The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned
at approximately 6:25 p.m.

REVIEW OF MINUTES:
A motion was made by Committee Member Mark Paone to approve the May 15, 2001 minutes
with the following corrections:
DRC #3528 -Reza Zolfaghari page 3, paragraph 3, sentence 2 amended as follows:
Also, he is concerned that the new drainage culvert is not being shown on the site section and
may modify the plan.
DRC #3621 - Sepulveda Builders page 4 paragraph 5, sentence 1 amended as follows:
George Adams explained that there are no walls or railings along the edge because ate

landscape submittal will be done by the ultimate owner.

A motion was made by Committee Member Mark Paone to approve the May 23, 2001 minutes
with the following corrections:
DRC #3644 -Enrique Valera Page 3 paragraph 3, sentence 1 amended as follows:
Janet Crenshaw (464 N. Shaffer Street) asked what is the reason that the house is no longer
listed as a contributing structure.
Paragraph 4, sentence 2 amended as follows:
He informed the applicant that if the house can be restored baek to a point where it can be
reclassified as contributing structure, then there may be some tax benefits (Mills Act) that the
owner can apply for to off-set some of the restoration cost.
Sentence 3 amended as follows:
Some of the work needed in order to be considered eligible for re-listing would probably involve
the use of wood siding throughout the entire house, wood windows, wood gable end vents, and
simplifying the design of the posts on the front porch.
Condition 1 amended as follows:
1. Applicant to submit revised plans to the City Planning staff (Daniel Ryan) and obtain staff's
approval for restoration of the existing house so that it is re-
classified as a contributing historic structure.

DRC No. 3532 -ORANGE ROTARY SENIOR APARTMENTS
New 6 dwelling unit senior housing project within the Old Towne District.
North side of La Veta Avenue between Olive Street and Lemon Street.
DRC Action: Recommendation to Planning Commission
Revised plans from previous approval on 07/19/2000 meeting)
The revised plans were presented by Eunice Bobert with Orange Housing Development
Corporation and Warren Parchan with the Orange Rotary Club. The proposal is to construct a 6
dwelling unit senior housing project on an approximately 0.25 acre (11,150 sq.ft.) vacant parcel.
A similar proposal with 5 units was previously reviewed by the Design Review Committee and
Planning Commission. The project has been re-designed entirely based on the comments that
were received during the public hearing process. The revisions to the project include
reconfiguring the parking lot, changing the architectural style (Mediterranean Revival), and
increasing the number of dwelling units by one. The project has been scheduled for Planning
Commission hearing on August 6, 2001.
The meeting was opened for public comments:
Janet Crenshaw (464 N Shaffer Street) prefers the revised project than the previous design with
the long and narrow building layout.
Committee Chair Joe Woollett is pleased with the revised project, as it is an improvement over
the previous submittal.
Committee Member Leonard Filner noticed that a small area at the northwest corner of the site
was left off of the landscape plans. This small planter area should be landscaped the same as
the rest of the project.
MOTION was made by Committee Member Leonard Filner to recommend approval of the
project with the following conditions:
1. Provide landscaping at the northwest corner of the site and submit final landscape plans to
Department of Community Services for review and approval. (Final plans to include City
required inspection notes).
The recommendation for approval is based on the finding that the proposed work conforms to
the standards and design criteria referenced and recommended by the Design Review
Committee. The proposed work complies with the Secretary of the Interior's Standards and
Guidelines. The proposed work is compatible with, and therefore will not adversely affect the
use and design of existing buildings within Old Towne.

2. DRC No. 3582 - REZA ZOLFAGHARI
Revised site and grading plans for a custom residence at Prospect Hills.

Continued from 05/15/2001 meeting)
The project was presented by Ardeshir (Arthur) Bahar -Architect, and Justo Villar -Engineer.
The revised grading plan includes a site section drawing that shows the location of the new
drainage culvert located about midway down slope. They are requesting a conceptual approval
from the DRC so that the landscape architect can proceed with making the necessary revisions
to the landscape plans to reflect the grading changes.
The project was opened for public comments: (None)
Committee Chair Joe Woollett stated that the applicants have responded well to the DRC's
comments from the previous meeting.
MOTION was made by Committee Member Mark Paone to approve the grading plans in
concept, subject to the following condition:
1. Submit revised landscape plans to reflect the grading changes to the DRC for final review
and approval.

3. DRC No. 3607 -GEORGE ADAMS
Landscaping plan review for a custom residence at Prospect Hills.

DRC Action: Final Determination
The project was presented by David York -Architect, and Bill Cathcart -Landscape Architect.
The fuel modification plan was previously approved by the Fire Department, but since the site
has now been re-graded, a revised fuel modification plan has been re-submitted back to the Fire
Department for final approval.
Committee Member Mark Paone raised concerns with the selection of palm trees, particularly
Washingtonia Palms, which are rather tall for use at top of the hill.
Bill Cathcart replied that the Canary Island Palms were selected to help soften the slope areas,
and the Washingtonia Palms are used along the driveway because the owner has several of
these palm trees from another location that he would like to use on this site. He felt that the use
of these palm trees will not block anyone's view.
Committee Member Leonard Filner shared similar concerns with the use of such tall palm trees
on the crest of a hill.
Bill Cathcart asked if a "Hybrid" palm with a narrower and shorter trunk (approx. 25-30 ft.
maximum height) could be used instead of the Washingtonia Palm.
Committee Chair Joe Woollett asked for clarification of the planting material used along the 20
ft. non-combustion Zone "A". This is not being shown on the fuel modification plans.
Bill Cathcart stated that he would make the necessary plan changes and return to the next
available DRC meeting.
MOTION was made by Committee Member Mark Paone to continue the project, based on the
above discussion.

New 758 sq.ft. family room and 123 sq.ft. porch addition to the rear of an existing
residence within the Old Towne District.

The project was presented by Craig Wheeler -Architect. The project has been revised to
address the concerns of the DRC from the previous meeting. The existing detached garage has
been retained, and the new side covered porch has been reduced from 123 sq.ft. to 102 sq.ft.
The new family room has also been reduced from 758 sq.ft. to 448 sq.ft., and the walls have
been pulled-in to create a line of demarcation on both sides to distinguish between the existing
house and the new addition.
The meeting was opened for public comments:
Janet Crenshaw (464 N. Shaffer Street) noticed that the existing front porch looks as if it may
have been a gable roof originally. She asked if there are any plans to restore the front porch
back to its original gable roof.
Craig Wheeler replied that he could not find anything in his research of City record that would
indicate what the original front porch looked like. There are no plans at this time to modify the
existing front porch.
Committee Member Susan Secoy stated that the architect has adequately addressed all the
issues that were raised at the previous meeting.
MOTION was made by Committee Vice-Chair Leonard Filner to approve the project as
submitted.
The approval is based on the finding that the proposed work conforms to the standards and
design criteria referenced and recommended by the Design Review Committee. The proposed
work complies with the Secretary of the Interior's Standards and Guidelines. The proposed
work is compatible with, and therefore will not adversely affect the use and design of existing
buildings within Old Towne.
