Revised site and grading plans for a custom residence at Prospect Hills.

DRC Action: Final Determination
The project was presented by Ardeshir (Arthur) Bahar -Architect. This is a revision to extend
the grading area approximately 12 ft. beyond the original boundary. This would create a slightly
larger building pad area to allow the house to be shifted back further. The finished pad remains
at the same level, and the slope is maintained at 2:1 ratio. The revised grading also includes a
new drainage culvert located about midway down slope.
The project was opened for public comments: (None)
Committee Member Joe Woollett stated that since the graded slope is maintained at a 2:1 ratio,
he doesn't have any problems with the revision.
Committee Member Mark Paone would like to see a submittal of the final landscape plans that
reflects these changes. Also, he is concerned that the new drainage culvert is not being shown
on the site section and may modify the plan. Amore accurate site section drawing is needed.
MOTION was made by Committee Member Mark Paone to continue the project for the submittal
of revised plans based on the above discussion.

Final landscape plans for a custom residence at Prospect Hills.
495 Carlisle Place (Lot 13)

The project was presented by the owner George Adams, Brian Oslin -Designer, and Brent
Sepulveda of Sepulveda Builders. This is a submittal of the final landscape and fuel
modification plans prior to building permit issuance. The plan includes a site section drawing to
show the landscaping and slope in relationship to the house.
The project was opened for public comments: (None)
Committee Member Joe Woollett asked if the lawn shown at the backyard just stops at the edge
of slope or are there any curb walls or railings to keep it from eroding.
Committee Member Mark Paone agreed that there should be a mow-strip along the edge to
help define the edge of slope. He is also concerned with the site section not being drawn
accurately.
George Adams explained that there are no walls or railings along the edge because this is a
spec house and he is expecting a pool and additional landscape submittal will be done by the
ultimate owner.
MOTION was made by Committee Member Mark Paone to approve the project with the
following condition:
1. Any future modifications to the landscape and/or hardscape elements, such as the addition
of trees and walls, shall be submitted to the Design Review Committee for approval.

The project was presented by the owner George Adams, Brian Oslin -Designer, and Brent
Sepulveda of Sepulveda Builders. The submittal for this lot is similar to the conditions for Lot
13, with the exception that the building pad area is shallower due to its topography.
The project was opened for public comments: (None)
Committee Member Mark Paone felt that the same conditions of approval should be applied to
this lot as the conditions for the adjacent lot 13.

The project was presented by George Oldfield with Best Built Construction. The proposal is to
remodel the existing restaurant to Del Taco's new corporate image design, and to add 280 sq.ft.
of storage area at the rear of the building. The building elevation plans have been modified
since the previous submittal where the new raised parapet wall would not extend back the entire
length of the building over the new storage room addition. The reason for this change is
because the property owner (Liljenquist Properties) had expressed concerns with the new raise
parapet wall blocking other tenant signage located within the shopping center.
The project was opened for public comments: (None)
Committee Chair Susan Secoy asked since there is not a lot of context to work with in this area,
perhaps there are other prototype designs available.
George Oldfield stated that are three different prototype designs that he is aware of. One
design is for brand new construction, and the other design is for the smaller restaurants. This is
the only design for this particular size (60 seats) and layout of building.
Committee Member Mark Paone stated that the new raised parapet wall should extend back the
entire length of the restaurant, including over the new storage room addition, in order to achieve
better design continuity.
Committee Chair agreed and further stated that she is also not particularly in favor of the
proposed new color palette. But as discussed earlier, there is nothing to relate to within the
shopping center.
MOTION was made by Mark Paone to approve the project with the following conditions:
1. The new raised parapet wall shall extend back the entire length of the restaurant, including
over the new storage room addition, in order to achieve better design continuity.
2. At such time as the shopping center is being remodeled in the future, the Del Taco
restaurant building shall be re-painted with that same color palette as the center for
consistency.

