I. DRC No. 3695-O1 - CHAPMAN UNIVERSITY DORMITORY
Final landscape plan for the new 4-story, 300+ bed dormitory at Chapman University
West side of Shaffer Street, north of Walnut Avenue (formerly Cheverton Hall)

A staff report was made by Kim Chaffin, Associate Planner. A revised preliminary landscape
plan was presented in January 2003, which addressed the four design elements for garden rooms
as specified in the Master Landscape Plan. This proposal is for the final landscape plan for the
new 4-story, 300+ bed dormitory at Chapman University.
Janet Crenshaw -Old Towne Preservation Association. Are the gates that are noted in the
design, are those locked? The gates are locked, and the only people who will have keys are the
maintenance crew and the fire department.
Craig Wheeler asked whether there would be any public bar-b-ques or bicycle racks, etc.
Because of the liability with fire, etc., the university likes to control that issue and the use of bar-
b-ques. There are no bike racks proposed for this structure.
Leonard Filner, the architect for the Landscape Plan, and Kris Olsen, Director of Construction
Management for Chapman University, answered the DRC's questions. The DRC also
commented on how thorough and professional the final plan looked.
The Committee members discussed the landscape pavers. It was noted that the fire department
had given its preliminary approval for the use of these pavers, and had even conducted a test on a
section already installed. A civil engineer for the project, along with the manufacturer's rep,
would be there when the final pavers on top of a sand/gravel base were installed to ensure the
safe installation of the product.
A motion was made by Committee Chair Joe Woollett to approve the project subject to the
following conditions:
1. The pavers are installed according to the plan outlined in the Staff Report.

Proposal fora 422 square foot addition at the rear of an existing residence and a 100
square foot addition to the rear of an existing accessory structure.
250 North Pine Street (Old Towne Historic District)

Kim Chaffin, Associate Planner, gave the Staff Report on the project. The existing residence is
an approximately 1,687 sq. ft. wood frame and stucco home. There is also a detached accessory
600 sq. ft. unit which is a garage in the front and a workshop in the back. The proposal includes
a new master bedroom/bath and remodel and existing bedroom walk-in closet. The proposal also
includes enlarging the workshop area by 100 sq. ft. The paint and roof will match the existing
structure. The house is located in a historic area, but is not a contributing structure. The
proposed additions are in keeping with the style of the 1950's stucco box.
The Committee commented that the design was nicely done and consistent with the existing
style. Because this was not a historic building, there was no need to provide a point of
demarcation where the building and the new addition were joined.
The Committee raised the following questions/concerns of Mike Connell, the architect/designer,
who represented Eric Goodman, the applicant.
Due to the age of the existing structure, how will you match the stucco? There will
probably be a new finish coat, so that you get an integral re-coloring, so there is no
difference in texture or coloring from fading.
The windows, if modified, must match the egress requirements. Would like to see
something as close to what is used elsewhere as possible - a casement, but not as
narrow as the existing. Your preference is to use the casement type? Yes, if at all
possible.
How will you handle matching the existing roofing? The materials in the roof, which is
about S-7 years old, are in existence.
Will you be matching the sills to the existing windows? Absolutely.
Janet Crenshaw, Old Towne Preservation Association, stated that she felt this project followed
the rules of keeping the addition to the style of the existing structure, even though this was not a
contributing building.
Jeff Frankel, Old Towne Preservation Association, felt that the project was very sympathetic to
the existing building. He wanted it noted that in the Staff Report, this project was referred to as
in-fill" and in fact, it is not. This is an addition and should be noted, as such.

A motion was made by Committee Member Jon Califf to approve the project subject to the
following conditions:
1. Provide new divided light pattern metal casement windows (as opposed to single-hung
windows) to match existing residence.
2. All construction shall conform in substance and be maintained in general conformance
with plans labeled Exhibit A (dated April 21, 2004) and as recommended for approval by
the DRC.
3. The window trim, as well the windowsill, shall match the existing windows.

