1. DRC No. 3935-04 - GAMALIEL AND BARTHA VASQUEZ RESIDENCE
Proposed new in-fill construction of asingle-story, 2,207 sq. ft. single-gamily residence,
with a detached 638 sq. ft. accessory second unit. Both the main and accessory
residence have two-car attached garages. Project is being reviewed for compliance with
the City's Residential Infill Guidelines. The 11,687 sq. ft. property is zoned Rl-6.
Property located at the SWC of Dana Avenue and Sacramento Street

Senior Planner Dan Ryan introduced the item. He noted to the DRC Committee Members that
this item had been before them previously, and stated that the applicant was now proposing to
take the six CalTrans remnants as one parcel for R1-6 zoning and to create one property with a
single-family house that faces Dana with a detached accessory second unit which faces
Sacramento.
Aaron Johannsen, the designer, represented the applicant. He stated that they had made a
concerted effort to stay consistent with the existing neighborhood in respect to rooflines, etc.
They added some enhancements to the side facing Sacramento Street. The smaller residence was
maximized the unit to two bedrooms, and there is a 2-car garage for parking to alleviate any
parking issues. The streetlamp would need to be moved approximately 10 feet as it is in the way
of the proposed new driveway.
The committee members reviewed the plans for the main house as well as the accessory second
unit. Craig Wheeler said he noticed that they were returning the brick on the corners, but on the
main house there was an area where that wasn't done. Mr. Johansson said there was a fence that
would intersect in front of it. Mr. Wheeler also stated that he was pleased at how well the project
had turned out.
Dan Ryan said he was concerned about the entry on the main house. Mr. Johansson said if you
look at the floor plan you can. see why it occurs. He said possibly there was a solution by moving
a restroom over to another area. Mr. Wheeler asked about the overhang of the roofline at the
entrance. Mr. Johannsen described the proposed roofline and the entrance. Mr. Wheeler stated
that a pilaster could be added to give some support to the post.
Chair Califf moved to approve DRC 3935-OS with the advisory comment that the applicant look
at the possibility of slightly modifying the roof in the entry area to provide a bit more coverage.
Also, the following condition was added:
1. The landscape irrigation be automatic.

2. DRC No. 3993-OS -ROBERT AND PAMELA ALEXANDER RESIDENCE
Proposed new construction of a detached 600 sq. ft. accessory second unit. Project is
being reviewed for compliance with the City's Residential Infill Guidelines. The 37,960
sq. ft. property is zoned R1-6.

Daniel Ryan, Senior Planner, introduced the item. He said there was an existing 1,550 sq. ft.
single-family residence constructed in 1911, with a detached 2-car garage with an existing
orange grove at the rear of the property. He complimented the front and rear porch proposed on
the new unit.
Robert Alexander, the applicant, was in attendance and answered questions from the Committee
Members. Chair Califf asked about the fireplace. Mr. Alexander noted that it would not be
brick, it would be wood-framed with material to match the siding on the house. Mr. Wheeler
asked if he was going to stay with the raised floor, and he stated that he was. Mr. Wheeler
advised that if Mr. Alexander was buying the plans that he may have to have a local engineer
review them. Mr. Alexander stated that this had already been done, long before he understood
that he also needed to have them reviewed by the City's Planning Department. He also noted
that the siding would be the same as the main residence. Mr. Wheeler asked about the type of
windows, and Mr. Alexander said they would be wood windows with Hardy trim (1").
Committee Member Wheeler moved to approve DRC No. 3993-OS as submitted.

3. DRC No. 3986-OS -PACIFIC MAINTENANCE & REPAIR, INC.
A proposal to construct atwo-story, 1,929 square foot single-family residence with an
attached two-car garage on a vacant residential parcel on Montgomery Place. Project is
being reviewed for compliance with the City's Residential Infill Guidelines. The 3,234
sq. ft. property is zoned R1-6.

DRC Action: Recommendation to the City's Zoning Administrator
Daniel Ryan, Senior Planner, gave the project overview. He noted there was a mixture of
various architectural styles in the neighborhood, and atwo-story residence would be appropriate
to the locale. Staff made a recommendation to relocate the entrance, which had been located on
the side of the residence instead of at the front. The applicant accepted Staff's recommendation
to relocate the main entrance to the front.
Mario Jahangiri, the applicant, spoke to the project. Mr. Ryan explained that the Committee's
action would be a recommendation to the Zoning Administrator fora 20% reduction in the rear-
yard setback as the lot is at an angle. He did not believe that would be an issue, but as the project
had not previously gone through the Zoning Administrator that would be the next step and a
condition would be added. Mr. Wheeler asked if the windows were to be vinyl, and the answer
was yes. (There were some notes left on the plans with reference to Santa Ana from another
project, and the Committee Members reminded the applicant to ensure that those notes were
removed from these plans).
Chair Califf moved to recommend DRC No. 3986-OS to the Zoning Administrator with the
following conditions:
1. Install an auto irrigation system to the landscape plan.
2. East-West elevation siding on the 2"a floor to wrap corner to terminate where roof
returns.
3. West elevation to wrap or return to wall.

vacant lot on Woodbine Road within the gated-community of Hillcrest Estates.
Project is being reviewed for compliance with the City's Residential Infill
Guidelines. The 17,311 sq. ft. property is zoned Rl-6.