5. DRC No. 3634 - ST. JOHN'S LUTHERAN CHURCH
Preliminary review of a new 2-story, 55,500 sq. ft. classroom and fellowship building,
and a 4,350 sq. ft. preschool building addition, which is part of a larger proposed
Master Plan for the St. John's Lutheran Church and School Campus.
Site is located within the Old Towne Historic District, bounded by Shaffer Street on
the east, Center Street on the west, Almond Avenue on the south, and Chapman
Avenue on the north.

DRC Action: Preliminary review and comment
The project was presented by Darrel Hebenstreit with Architects Orange. The latest revisions
are the results of the comments that were received during the previous April 18, 2001 meeting,
and the special study session meeting that was held on May 2, 2001. He has also been
meeting with the Church's senior staff and trustee to discuss issues of building massing,
contemporary versus traditional building design, and academic versus residential character
buildings. The design intent was to use brick elements along the parking structure, and the use
of trellis elements with vines at opening areas. Reinforce the building step-back in mass with
the use of pergolas along the Shaffer Street side and along the Chapman Avenue side. This
helps to soften the building by creating some shades and shadows as it steps down to the
adjoining residentially scaled structure. It was felt that the building corner should be
strengthened, and that roof elements are important. Concerns were also raised with the loss of
some of the vernacular and vocabulary of the historic Walker Hall building. Based on some of
these comments, various different building designs were sketched and drawn. Conceptually,
finish materials include the use of plaster, travertine stone infill over windows, stylized metal
eyebrows, brick veneer with atwo-tone banding to match the existing campus, stone lintels, and
steel framed pergolas.
The project was opened for public comments:
Joan Crawford (394 S. Orange Street) stated that the round corner element may not be the
most appropriate based on the other elements that are being dealt with.
Craig Wheeler (58 Plaza Square, Studio G) stated that the use of large panel glass at the corner
element seem rather contemporary and too open for its setting.
Janet Crenshaw (464 N. Shaffer Street) asked why the side roof elements are higher if the idea
is to strengthen the corner element.
Jeff Frankel (384 S. Orange Street) asked if the building elevations are at the same height as
shown the original plans.
Committee Member Mark Paone thanked the architect for doing an excellent job of listening to
and responding to the DRC and the public's comments and suggestions. He feels that the
building elevations, particularly the Shaffer Street side, are substantially improved over the
previous plans. The use of trellis element is a good idea as it really helps to break down the
scale of the building. He also feels that the building corner should be further refined, perhaps
with the addition of some solid elements. Overall, the project is moving in the right direction.

5. DRC No. 3634 - ST. JOHN'S LUTHERAN CHURCH (Continued
Committee Member Joe Woollett agrees with the suggestion that the building corner should be
further refined, but it should not be made into a focal point.
Committee Chair Susan Secoy stated that the building elevation along Shaffer Street is very
close to being where it can be approved. She agrees the use of trellis elements to help soften
the building. She also prefers the Chapman Avenue elevation with the larger three-bay
entrance element because it has better rhythm and proportions over the elevation with the two-
bay design.

New 758 sq. ft. family room, 572 sq. ft. garage and 123 sq. ft. porch addition to the rear
of an existing residence within the Old Towne District.

The project was presented by Craig Wheeler, Architect. The proposal is to remove the existing
rear porch and detached garage, and add a new family room, side porch and attached garage.
The exterior finish materials and color palette would match the existing.
The project was opened for public comments:
Jeff Frankel (384 S. Orange Street) stated that attached garages are inconsistent with the
Historic District, as the majority of residences in Old Towne have detached garages.
Craig Wheeler stated that the new attached garage is located at the rear of the house so that it
is not visible from the public street.
Robert Imboden (45 Plaza Square) shares the same concerns regarding the attached garage,
and agrees that historically there were no attached garages. Another concern is the line of
demarcation that is required by the Secretary of the Interior's Standards. The new family room
could be shifted back slightly from the driveway to create an offset for line of demarcation.
Committee Member Mark Paone commended the architect for a good quality submittal,
although there are still concerns with the north building elevation appearing rather lengthy.
Perhaps a detached garage can be located at the opposite rear corner of the property to help
resolve this, and to create more usable open space area in the back yard. As for the line of
demarcation, the usual method is to create some type of offset, but there are other solutions
that may be as effective.
Craig Wheeler replied that perhaps the new side porch could be shifted over and a pilaster can
be added to create a line of demarcation. He will study this further and look at other
alternatives.

discussion above.