Proposal to construct a new 498 square foot accessory second dwelling unit.
164 North Shaffer Street (Old Towne Historic District)

DRC Action: Final Determination
Kim Chaffin, Associate Planner, gave the Staff Report. It was noted that the existing structure is
1,800 sq. ft. (one and one-half story) structure. The design style is Craftsman. There is an
existing shed which will be demolished. The applicant has requested to change the paint from
what is proposed in the design. The new unit will be served by the required designated parking
space that will be located behind the existing fence, and the existing fence will be modified with
a rolling gate that will screen the parking from view. The gate will also match the existing fence.
This is a contributing structure, built in 1911, and received the highest ranking for architectural
integrity (no apparent change to original structure). Staff recommended minor changes. The
existing residence has aside-facing gable roof, and the accessory unit shows afront-facing main
gable with a cross gable at the same height. If the height of the proposed cross gable were
dropped approximately 18", staff believes it would read more as a secondary gable, and thus not
compete with the main gable. This would also serve to lessen the impact of the different gable
orientations between the new unit and the existing unit. The other suggestion is that the column
on the accessory unit should be centered on the base rather than offset.
Sandy Quinn (the owner) and Doug Ely, the architect, spoke to the DRC regarding the proposal.
This house, and several houses down the street, are done with four colors. For the new accessory
structure, it is recommended that it be different in color from the one in front, to set it apart from
the existing structure.
Jeff Frankel, Old Towne Preservation Association, said the new structure was not really visible
from the street except when walking south to north. Regarding the gable, he viewed the roof as
more of a dormer, and would rather see that than have the pitch of the roof change.
Janet Crenshaw, Old Towne Preservation Association, complimented the owner on how the off-
street parking is proposed (hidden and with no turn-arounds).
Design Review Committee members voiced the following issues/concerns:
Was there any thought to putting the new addition on a raised foundation as opposed to a
slab? Yes, but it was designed on a slab to keep the entire scale of the building down, as
there is quite a lot of trees, etc., in the backyard already.

The height of the proposed cross gable should be dropped approximately 18 inches so that it

Proposal to convert an existing attic space into living area, including a new dormer on a
1-1/2 story, 1913 Bungalow.

DRC Action: Final Determination
Daniel Ryan, Senior Planner Historic Preservation, gave an overview of the project. The
property is currently developed with a 1,380 sq. ft. single-family residence. The remaining lot is
vacant. The structure is identified as a contributing 1913 Bungalow by the City's Historic
Building Survey.
Richard & Suzanne Schaefer, the owners, also spoke to the project.
The Committee felt that the proposed work did not interfere with the character and design of the
existing structure, and that the proposed work complies with the guidelines in the use of
appropriate materials for additions (including dormers) within the City's Historic District.
Jeff Frankel and Janet Crenshaw, from the Old Towne Historic Preservation Association, felt
that the project was well designed and within the guidelines for additions to a historic structure.
However, it was noted that the windows should be left for egress, and did not agree with the staff
recommendation that the eave collar beam on both gables be modified to frame the new window
opening.
The DRC agreed with the recommendation to leave the windows for egress and to not modify the
eave collar beam on the gables.

5. DRC No. 3895-04 - MS INTERNATIONAL INC.
Proposal to remodel the facade of an existing industrial building, including landscaping.
2095 N. Batavia Street

Continued from 4/7/ 2004 DRC Meeting)
The item was introduced by Daniel Ryan, Senior Planner Historic Preservation. He noted that
staff had stopped the project where it was (previously) so that no other work would be done,
when it was realized that the entire existing facade of the structure was being removed.
The Committee members discussed the various aspects of the project with the applicant
including; the type and placement of stone veneer, trim and intersections at windows, cap and
foundation treatment. The screening of roof equipment and landscape treatments were also
discussed. The Committee recommended that the applicant provide additional details as to the
installation of stone veneer.
A motion was made by Committee Member Craig Wheeler to approve the project subject to the
following conditions:
1. Stucco pilaster (approximately 12" x 12") at a height at least 5" higher than the stone
wainscot, be installed at all stone-to-stone corners.
2. Run the stone chair rail along top of stone wainscot, and up the jams and over the heads
of all the windows (cutting back the wood trim to accommodate it).
3. Clarify on the drawings that the stone to be applied to the central mast extends around the
north and south elevations to the first fin.
4. Replace parapet cap flashing with a new flashing to project'/z" to 3/4" beyond the stucco
stone face (recommend 18 to 22 gauge flashing). Eliminate the reveals shown on the
stucco face.
5. In place of the reveals, provide a uniform relatively smooth-texture stucco (could be light
sand finish).
6. Provide standard landscape notes on plan.

