The committee met for an administrative session beginning at 4:30 p.m. The meeting adjourned at
approximately 6:30 p.m.

REVIEW OF MINUTES:
A motion was made by Committee Chair Joe Woollett to approve the March 5, 2003 minutes subject to
the following corrections:
DRC 3757-03 Citadel Medical Office Building pale 4 paragraph 7, sentence 1 amended as follows:
Chair Woollett recommended that the lighting not be like that provided in older e~ parking structures.
Paragraph 9, sentence 1 amended as follows:
Committee Member Wheeler and the applicant discussed possibly using the ~ cornice design on the
corner of the building ~e on the parking structure as well, to bring some continuity or consistency
between the two buildings.
Condition 3 amended as follows:
Additional details „aa;~;^r~' a°*~~'" to be provided e€for the southern elevation of the parking structure.
DRC 3740 03 The Eli Home Shelter Expansion gage 6 para rg_aph 4 issue 1 amended as follows:
1. Corner trims - ~d hardie plank corner trims.
2. River Rock or l Arroyo Stone -the committee is looking for real arroyo stone style -
the look of real stone, dark colors, not light colors, but not necessarily the trade name.

Para -graph 6, issue 1 amended as follows:
1. Queen Palms should be eight (~-(8) to twelve (12) foot brown trunk.
Condition 1 amended as follows:
1. Material for the corner trim called out as ham hardieplank.
Pagel, condition 2 amended as follows:
2. The rock to be arroyo style stone.

Mr. Jim ~g Karling and Ms. Bonnie Nygren (357 S. Center St., Orange) presented the project and
addressed adjustments made since the last meeting.
DRC 3807-03 Alameda Laundromat page 9 para -graph 4, sentence 1 amended as follows:
Cormnittee Member Califf and the applicant discussed the the -color and size ~ rte.
Para rgaph 5, sentence 1 amended as follows:
Committee Member Wheeler proposed that the applicant put a low block wall, three foot high, along the
west property line to keep lights from cars to shining into the neighborhood.

Chair Woollett expressed that the only concern he has is the sheet metal parapet edge coming over the top
of the building.
DRC 3810-03 Guthrie Development Compan~pa~e 11, condition 2 amended as follows:
2. Color changes: color #2 eliminated, color #5 darken one shade, and color #4 used instead of #2
color company - des Frapee).

A motion was made by Committee Member Leonard Filner to approve the April 19, 2003 minutes subject
to the following corrections:
DRC 3759-02 Alameda Market, page 7, condition 3 amended as follows:
3. The circular raised planter adjacent to Hewes Ave. shall be sixty (60) inches clear from s~e-~e
side inside to inside.
Condition 4 amended as follows:
4. The exterior concrete blocks shall ~° ~~'^~ ~~ ~:,,.,:'^r be a color similar to the dark red brick used
on the building.
Condition 13 deleted:

Revised exterior elevation plans for an approved 592 sq.ft. addition at the rear of an existing 1909
Victorian residence.

Staff Contact: Daniel Ryan, Senior Planner -Historic Preservation.
DRC Action: Final Determination
Committee Member Wheeler abstained from the project.
Ms. Barbara Frey (405 S. Grand St.) presented the project. She stated that the proposed studio addition
was previously approved, but because of her desire to install an instant water heating unit in the kitchen,
the small utility closet originally intended to house a standard water heater on the south elevation will not
suffice. The changes to the design include:
1) Adding an entrance door at the rear of the studio
2) Relocating a window on the rear of the studio to accommodate the new door
3) Adding a small enclosure to the north elevation that will house the instant water heater
4) Eliminating the utility closet on the south elevation originally intended to house a standard
water heater
5) Changing a previously approved door at the rear entrance to the kitchen with an antique door
constructed of wood and decorative oval glass
A motion was made by Committee Chair Joe Woollett to approve the project as submitted.