New custom residence at Prospect Hills.
461 Carlisle Place (lot 15)

The project was presented by the owner George Adams, Brian Oslin -Designer, and Brent
Sepulveda of Sepulveda Builders. The proposal is to construct a new 7,032 sq.ft. custom
house with an attached 4-car garage. The front (north) building elevation has been changed
from the plans that were initially submitted. The entrance to the house has been modified to
include a stronger element consisting of columns and a raised hip roof. The landscape concept
is similar to the two adjoining lots 13 and 14.
The project was opened for public comments: (None)
Committee Chair Susan Secoy did not have a problem with the concept of strengthening the
entrance, but the half-column on the left side seemed rather awkward. There should be more
symmetry with the entrance element.
Brian Oslin agreed to further refinement of the entrance element so that it appears symmetrical.
Committee Member Mark Paone felt that the same conditions of approval should be applied to
this lot as the conditions for the adjacent lots 13 and 14.

New signage (freestanding, wall and directional signs) for an existing newly renovated
automobile dealership.

The project was presented by Richard Benson with B.K. Signs, Inc. The proposal is to install
new replacement freestanding signs along the street frontage, new wall signs along the front
east) elevation of the newly constructed showroom building, and new on-site directional signs
at the two driveway entrances along Tustin Street. A variance application has been filed
concurrently to allow waiver of code requirements such as sign height, area, location, and the
number of freestanding signs allowed along the street frontage. A public hearing has been
scheduled for the Zoning Administrator on May 23, 2001.
Committee Chair Susan Secoy is comfortable with upgrading the existing signs with the new
signs that are being proposed. It is a large-scale project, and the proposed signage seems to
work.
Committee Member Mark Paone stated he also does not have any problems with the proposed
new wall and freestanding signs. However, the new on-site directional signs should not be any
larger than the existing on-site directional sign.
MOTION was made by Committee Member Mark Paone to recommend approval of the project
to the Zoning Administrator with the following condition:
1. The proposed new on-site directional signs shall not exceed the size and height of the
existing on-site directional sign.

9. DRC No. 3639 - NEXTEL COMMUNICATIONS
New roof mounted telecommunications antenna facility on an existing 2-story
commercial building.

The project was presented by Ira Glasky with Nextel Communications, and Dan Hansen with
HC&D Architects. The proposal is to construct a new wireless communications facility by
integrating it with the existing building, as opposed to having a freestanding structure (i.e. mono-
pole antenna). The antennas would be installed inside of a new "cupola" element located at the
south end of the existing 2-story commercial building. The cupola is made of fiberglass with a
colored stucco texture to match the existing building. The cupola has fiberglass roof tiles to
match the existing roof of the building. The mechanical equipment would be mounted on top of
the lower roof at the rear, and screened with textured fiberglass to match the existing building.
The meeting was opened for public comments: (None)
Committee Member Mark Paone is concerned that proposed addition of a cupola seemed out of
character with the existing building. Perhaps one possible solution would be to extend the slope
of the existing roof to create more of a raised hip roof element, so that there would be no issues
with the cupola being a third story addition. Further study of this approach is suggested.
Committee Member Alice Angus agreed that a raised hip roof appears less like an "add-on", and
would fit better architecturally with the existing building.
Committee Member Joe Woollett is also concerned with the view from the rear (west) elevation.
Dan Hansen is concerned with the structural integrity of the existing building (approx. 40 years
old), and whether or not it is feasible to add the raised hip roof as suggested. He would also
have to consult with his engineers to determine if this could be accomplished.