6. DRC No. 3897-04 - FIIZST UNITED METHODIST CHURCH
Proposal to remove the existing freestanding post sign fronting Orange Street and add a
new wall sign on the west elevation of the sanctuary building.
161 South Orange Street (Old Towne Historic District)

Kim Chaffin, Associate Planner, reviewed the Staff Report with the Committee Members. The
sign, to be installed on the west elevation, is a 3' x 12' sign, 15" high letters, the materials are 1-
1/2" cedar wood, white background with painted black letters, the logo is a red flame and a black
cross. Staff is recommending approval.
The Committee members raised the following issues/concerns:
Why is the sign being made of cedar wood and not metal? No particular reason, but it
appeared to be the least expensive of all the options available.
Given 3 or 4 years, the sign will not look very good because of the intense heat of the sun
on the west-facing side of the building where the sign is located.
There will be cracking in the wood. On a metal surface, the paint could be anodized to
the surface.
From a cost standpoint, plexiglass with vinyl letter would last longer.
The applicant noted that there were other signs on the property, made of wood, that had been
there for at least six years and were weathering well.
Because of the size of this sign (which is larger than the other smaller ground signs noted
by the applicant), and because of the brick finish behind it (causing more heat), the sign
where connected -would begin to warp.
If this was a commercial establishment, there would be a requirement for all signs to be
integrated. There already are two different types of signs on the same wall. This
proposed sign is a major sign element.
The sign should probably be moved so that it is not competing with the existing
dedication plaque.
The applicant should come back to the Design Review Board, after looking into a metal
or a plastic sign (durability being the key), and show exact placement of sign and it's
relationship to the other signs.
The sign company you have chosen should be able to give you a cost comparison of
using metal or plexiglass as opposed to wood.
The background should not be white, but should be a background that matches the stucco.

7. DRC No. 3904-04 - HILLSCREST @ NOHL RANCH HOMEOWNERS ASSOC.
Proposal to re-construct the existing monument sign along the entrance to the Hillcrest
Gated Community.
2861 Kingsgate Avenue

Chuck Lau, gave the overview for the project to the DRC (replacing Mario Chavez-Marquez
who was not in attendance). The sign will have cast aluminum black letters mounted on studs on
a brick background. It will be much more durable.
Susan Stoneburner, 3116 E. Woodbine Road, Orange represented the Homeowners Association
she is a homeowner in the project and a member of the board).
The Committee members had the following questions/concerns:
Will the black lettering stand out enough to be readable? There is another perimeter
property gated wall made out of the brick, there is a sign lettered in black exactly like the
proposed sign, and it reads very well.
Suggest keeping the same detail across the top of the wall? The mason had a problem
with that, given the height of the sign and the height of the letters and how far it laad to be
held off the ground so that it could be actually read. The HOA tried for a variance to
increase the height, but were denied.

1. The brick wall which holds the actual sign have a rounded cap at the top course to match the
rounded caps on the existing project walls.

8. DRC No. 3900-04 -JOHN WOLBERG
A proposal to demolish an existing garage, add 296 sq.ft. onto the existing residence,
and construct a new two-story 1,355 sq.ft. residential unit with an attached two-car
garage at the rear of the property.

Continued from 4/7/2004 meeting)
Chuck Lau gave the staff overview presentation. He noted that Mr. Wolberg was sorry that he
was unable to attend, but he had a conflict in his schedule that did not allow him to. Mr. Lau
stated that at the last meeting, it was noted that the project had the right direction, but it needed
some tweaking in some of the detail, especially on the entrance element. One of the items
discussed was the possibility of raising the front entrance element and create a gable so that there
is a little bit more of an entrance. The previous plan had the entrance recessed (a roof
underneath a roof, which did not work). There was also the suggestion that perhaps the wall
should project out about 6" to give it more of a shadow, rather than just a blank wall. Also, the
double window was replaced with something similar to the row of windows on the second floor,
better matching the detail of the second story.
At the previous meeting it was pointed out that the trim detail was not correct, but it was not
picked up by the architect (the call-out still shows 2x4). The architect removed the old trim, but
not the arrow that is pointing to it.
Staff suggested that they hire a professional to do a landscape design, and the applicant has done
so.
A motion was made by Committee Member Craig Wheeler to approve the project with the
following conditions:
1. Drawings should clarify window and garage door trim to be wood stucco mold.
2. Remove outriggers and 2x slats and change the gable to be simply stucco.
3. The single window at the second story pop-out shall be replaced by a pair of windows
similar in size and space as window #3.
