of the
building's from 20' to 18'.
Jeff Rabbitt showed the committee members the color changes made to the palette, which made
the overall project more aesthetically pleasing. Howard Morris, Landscape Coordinator, spoke
to the increase in the tree size planted along the westerly side of the Best Buy building, and the
palm trees at the entry have been staggered in height, noting that the changes were all per the
comments by the DRC at the last review.
A motion was made by Committee Chair Joe Woollett to approve the project.

2. DRC No.3906-04 - BOWBEER AND READ RESIDENCE
Install multiple roof dormers on a Hip Roofed Cottage.
368 S. Grand Street, within the Old Towne Historic District

DRC Action: Final Determination
Leslie Aranda Roseberry, who noted that the project had been before the DRC before, introduced
the project. The DRC had asked that some changes and clarifications be made on the project,
including roof height and dormer dimensions so the Committee would have a better idea where
the dormers would be placed on the roof.
Joe Woollett noted that the drawings were a lot more definitive than the previous set. He also
noted that the roof height inside at the dormers was very low, but Jack McGee, representing the
applicants, stated that the applicants wanted to use the space primarily as an office, and would be
placing materials under the dormers and were not concerned about the roof height at that point.
Mr. McGee also stated that at the last DRC review, it was recommended that the dormer on the
south-facing side be the matching type of dormer to the other side of the building (and include a
window of the same stair-step configuration) and the new plans reflect this. He also noted that
Dan Ryan, Senior Planner, Historic Preservation, was concerned about the type of window
within the rear dormer, and the new plans reflect the wood casement window that Dan had
recommended.
Andrea McCullough, representing the OTPA, said that they had looked at the revised plans and
noted that the requested revisions had been made, and were in favor of approving the project.
A motion was made by Committee Member Craig Wheeler to approve the project, referencing
the Required Findings that were in the Staff Report, and subject to the following conditions:
1. Specify that the new windows be wood, and if they are divided lights, they be true
divided light.
2. The architect will assure that sufficient light and air and egress are provided per the
City's requirement.
3. The extended barges be framed in the traditional manner per the detail provided by the
City.

3. DRC NO. 3915-04 - LIVINGSTONE RESIDENCE
Proposal to add a detached 344 sq. ft. lanai along the northeast side of the property and
attach 283 sq. ft. in area of patio cover which will connect the lanai to the existing
residence

John Killen, architect on the project, represented the owners of the property. Chair Woollett
invited anyone from the audience who needed to see the plans more clearly to come to the front
and watch. Leslie Aranda Roseberry, Planning Manager, introduced the project. She noted that
the residence is a contributing 1923 two-story Mediterranean Revival style house with specific
Italian influence. John Killen noted that the owners were experiencing an increase in road noise
off of Shaffer, due to the increase in traffic on Shaffer. The owners were interested in building a
lanai, which would deflect some of the noise to their property. Mr. Killen noted that when the
owners did the original addition to the property, they salvaged portions of the brick from the
patio, and would use some of these materials in the new lanai.
Staff has determined that this minor addition will not disrupt the existing streetscape pattern
since it is within the pattern's envelope. The proposed addition is similar in height, scale and
massing to the principal historic structure. The applicant proposes to use matching trim,
windows, cornices, and materials as found on the existing residence.
The Committee Members questioned the architect on where the plaster, brick and stone surfaces
began and ended.
Andrea McCullough represented the OTPA, and noted that it was not pertaining to the fabric of
the house, would not be visible from the street, and had no objections to it.
Committee Member Jon Califf asked whether it would be an open structure or would, indeed, be
a roof. The architect noted it was a roof structure (which is why they required approval from the
DRC). Craig Wheeler stated that it was difficult to tell from the drawings where the existing
structure was and where the additions began; also it was difficult to tell what materials were
being recommended, and that there was not enough evidence on the drawing that would go into
the record showing what was being proposed. Jon Califf stated he wanted to see what was there,
how it tied into the addition, how the beam was being supported, etc. He wanted to see an
elevation of what all of that means. He also felt there was not enough detail in the drawings.
The architect showed photographs that gave a better idea of what was being proposed. He said
that to approve a project of this magnitude, an appropriate level of detail needed to be provided.

4. DRC No. 3919-04 -PETER AND ANGELA SANTIVANEZ
Proposal to add a 493 sq. ft. addition on to a one-story 1934 Bungalow
172 South Pine Street (Old Towne Historic District)

Leslie Aranda Roseberry, Planning Manager, introduced the project. Chair Woollett also invited
Andrea McCullough (representing OTPA) to the table to review the plans as they were being
explained. Andrea questioned why the applicant did not build back rather than going all the way
to the side near a neighboring existing structure (which was a garage, no windows).
Jack Turner, representing the applicant, noted that the residence was a conforming structure that
had stucco applied right over the original siding. He noted that the applicant had removed quite
a bit of the stucco and the siding below it was in quite poor shape. He stated that it was a 3"
exposed pattern (3 in 1), and they'd like to go to a 4" siding.
There was quite a bit of discussion on the siding, due to the fact that the house does have original
siding. Also, there was concern that there was enough egress from the front bedroom window.
Chair Woollett felt the dilemma with this project was that the original siding on this house
already had stucco over it, and there was a precedent of another project where it had been
approved (outside of the DRC) to add plywood and stucco over existing siding. Committee
Member Jon Califf stated that he had not seen any type of replacement siding that effectively
emulated the smaller 3" siding.
All agreed that cost was a factor. Committee Member Califf reminded the applicant that a house
properly restored does help the house appreciate in value. There is approximately 1800s.f. of
siding required.
In consideration of the Secretary of the Interior's guidelines for historic structures, the
Committee felt that it required time to research further the options available to the applicant, and
also to ensure that they were in compliance with the guidelines.
The Committee decided that they needed time to further analyze the cost to replace or repair the
siding and the possible changes required to change the windows to meet the egress requirements.
