REVIEW OF MINUTES:
A motion was made by Committee Chair Joe Woollett to approve the September 7, 2003,
meeting minutes subject to the following corrections:
DRC 3833-03-Robert Anderson, pale 3, condition 2 amended as follows:
2. That the head trim on all windows and doors ~ be plumb cut at each end rather than
the angle cut shown on the drawings.
DRC 3839-03-Zelinka Residence, pale 4, condition 1 amended as follows:
1. That the end of the roof where it sticks out be framed with the sheathing Eeg-e~rt
perpendicular to the wall.
Condition 2 amended as follows:
2. That the border eaves u~;~e~~~ to will have exposed rafter tails.
Condition 6 amended as follows:
6. That the siding on the house be mitered at the outside corners.

DRC 3854-03-Cingular Wireless, page 7, paragraph 1, sentence 2 amended as follows:
An item of concern is that there are quite a few easements that run underneath this project area,
so the City will have to be very careful with any proposed landscaping and it will be subject to
review by the Water Department.
DRC 3857-03-The Village at Oran page 10, paragraph 4, sentence 2 amended as follows:
On C-1 the *~-°'~ trellis-like canopy is only attached by connection ~ of a post to one
of the trellis members.
Sentence 2 amended as follows:
He believes that although it may be fine structurally, visually it would be better to run a beam
across as on other signs to give some mass and reason for supporting the c~ curved members.
Sentence 5 amended as follows:
On C-2 it looks like the post is just connected to a couple of little trellis bars rather than have a
beam that sus extends across.

A motion was made by Committee Chair Joe Woollett to continue the January 7, 2004, meeting
minutes in order to gather more information and subject to the following corrections:
DRC 3863-03-Paul anal Eileen Herfelder page 2, paragraph 2, sentence 6 amended as follows:
It was also noted that the lot area on the F.A. R. was Ie~s greater than stated on the original
submission.
Page 2, comment 2 amended as follows:
Biggest objection to current plan are two shed-roof dormers; suggest changing those to a two
gable der dormers as ~ that which is proposed ~ is foreign to the rest of the design.
Page 2, comment 8 amended as follows:
Mass and height -suggest malting subtle changes in the width of the proposed rooms to be
able to ~ reduce 3 or 4 feet in the overall width.

A motion was made by Committee Chair Joe Woollett to approve the January 21, 2003 meeting
minutes subject to the following corrections:
Correction to August 20 2003 minutes DRC 3869-Trico Sycamore Plaza, page 2 amended as
follows:
The concern is as it's in a corner of Old Towne ;~,~~~ and thus must meet the guidelines
of the Old Towne area.
DRC 3871-Care Ambulance, pale 3, point 3 amended as follows:
the Lath and plaster arches do replace stained cedar seā¬fets soff ts.
DRC 3883-04 Robert MacArthur M. D., pale 5, condition 1 amended as follows:
Architect shall study the pa~en~ proportions of the arch support legs and see if they can be
improved.

1. DRC No. 3862-03 Cingular Wireless
Proposal to attach an unmanned wireless telecommunication antenna on an existing SCE
Electrical Transmission Tower and construct a 216 sq. ft. pre-fabricated equipment
enclosure underneath the tower.
2750 North Cannon Street (SCE Easement).

DRC Action: Recommendation to the Planning Commission
A staff presentation was given by Mario Chavez-Marquez, Assistant Planner.
The Committee members asked the following questions:
Have there been any improvements in wireless technology that might eliminate the need
for so many additional sites? The applicant responded that improvements had been made
in other areas, but that the technology still required a certain number of sites to provide
coverage.
Have there been any distances of problems with locating wireless sites close to residential
areas (i.e., interruption of phone or television service)? No, the FCC would not permit
that to happen. Additionally, adding the equipment to an existing structure is far
preferred to adding mono-pines, etc., or additional towers.
Are the antennas the same color as the tower? Yes, they are painted to match.
A motion was made by Committee Chair Joe Woollett to recommend approval of the project to
the Planning Commission subject to the following conditions and in accordance with the staff
recommendations:
1. Comply with the plans as they are submitted to the Design Review Committee.
2. Replace any asphalt or landscaping that is removed as part of the construction.
3. There will be no exposed conduit.
4. Any issues with roof drainage should be noted on the construction plans once they are
submitted for contract.
