A motion was made by Committee Chair Jon Califf to approve the December 15, 2004 meeting
minutes subject to the following corrections:
DRC 3917-04 page 3, paragraph 3, sentence 13 amended as follows:
She said there was no foundation for the garage, ~ just the slab, and then some wood was put
down which was the shed part of the garage.
Page 4, paragraph 2, sentence 1 amended as follows:
The applicant was asked if they thought they were going to be able to retain the remaining wall;
Kevin Hockenberry replied that it was a s shear wall, with a 4 x 4 every six or seven feet,
and then there's a 4 x 4 across the top.

1. DRC No. 3962-04 -THE HOME DEPOT LANDSCAPE PLANS
A request for review and approval of the final landscape and irrigation plans as required
by the DRC action of November 17, 2004 and as conditioned by the Planning
Commission Resolution No. PC 01-05, which approved the demolition of an existing
commercial structure and the construction of a new commercial structure for occupancy
by The Home Depot.

DRC Action: Final Determination
Gary Begin, of Cathcart-Begin, Landscape Architect, gave the overview of the changes to the
final landscape plan. He noted that they kept the existing street trees that had somehow been
omitted on the plans (and were subsequently replaced). The City had requested a particular type
of pear trees. He also noted that there was a nice screen from the trees up against the residential
area. There were some original trees in the parking islands on the property, and the trees were
saved and relocated and added new trees with the existing trees. The very mature trees along
Tustin, the ficus trees, will remain. Crepe myrtle trees are being used as an accent on some of
the entry areas. Pittosporum, nigricans, black pittosporum, a lacy tree, is being used along the
driveway in front of Home Depot. It is an evergreen tree, and very clean. The Mexican Fan
Palms that were on property have also been saved. There is also a very narrow planting area
along one of the residential sides, and Mr. Begin stated that he used Australian Willows in this
area. The tree is evergreen and will tolerate a very narrow planting area.
Committee Member Joe Woollett asked if Mr. Begin did a lot of work for Home Depot, and if he
often used the carrot wood in the parking area? The answer was yes to both questions. Mr.
Woollett asked if there had been complaints about the berries that drop from the trees, and the
birds that eat them? Mr. Begin said there were root barriers on all the trees, because sometimes
it can cause a root problem. The tree is evergreen and much cleaner than most trees, he stated.
And it allows shade in large parking areas? Howard Morris, Landscape Planner for the City of
Orange stated that the fruit dropping from the tree is a major problem.
Chair Califf asked if there was any public comment. There was none. He also asked Howard
Morris if all of the requirements had been met for the city for the final landscape plan. He stated
that it was complete.

2. DRC No.3978-OS - SVETLA LAZAROVA & ROBIN KIBOTA
Final determination on the propose site plan and building elevations for aone-story
detached accessory second unit.

DRC Action: Final Determination
Senior Planner Dan Ryan presented the project. He noted that the project was fora 640 sq.
ft. accessory second unit to a 1950's stucco box style residence. He noted that the applicants
had mature trees they want to keep, which is why the buildings are configured as they area.
There is an existing workshop behind the main structure, and the accessory second unit
would be attached to that. The applicants want to design a uniform roof that will connect all
three buildings. Mr. Ryan introduced a site plan to the committee members. The project
went through the zoning administrator for an administrative adjustment to the rear-yard
setback, and also went through traffic engineering to look at the parking and detail was
included on this, as well.
Chair Califf asked the applicants if there were any comments they wanted to add. Ms.
Lazarova stated that there were two changes she had made, and had given the committee
members the updated copies of these changes. She had one window removed because it did
not work with the cabinet configuration in the kitchen. The door for the workshop was
designed with a window next to it, and she felt it did not allow for enough light to the unit.
She made the actual access to the unit through the workshop, which allowed for a nice large
window on the new unit.
Chair Califf asked if there was any public comment. There was none.
Committee Member Wheeler stated that there needed to be something to clarify that the
facia, window trim, windows and shutters match the original as closely as possible. Mr.
Wheeler noticed that there were two different styles of shutters on the original structure, and
Ms. Lazarova stated that she would ensure that all shutters matched on the original and the
new structure. Mr. Wheeler also noted that the window on the unit may have an egress
problem, and would note that in the conditions.
Mr. Ryan stated that the project meets the infill standards as far as aesthetics, and Staff
recommended approval of the project.
Chair Califf asked the applicant if she knew the type of doors and windows she would be
using on the project. Ms. Lazarova stated that the windows would be vinyl to match the
existing (she had not selected a brand, as yet). Mr. Califf asked if the existing door on the
garage would stay, and she stated it would.

Chair Califf stated that with the typically small overhang that these types of houses have, the
applicant might want to consider some sort of roof element by the door to shield the doorway
from the elements. He felt that this should be noted as an advisory, not a condition.
Mr. Woollett asked if the French doors were wood? Ms. Lazarova stated that they would be
wood.
Committee Chair Jon Califf made a motion to approve the project subject to the following
conditions:
1. The proposed shutters match the existing residence.
2. The windows match the existing residence.
3. Prior to submittal for plan check, the specific materials for the doors and windows be
called out on the plans so that staff can verify that it is as represented.
4. Window trim and facia to match existing.

4. DRC No. 3902-04 -MARK DRENNER -ACCESSORY SECOND UNIT
The project involves the conversion of aone-story, detached garage, into living area,
construction of a new two-car garage, modifying the existing garage to accommodate an
accessory second unit.

5. DRC No. 3976-OS - J & S RV PARKING AND STORAGE
Proposal to develop a vacant 4.40-acre site for the parking and storage of recreational
vehicles.

DRC Action: Final Determination
Senior Planner Dan Ryan introduced the project. He noted that it was originally designed as a
1.95-acre project, and is now 4.40 acres, and is under the Edison power lines. The applicants
were originally proposing some type of canopies, but on the advice of the Fire Department
decided against using them. The site will be controlled electronically for security, and a building
will be on-site to be used as an office. New improvements along the front of the property
include landscaping. The Police Department wanted open wrought-iron fencing along the front
to allow for viewing for security reasons. There is parking for 215 recreational vehicles and 25-
foot wide access aisles that allow for circulation of fire trucks, etc. Protective bollards will be
added to protect the Edison equipment towers that are on the property. The police department
has also reviewed and approved the lighting plan.
The committee members discussed the fencing with the applicants. Mr. Woollett asked what it
looks like, and pictures were shown to the members. Mr. Wheeler asked about the maximum
height of the fence, and the answer was 8 feet. The lighting plan was also discussed in detail.
Mr. Wheeler asked about the height of the lights, and the applicant stated that the maximum
allowed by Edison is 15 feet. The applicant noted that the engineer had calculated the light
allowable, and he wished he could go to 20 feet. Edison did not allow the lights any higher
because of the power lines. The applicant noted that he had 56 lights at 400 watts, so he felt that
there would be plenty of light on the property. Also discussed were the landscaping along the
perimeter, and the committee members wanted to condition the distance between the
bougainvilleas and rose bushes, to allow for proper screening and to meet the requirements of the
police department, as well.
Committee Chair Jon Califf made a motion to approve the project subject to the following
conditions:
1. Along the south property line the fencing to be a wrought iron fence similar, if not the
same, as the fence along the front, and that it be planted with bougainvillea every 20 feet
on center, and infilled with 5-gallon roses 48 inches on center.
2. Landscape plan have the city inspection notes.
3. Changes discussed be reflected on site map.
